Travel:

 

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

 

Office/Unit/Project Description 

 

The UNDP’s Blue Resilience project is a development-aid governance project funded by the Norwegian government under its Blue Justice Initiative (BJI).

 

The BJI provides capacity support to operationalise the International Declaration against Transnational Organized Crime in the Global Fishing Industry (Copenhagen Declaration) in identified developing countries. The Copenhagen Declaration maps out a goal-oriented political plan to address transnational organized crime in the fisheries sector globally towards achievement of the UN SDGs, with particular emphasis on government institutional cooperation towards this end.

 

The objective of Blue Resilience is to strengthen capacity for institutional cooperation towards effective governance responses to addressing organized crime in the fisheries sector. The project is research-based towards designing and delivering a sustainable learning package on improved institutional cooperation to enhance enforcement efforts against organized crime in fisheries in the target countries.

 

The Blue Justice project is hosted by the UNDP Nordic Representation office (NRO). It is a highly visible governance project funded by a key donor country and has direct links to NRO's work on core resource mobilization.

 

The Blue Justice Community (BJ Community) is a secure digital platform that facilitates communication and cooperation between invited developing country government representatives (‘users’) by providing key services: knowledge, connection and support. The BJ Community is owned by the Norwegian government (Norwegian Coastal Administration: Barents Watch) and is utilized for capacity support under the BJI.  The BJ Community is administered by UNDP Blue Resilience and, as such, UNDP facilitates the ability of users to access and effectively utilize the BJ Community and uploads curated relevant knowledge to the BJ Community (including e-learning) material towards strengthening user cooperation. 

 

Institutional Arrangement

 

The incumbent of this post will report directly to the Blue Resilience Project Manager and thereafter to the Partnership Specialist, UNDP NRO/Norway.


Deberes y responsabilidades

Scope of Work

 

  • Ensuring the BJ Community is functioning technically at all times;
  • Assisting users to access the BJ Community and solving any access challenges, including securing help from the technical team if needed, and ensuring users are familiar with both the operational services on offer and the knowledge/connection services and supporting users in utilizing these services;
  • Promoting use of BJ Community amongst the BJI network;
  • Playing the key liaison role between UNDP, the Barents Watch and the BJI Secretariat regarding the functionality and development of the BJ Community;
  • Providing administrative support and assistance as needed to Blue Resilience project manager including: assisting with drafting concept notes, agendas, PowerPoint presentations, note-taking and outputs of forums, consultations, webinars, workshops etc under the project;
  • Compiling and maintaining data on recipient country participation in activities under the project;
  • Assisting with facilitation of forums, consultations, webinars, workshops etc under the project.

Habilidades y experiencia requeridas

Min. Academic Education

  • Postgraduate university degree in international law, criminal law or related field.

 

Min. years of relevant Work experience

  • A minimum of 1 year experience in the field of law, international relations, development or a related field or equivalent professional experience.

Required  skills and competencies

  • Familiarity with the UN system and/or international development;
  • Experience with development and/or management of learning tools;
  • Previous work experience working within/with the UNDP;
  • Demonstrated ability to interact with experts from varying jurisdictions in the field of organized crime, governance and/or specifically crime in the fisheries sector;
  • Familiarity with the Blue Justice Community or similar digital platforms;
  • Demonstrated ability to work well in a team as well as to take independent initiative;
  • Excellent written and verbal communication skills in English;
  • Excellent time management skills;
  • Demonstrated ability to work under pressure and meet deadlines.

 

Desired additional skills and experience

  • Excellent understanding of international development issues and knowledge of the UN system;
  • Minimum 3 years of relevant experience is desirable.

 

Required Language(s) (at working level)

  • Fluency in spoken and written English.
