Antecedentes

The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

UNCDF’s financing models work through three channels: inclusive digital economies, connecting individuals, households, and small businesses with financial eco-systems that catalyze participation in the local economy, and provide tools to climb out of poverty and manage financial lives; local development finance, that capacitates localities through fiscal decentralization, innovative municipal finance, and structured project finance to drive local economic expansion and sustainable development; and investment finance, that provides catalytic financial structuring, de-risking, and capital deployment to drive SDG impact and domestic resource mobilization. By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to Sustainable Development Goal-SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a broad diversity of SDGs.

UNCDF is currently implementing a project “Cambodia COVID-19 Response, Unlocking Cambodian Women’s Potential through Fiscal Space Creation” under the UN Multi Partner Trust Fund (MPTF) Fund that is seeking to “Reduce human, economic and social suffering caused by the COVID-19 pandemic in the most vulnerable countries, and ensure an effective, inclusive and sustainable recovery” erms of Reference for the UN COVID-19 Response and Recovery Multi-Partner Trust Fund (http://mptf.undp.org/factsheet/fund/COV00). The project is seeking to achieve the following set of outcomes:

Outcome 1: Innovative Fiscal Policy and Financial Instruments Designed to Increase Fiscal Space

Outcome 2: S/MSMEs (esp. Women led) using labor intensive low skilled manufacturing processes have access to sustainable and affordable domestic finance through easy access part guaranteed credit that minimizes personal colleterial requirements for debt

UNCDF, as one of the Implementing Partner of the joint project, is responsible for the following activities envisaged under outcome 2:

Activity 2.1: Rapidly roll out a pilot to learn from the experiences of the first batch of approved credit guarantees and to address the urgent needs of the economic crisis

Activity 2.5:  Raise awareness on accessing financing and employment opportunities, targeting female economic migrants, in the targeted three provinces. This will use positive human stories of women beneficiaries impacted by the programme’s support and encourage the utilization of the provincial job searching centers, job seeker registration and skills matching with selected women owned M/SMEs benefiting from CGS

To implement the activities, UNCDF has engaged Credit Guarantee Corporation of Cambodia (CGCC) through the signed MoU dated 8 April 2021 and the signed Letter of Agreement (LoA) dated 19 April 2021.

Credit Guarantee Corporation of Cambodia (CGCC) is a state-owned enterprise, established under the Ministry of Economy and Finance of Cambodia, to provide credit guarantees on loans disbursed to businesses in order to improve financial inclusion and support SMEs development. As a newly established company, human resource is key to CGCC’s success. At this early stage of development, CGCC is in need of capacity building for its staff in various areas to keep up with the challenging and fast-evolving environment. For instance. several months after CGCC’s launch, we can see that lack of understanding from the PFIs and borrowers is one of the main challenges in rolling out CGCC’s Scheme. CGCC’s staff should be able to bridge this knowledge gap and raise the awareness of its stakeholders so that the credit guarantee schemes can be optimally utilized. Moreover, CGCC will remain here in the long-term to support SMEs development. To ensure sustainability, CGCC needs a long-term comprehensive organizational development strategic plan which acts as a blueprint for continuous professional development of CGCC including compliance with international best practices for the success of credit guarantee schemes, i.e. World Bank 16 principles for CGS. Based on this context, CGCC is in need of the following consultant services.

UNCDF is seeking to engage a consultant to generate a medium to long-term comprehensive organizational development strategic plan for Credit Guarantee Corporation of Cambodia (CGCC). The strategic plan will act as a blueprint for continuous development of CGCC’s operation to alleviate adverse impacts posed by COVID-19 pandemic on Cambodian economy.

Objective of the Assignment: 

The main objective of the assignment is for the consultant to generate a medium to long-term comprehensive organizational development strategic plan for Credit Guarantee Corporation of Cambodia (CGCC).

Scope of Work 

The consultant will be responsible for provide strategic advisory support to Credit Guarantee Corporation of Cambodia (CGCC), including but not limited to:

  1. Review CGCC’s current status including corporate governance, policy documents, and guidelines, and provide recommendations for improvement.
  2. Identify CGCC’s gaps for compliance with international best practices for the success of CGS, i.e. World Bank 16 Principles, provide recommendations and key actions plan to address those gaps.
  3. Work with CGCC’s risk management and compliance department to develop a risk scoring model for credit guarantee
  4. Provide inputs/research/survey on economic sectors to the develop SMEs where credit guarantee scheme can support the development of SMEs
  5. Provide/Recommend best practices/lessons of credit guarantee schemes from other countries which can be applied to CGCC.
  6. Recommend pricing model for CGCC to be self-sustainable in the long-term
  7. Develop work plan including steps and action plans to achieve the strategic plan’s milestones and objectives

Deliverables and Schedule of Payment

Deliverable 1: Workplan (20% of total payment, due within 5 days of contract issue)

Deliverable 2: Scope of the organizational development (OD) strategy limited to opening chapter and full contents list (20% of total payment, due within 10 days of contract issue)

Deliverable 3: Draft OD strategy for review (limited to 30 pages in length) (50% of total payment, due within 40 days of contract issue)

Deliverable 4: Revised final draf of OD strategy  (10% of total payment, due within 10 days of draft submission)

The consultant will work under the supervision of the UNCDF Regional Technical Advisor (RTA) and fully coordinate with with Chief Executive Coordinator of CGCC and CGCC focal points. The RTA will provide overall direction and guidance of the consultancy and approve key outputs and deliverables. 

Provision of Monitoring and Progress Control

Consultancy fees will be paid upon:

(i) review, approval, acceptance of output for each deliverable and

(ii) submission of Certificate of Payment form

(iii) authorization of payment disbursement from Regional Technical Advisor based in Bangkok.

At the completion each deliverable, the contractor will be required to submit a Certificate of Completion of Work for approval of payment by UNCDF Regional Technical Advisor. It is expected that UNCDF may need 1 to 2 weeks to provide comments and approve/accept outputs.

Note: UNCDF will not provide any facilities or equipment.

Competencias

  • Possesses a comprehensive education in organization development (OD)and HR management (HRM)
  • Understands OD policy and international HRM standards
  • Has the ability to develop and formulate financial analysis of public sector budgets and development databases;
  • Can undertake desk analysis and conduct interviews to develop OD policy
  • Has working knowledge of OD in a professional setting as OD / HR specialist
  • Able to develop internal surveys and present associated data
  • High quality English language skills;
  • Excellence in use of MS Office applications
  • Good communication skills; sensitivity and willingness/flexibility to respond to client’s needs;
  • Able to work within a team environment and promote collaborations;

Evaluation Process

Applications will be rated on both technical and financial submissions.  The following selection method will be used:  Highest rated proposal using the combined scoring method, which assigns the weight distribution between the technical and financial proposals.  The weight distribution shall be 70% technical and 30% financial. 

Step I: Longlisting/Shortlisting

Applications will be screened and only applicants meeting the following minimum criteria will be shortlisted:

  • Minimum Master’s Degree in Business Administration or Organizational Development/ HR Management
  • Minimum 2 years of professional management or consultancy experience within the spheres of organization development, HR development and HR management

Step II: Technical Review of CVs by Desk Review

UNCDF will conduct a desk review to produce a shortlist of candidates by evaluating the following criteria with the corresponding points (100 points)

  • Minimum 2 years of professional management or consultancy experience within the spheres OD, HR development/ HR management (35 points)
  • Proven track record working with private companies and enterprises in OD and or HRM roles (35 points)
  • Proven ability to develop OD strategy i.e.an example should be provided of previous work (30 points)

Only the applicants achieving 70% of the points will be considered as technically qualified and will be reviewed further for financial evaluation.

Step III: Financial Evaluation

The following formula will be used to evaluate financial proposal: Lowest priced proposal/price of the proposal being evaluated x 30%.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when traveling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org  If the consultant is over 65 years old, UNCDF reserves the right to require full medical certification and clearance from the consultant’s physician prior to commencing the travel.

Both individual consultants and individuals employed by a company or institution are welcome to apply. Any individual employed by a company or institution who would like to submit an offer in response to a Procurement Notice for IC must do so in their individual capacity (providing a CV so that their qualifications may be judged accordingly).  If the company or institution that employs them will charge a management fee, the said amount must be incorporated in the financial proposal that the individual will submit.  No further changes to reflect additional costs shall be accommodated by UNCDF at the point of awarding the LTA.

Consultant Presence in Duty Station/UNCDF Premise

The position is home-based, but presence of consultant in Cambodia may be required intermittently.
