Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Ending Violence against Women (EVAW) programme focuses on prevention and response to violence against women, strengthening the legal framework, ensuring coordination among key stakeholders working on EVAW and transforming social norms.

UN Women Bangladesh is seeking an international communication & Advocacy Content Writer to support the development and editing of knowledge and communication products, briefs and research summaries related the prevention and response to Violence against Women.

The consultant will be engaged for a maximum of 110 days within the period of the contract.

Objectives:

The objective of the consultancy is to develop and edit communication, advocacy materials, knowledge products and briefs for the EVAW programme. The products include event’s reports, research summaries, briefs, op-eds, newsletters, and infographics on prevention and response of violence against women. The assignment will also include materials consolidation and drafting of narrative for the EVAW webpage resource repository. The consultancy also includes the collection of data and information for report writing.

Deberes y responsabilidades

Under the overall guidance and supervision of the Knowledge Management and Monitoring Analyst - Ending Violence Against Women (EVAW), the International Consultant will undertake the following tasks:

• Research, write, develop and edit communication and advocacy briefs, event reports, op-eds, infographics, and newsletters for EVAW programme activities, and events including 16 Days of Activism (16 DOA) and International Women’s Day (IWD);
• Content edits of communication and advocacy materials and knowledge products developed by implementing partners.
• Consolidate data and editing research reports on violence against women.
• Write and edit the narrative of the resource pages and background notes for rehauling of EVAW website. 

Expected Deliverables and Payment Milestones:

Duration of Work: 110 days spread across August 2021 – August 2022

Supervision and Performance Evaluation:

The international consultant will work under the supervision of the UN Women Ending Violence Against Women (EVAW) - Knowledge Management and Monitoring Analyst and will closely work with the EVAW team.

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UN Women, and upon prior agreement/approval, such travel shall be UN Women  expenses and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Certification of Payment:

It is to be noted that due to the nature of the Programme, there will be periods of time when no actual writing or research will occur because the writer will be waiting for either text clearance from UN Women and/or new assignments. The Knowledge Management and Monitoring Analyst will certify each assignment on the certification of payment.

Habilidades y experiencia requeridas

Education:

• Master’s degree or equivalent professional experience in communications, journalism, social science, international relations, fine arts, or related fields.

Technical Competencies:

• Minimum 5 years of combined and relevant experience in journalism, communications, print and newsroom editing.  
• Strong understanding of gender issues and violence against women:
• Strong portfolio of work, including writing communication and advocacy briefs, event reports, op-eds, newsletters, infographics, particularly on gender-based violence, and gender equality.  
• Expert user of Microsoft Office and data visualization software and platform. 
• Experience in working in or with international organizations and UN agencies, particularly in the gender equality and violence against women fields.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all
costs components required to perform the deliverables identified in the TOR, including professional fee, only  and any other applicable cost to be incurred by the SSA in completing the assignment.
The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon
completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria:
Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
1. Responsive/compliant/acceptable; and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the
solicitation;
Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation.
Technical Criteria for Evaluation (Maximum 70 points out of 100)

Criteria-01; Academic Qualification- Max Point 20
Criteria-02; Experience/Familiarity in the field of gender equality and violence against women- Max Point  25
Criteria-03; Proven experience in writing communication and advocacy briefs, event reports, op-eds, newsletters, and infographics- Max Point 25

Criteria-04; Strong communication, time management, research, and organizational skills- Max Point 15

Criteria-05; Previous professional experience with the United Nations, especially with UN Women- Max Point 15

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (70) will be considered as technically-qualified candidate.

Individual subscribers over 65 years of age are required to undergo a full medical examination including x-rays at their own cost and obtaining medical clearance from the UN Medical Director prior to taking up their assignment;
