B+HR Asia

Asia has long been synonymous with economic dynamism. Over the last several decades, hundreds of millions of people have been lifted out of poverty, health and educational provision has been enhanced, and new industries have taken root. Still, rapid economic growth has not been without steep social and environmental costs, with long-term implications for the well-being and prosperity of states, communities and individuals in the region.

Almost a decade has passed since the UN Guiding Principles on Business and Human Rights (UNGPs) were endorsed by the UN Human Rights Council. Today, the UNGPs are the main reference framework for the complementary duty of States to protect human rights and responsibility of business enterprises to respect human rights. Although there seems to be increasing global awareness and uptake of the UNGPs, knowledge and implementation gaps remain.

UNDP’s regional project on Business and Human Rights, titled “Business and Human Rights in Asia: Promoting Responsible Business Practices through Regional Partnerships”, (B+HR Asia) aims to promote the implementation of the UNGPs as a means to mitigate business-related human rights risks and impacts, level the playing field to allow responsible businesses to remain competitive, while promoting multilateral solutions to global challenges. The project works to ensure the uptake of BHR through technical advisory, awareness-raising, communications outreach and capacity building support to governments, businesses, civil society organizations (CSOs), and national human rights institutions (NHRIs).

Communications activities, as one of the key indicators of the project, aim to capture a wide range of audiences including governments, state officials, members of the business sector and corporations, civil society, NHRIs, UN entities and international organizations, and influencers in the area of business, human rights and socioeconomic policy. Audiences also include consumers and the general public in both Asia and Europe.

Deberes y responsabilidades

The B+HR Asia programme in Malaysia intends to produce focused and localised knowledge and communication products to enhance understanding of the UNGPs, highlight the trade and human rights nexus, spotlight emerging issues in Business and Human Rights and facilitate outreach on policy issues in Malaysia and Asia.

Under the direct supervision of the Business and Human Rights National Specialist, and overall supervision of the Programme Analyst, Governance for Development Unit, UNDP Malaysia, the Communications Consultant will assist in implementing the communications strategy, co-developed with the B+HR regional team:


1. Development of knowledge and advocacy products/communications content on Business and Human Rights

  • Develop and implement social media strategy including the creation of social media content (posts, graphics, social media templates)
  • Copywriting (online & offline), editing and proofreading of communication collaterals (brochure, booklet, newsletters)


2. Support production of audio-visual products and narratives to increase visibility

  • Edit and proofread audio-visual content, coordinate with media agencies and B+HR Asia team on localised communication collaterals
  • Develop web content, human interest stories, news items and other relevant communication materials


3. Project support through other communication activities

  • Ensure branding and donor visibility on events and related materials
  • Coordinate with regional project team on multi-country campaigns

The consultant will use his/her own equipment and software.



All information and production of report to the assignments as well as outputs produced under this contract shall remain the property of the UNDP who shall have exclusive rights over their use. The products shall not be disclosed to the public nor used in whatever format without written permission of UNDP in line with the national and International Copyright Laws applicable.




The consultant will work under direct supervision of the Business and Human Rights National Specialist, and overall supervision of the Programme Analyst, Governance for Development Unit, UNDP Malaysia.


Weekly reporting will be required, and each deliverable shall be presented to the Business and Human Rights Specialist for review and approval.


The project may require other related support and will be provided guidance by the Business and Human Rights Specialist or other team members.




The assignment is estimated to commence on 1 August 2021. The assignment will need to be completed 31 January 2022 at the latest. Up to a maximum of 80 working days.


Duty Station

The consultancy will be home-based and shall set-up a schedule to engage with the project team through video conference or other remote communication tools.

Required Skills and Experience

The consultant should possess the following expertise and qualifications:


Education and Experience

  • Bachelor’s degree in communications, media relations, journalism or any other related field.
  • 5-7 years of relevant experience at the national or international level in public relations, electronic and print media, communications or advocacy;
  • Strong writing and editing skills in English and Bahasa Malaysia;
  • Experience in social media (i.e. Facebook, Twitter, LinkedIn, YouTube) management and/or online news, including data analysis;
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems;
  • Good command of graphic design tools (e.g.: Adobe Creative Suite);
  • Experience in developing compelling human-interest stories is desirable;
  • Knowledge of human rights issues is desirable.



  • Demonstrable effective and creative communications skills;
  • Results-driven, initiative-taking, ability to work under pressure and meet tight deadlines;
  • Ability to work independently or with very limited guidance;
  • Highly motivated with a positive attitude and problem-solving approach;
  • Good interpersonal and communication skills.



  • Proficiency in English and Bahasa Malaysia required.

Reimbursable Loan Agreement (RLA): A legal instrument between UNDP and a Company/institution, according to which, the latter makes available the services of an individual delivering time-bound and quantifiable outputs that are directly linked to payments

Evaluation Method and Criteria

Only candidates which are responsive and compliant will be evaluated. Individual consultants will be evaluated based on the following methodology:


Combined Scoring method and Cumulative Analysis


The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as responsive/compliant/acceptable; and having received the highest combined score out of:

  • Weighted technical criteria (50%) shall be evaluated based on education and technical experience in the area of communications;
  • Interview criteria (20%) shall be evaluated based on competencies and responses to questions on motivation and commitment, functional skills and soft skills;
  • Financial criteria (30%) shall be computed as a ratio of the proposal being evaluated as the lowest-priced qualified proposal received by UNDP for the assignment.


1. Technical Criteria for Evaluation (Maximum 100 points, 50% of the combined score)

  • Criteria 1: Education – Max 15 points;
  • Criteria 2: Experience supporting the production of communications materials, including publications, outreach materials and multimedia products-– Max 45 points
  • Criteria 3: Experience in the usage of web and social media management tools, and audio/video production tools is required– Max 30 points
  • Criteria 4: Excellent command of English writing – Max 10 points


Only candidates obtaining a minimum of 70 points for technical criteria would be considered for the Interview and Financial Evaluation.


2. Interview for Evaluation (20% of the combined score)

Shortlisted candidates will be invited to attend a virtual interview to ascertain suitability, motivation and competencies.


3. Financial Criteria for Evaluation (30% of the combined score)

Candidates shall quote a lump-sum “all-inclusive” fee for the completion of each deliverable. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, translation and other services, travel costs within state, etc.) that could be incurred by the IC in completing the assignment are already factored into the lump-sum submitted in the proposal.


The application receiving the Highest Combined Score will be awarded the contract.
