Travel

  • International mission travel may be required; 
  • The BSAFE course must be successfully completed prior to commencement of travel;

Office/Unit/Project Description

As the largest single operational and financial UN player in the field of environmental sustainability, UNDP is widely recognized as a global leader in supporting governments to sharpen policy, access finance and develop capacity for the management of biodiversity and ecosystems for sustainable development and poverty eradication. The UNDP BPPS NCE Team has specialized technical and policy advisory teams in New York (Directorate), Addis Ababa (for Africa), Geneva, Istanbul (for Arab States and Europe & CIS), Bangkok (for Asia Pacific) and Panama (for Latin America and the Caribbean) - that work with the Regional Bureaux to provide support to countries to catalyze environmental and climate finance for climate-resilient, sustainable development. 

Under the Strategic Plan covering the period 2018-2021, UNDP’s work in Ecosystems and Biodiversity (EBD) has as an overall strategic objective to maintain and enhance the goods and services provided by biodiversity and ecosystems in order to secure livelihoods, food, water and health, enhance resilience, conserve threatened species and their habitats, and increase carbon storage and sequestration. 

The value of all UNDP-managed biodiversity and ecosystems projects currently in planning or under implementation is US$1.6 billion, with UNDP supporting over 130 countries to access Global Environment Facility (GEF) and other vertical funds’ grant finance for biodiversity conservation, combating Land Degradation, Sustainable Forest Management, and ecosystem based mitigation and adaptation, and to combine this with domestic and bilateral sources of finance. Through this project portfolio UNDP provides support to countries’ work in three programming areas: (i) Integrating biodiversity and ecosystem management into development planning and production sector activities; (ii) Unlocking the potential of protected areas, including indigenous and community conserved areas to contribute towards sustainable development; and (iii) Managing and restoring ecosystems for climate change adaptation and mitigation.

UNDP is in the process of developing the sustainable land management and restoration offer to accelerate its support during the UN Decade of Ecosystem Restoration towards 2030.  This work will require integration of priority actions under various conventions including Convention on Biological Diversity, UN Convention to Combat Desertofoctaop, and UN Framework Convention on Climate Change.  In order to consolidate internal capacity for planning  and implementation of the offer and in line with the SIDA-UNDP Strategic Collaboration Programme on Environment and Climate Change, support of a Sustianable Land Management and Ecosystem Restoration Specialist is required to consolidate internal capacity for planning and implementation of the offer

The consultant will be working under the direct supervision of the Head of Ecosystems and Biodiversity, Principal Technical Adviser, Sida – UNDP.

Scope of Work

The incumbent will work closely with the Senior Technical Advisor (STA) for Sustainable Land Management and Restoration to develop strategic offers and technical outputs in the sustainable land management and restoration technical area and other related sub-themes. Under the direct guidance and supervision of the Senior Technical Adviser, the incumbent will support the following areas of work:

 SLM and Restoration programme development 

Technical support for development of the UNDP corporate Offer on Sustainable Land Management (SLM):

  •  Conduct background research and compile technical inputs on the SLM thematic area.
  •  Conduct a mapping of the UNDP work on SLM and related themes to inform the development of new SLM Offer.
  •  Support the consultation process with UNDP COs and other teams within UNDP on the preparation of the corporate offer. 
  • Review other related UNDP offers to ensure synergies and complimentarity.
  • Support the drafting and packaging of the UNDP corporate offer on SLM. 
  • Support the preparation of an internal and external dissemination strategy and information-sharing on the UNDP corporate offer on SLM. 

Technical support for development of the UNDP offer on the Great Green Wall for the Sahel and Sahara Initiative 

  •  Support coordination of BPPS contributions to the broader UNDP process of developing the corporate offer on GGW.
  • Support the internal consultation process with UNDP COs and other teams within UNDP on the preparation of the corporate offer. 
  • Support external consultations and discussions on GGW.
  • Support preparation of technical inputs and briefs on GGW to inform UNDP engagement with partners. 

Technical support for development of the UNDP Ecosystem Restoration Promise initiative/offer 

  • Support internal technical discussions and consultations on the UNDP’s support and contribution to the UN Decade on Ecosystem Restoration.
  • Support portfolio review, mapping and documentation and awareness-raising on UNDP support to ecosystem restoration. 
  • Support the drafting of the UNDP Ecosystem Restoration Promise initiative/offer and implementation strategy.

Portfolio Quality Assurance, Integration and Resource Mobilization 

  •  Support provision of technical oversight, quality assurance and policy compliance for the STA’s vertical fund portfolio of projects.
  •  Support the development of resource mobilization and funding proposals.
  • Support the STA in providing technical guidance and inputs on sustainable land management and restoration strategies for greater integration with other UNDP thematic areas.  

Partnership Development, Dialogue and Advocacy 

  • Support UNDP’s contribution to and participation in global partnership initiatives and dialogues around SLM, restoration and nature-positive production within the UN, specifically: the UN Scaling-Up Agroecology Initiative, led by FAO; and the post-UN Food Systems Summit processes.
  •  Support UNDP’s contribution to the FAO-UNDP Flagship Iniative on Support to Small-Scale Producers role in agri-food systems transformation.
  • Support UNDP’s participation and contribution to the 1000 Landscapes 1 Billion People initiative.

Habilidades y experiencia requeridas

 

Min Academic Education

  • Master´s Degree (or higher) in Ecology, environmental management, natural resource management, biology, economics, international relations, development studies.

Min years of relevant work experience

  • 7 years of progressively responsible relevant leadership in the fields of ecosystem management in development context;

Required skills and competencies

  • Extensive experience with programme and project development, integrated planning and analysis, implementation, and management;
  • Proven track record of resource mobilization experience;
  • Experience in the policy development processes associated with ecosystem management including integrated environment and sustainable development issues;
  • Working experience in an international organization is an advantage as is knowledge of UNDP policies, procedures and practices.

Desired additional skills and competencies

  • At least 5 years of practical experience with demonstrable experience and knowledge in the field of sustainable land management, ecosystem management and restoration ecosystem/biodiversity/climate nexus working with developing countries;
  • Demonstrated ability to develop and maintain strategic partnerships, including with UN and international organizations, NGOs and the private sector;
