Travel

This is a home-based assignment, so no travel to/from the duty station is envisaged.

Cost of other travel, as deemed necessary by UNDP while performing the outlined functions, shall be at UNDP’s expense and in accordance with the applicable UNDP travel policy.

For this particular assignment, the incumbent may be requested to undertake travel to support country offices and meet with stakeholders at the country level.

Office / Unit / Project Description 

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs).

UNDP's policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. In addition, BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. While ensuring that issues of risk are fully integrated into UNDP's development programmes, BPPS also assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. Lastly, BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

In order to streamline its financial and investment engagement, UNDP launched the Finance Sector Hub, a finance and innovation platform, that draws on a critical mass of UNDP expertise, initiatives, and partnerships to support the mobilization and leveraging of resources for the SDGs and lead the implementation of the new UNDP private sector strategy and other initiatives. The Hub is an integral part of both the Bureau for Policy and Programme Support (BPPS) and the Bureau of External Relations and Advocacy (BERA), as well as part of the GPN. The Hub serves as a connector, broker and global coordinator among internal and external actors; curates and manages UNDP’s catalogue of service offers on SDG financing to governments, investors and companies, via the COs, to significantly enhance the scale and impact of UNDP’s work.

Integrated National Financing Frameworks (INFF) are one of the Finance Sector Hub’s four flagship initiatives. The Hub is supporting UNDP regional bureaus and country offices across all regions in more than 60 countries to work with governments and other partners at the national level to inform, shape, operationalize and implement INFFs. The Hub also works closely with a growing range of international partners, and in regional and global forums, to advance and strengthen support for INFFs.

The Policy Specialist, SDG Finance will join the global INFF team within the Finance Sector Hub to support UNDP’s engagement with INFF processes at the regional, national and global levels. S/he will support our regional bureaus and country offices as they engage with national INFF processes; facilitate the sharing of experiences across countries; provide quality assurance and support on the practical application of INFF services; and build deeper collaboration across teams within UNDP and with external partners. S/he will work with the INFF knowledge platform and technical assistance facility supported by the EU and Italy to strengthen knowledge management, peer exchange and the delivery of technical assistance in support of national INFF processes.

The Policy Specialist, SDG Finance will work under the technical supervision of the SDG Finance Specialist and direct supervision of the SDG Finance Advisor in the SDG Finance Sector Hub.

Scope of Work

Under the direct supervision of the SDG Finance Advisor, SDG Finance Sector Hub, and working closely with the other team members, Policy Specialist, SDG Finance will be responsible for the performance of the following functions and duties:

 1. Coordinating Regional Bureau and Country Office engagement with Integrated National Financing Frameworks:

  • Working with INFF focal points in Regional Bureaus and platforms as they assist Country Offices, and working directly with Country Offices as needed, to support national INFF processes, through setup and inception phases to operationalization.
  •  Ensuring the advancement of regional work on INFFs.
  • Providing substantive inputs and facilitating the sharing of experiences between countries.

2. Providing quality assurance on INFF activities and products:

  • Providing quality assurance and technical backstopping on services offered to national INFF processes, including development finance assessments and other FSH services.
  • Feeding into the development and quality assurance of key milestones in national INFF processes, including the development of INFF Roadmaps and Financing Strategies.
  • Providing substantive oversight and quality assurance for the engagement of technical experts.

3. Leading methodology and capacity development:

  • Developing and delivering training and capacity building activities on INFFs and FSH services, both internally and externally.
  • Ensuring further refinements and expansions of the development finance assessment methodology.
  • Coordinating the development of future financing services within the frame of the INFF.

4. Managing global platforms to track and share information on INFF progress:

  • Managing global platforms including inff.org for tracking INFF progress, sharing country experiences and connecting stakeholders.
  •  Identifying and sharing innovations within INFF processes.
  • Providing substantive inputs into global INFF communications.

5. Coordinating strategic engagement with partners:

  • Providing technical inputs into UNDP’s engagement with the development of INFF methodologies.
  • Leading operational collaboration with external partners supporting INFF implementation.
  • Managing and developing relationships with other external partners on Integrated National Financing Frameworks

Habilidades y experiencia requeridas

Min. Academic Education

  • Master’s degree in economics, public policy, social sciences or related discipline is required.

Min. years of relevant Work experience

  • Minimum of 7 years of professional experience in sustainable development financing, policy analysis, public finance, private sector development, strategic planning and budgeting, capacity building and advisory services is required.

Required skills and competencies

  • Demonstrated ability to lead consultations with senior government officials and facilitate discussions among a wide group of stakeholders is required.
  • Demonstrated experience in supporting government agencies or development partners in the area of development finance and public institutional governance and capacity building is required.
  • Excellent writing skills, as demonstrated by previous research/analytical reports/policy notes on relevant topics are required. 

Desired additional skills and competencies

  • Experience working with government on reforms to public and/or private financing policy is desirable.
  • Experience working on Integrated National Financing Frameworks is desirable.
  • Previous work experience with UNDP / UN in similar functions is an advantage.
  • Excellent knowledge of data collection, analysis and statistical tools is desirable.

Required Language(s) (at working level)

  • Proficiency in the English language: excellent verbal, written and editing skills are required. Working knowledge of another UN language is an asset.
