Antecedentes

The COVID-19 pandemic has continued to exacerbate many of the existing social inequalities across the world. The measures taken to mitigate the spread of the virus including lockdown and movement restriction measures are having an unprecedented negative impact on women and young girls with many of the progress made towards gender equality at the risk of being rolled back.

Globally, women perform 76.2% of total unpaid care work, more than three times as much as men. In Asia and the Pacific, this rises to 80%. Currently, with children out of school and heightened care needs of the elderly, it is anticipated that the additional demand for unpaid care will fall heaving on women. This is not only because of the existing structure of the workforce but also as a result of existing social norms. The gendered nature of care work predominately exists because of the prevalent patriarchal norms in our society and the traditional concepts around gendered roles in communities. It is one of the key drivers of gender inequality and the main barrier preventing women from getting into, remaining, and progressing in the labor force.

Given the prolonged nature of the pandemic and the ‘new’ normal moving towards digital forms of education and work from home models, it is imperative to ensure recovery measures are inclusive. In this regard, the pandemic provides a key opportunity to shift social norms towards greater gender equality. The work from home model allows for greater balancing of work and care responsibilities for both women and men. If initiatives can be framed to encourage more young boys and men to increase their share of the unpaid care work, it can have a positive knock-on impact on the division of labor at the household level and entrenched gendered roles post COVID.

In this regard, the UNDP’s Asia-Pacific regional programme ‘Transforming Future of Work for Gender Equality’ led by the regional gender team in collaboration with UNDP India Country Office (CO) conducted a digital ecosystem analysis and an online nudge pilot to deepen the understanding of men and boys on unpaid caregiving. The pilot initiative explored the online discourse of two districts in the state of Karnataka in India around gender equality and unpaid caregiving, with a focus on men and boys. The initiative created an audience segmentation to identify which profiles to target and designed and ran an online social media pilot interventions to increase men and boys’ knowledge on unpaid caregiving. The findings of the pilot initiative aimed to strengthen interventions under UNDP India Project Code Unnati supported by the SAP Labs India, which focuses on empowering women and youth with employability skills and entrepreneurship in three districts of Karnataka, viz, Raichur, Dakshin Kannada, Rural Bengaluru

OBJECTIVES OF THE ASSIGNMENT

To further build on the findings of the digital pilot, UNDP is looking to recruit a behavioral insight expert to identify behavioral barriers in boys and men that contribute to the disproportionate share of unpaid care work for women and girls. The consultant will design and implement a behavioral insight experiment to nudge boys and men targeted under Project Code Unnati to take up household and care work. Additionally, the consultant will design and lead a Trainers of Trainers (ToT) on using behavioral insight approaches to address drivers of inequalities including unpaid care work in the context of India and provide mentorship through the consultancy to selected training participants by engaging them in the designing and implementation of the behavioral insight experiment.

SCOPE OF WORK

Under the overall supervision of the Regional Gender Advisor Team Lead and India Country Office (CO) Inclusive Growth Head, the consultant will be responsible for, but not limited to:

  • Leveraging the learning from the digital behavioral insight nudge pilot implemented in the two districts of Karnataka, conduct consultations with key stakeholders, lead focus group discussions and online surveys for project Code Unnati target audience (youth and women) and organize any additional follow up consultations where required to identify specific behavioral barriers that are leading to the disproportionate burden of unpaid care work for women and girls. Drawing on behavioral insight tools/methodologies, identify entry points that can address the behavioral barriers and outline ideas for potential interventions.
  • Based on above, submit an inception report summarizing key insights, trends, potential entry points and ideas for achieving the desired behavior specifically in boys and men targeted under Project Code Unnati.
  •  Draft and submit the behavioral insight experiment prortocol targeting key behavioral barriers identified for boys and men targeted under Project Unnati and incorporate UNDP comments
  •  Draft and finalize behavioral insight training modules for a ToT targeting Project Code Unnati and UNDP Country Office staff. The objective of the training should be to guide and build capacity of participants in designing, implementing, and monitoring a behavioral informed intervention. The online ToT workshop should a cover a minimum of 6 hours with up to 40 participants (two batches). The modules should be applicable to the Indian context and should cover both theoretical and practical sessions and include BI case studies with links to relevant resource materials. The ToT sessions will include but will not be limited to:
    • An introductory session on behavioral insights and nudging
    • A session on the application of behavioral insights and key nudging tools utilized for similar development challenges.
    • A session on designing and evaluating behavioral interventions
    • A session on ‘Behavioral Mapping’
    • A discussion session on the draft behavioral insight experiment protocol

 

  • Integrating the findings from the inception report and key discussions from the ToT, submit the final behavioral insight experiment protocol targeting selected behavioral barriers identified for boys and men targeted under Project Code Unnati. The experiment protocol will outline the design and implementation process and include an impact measurement framework (using both quantitative and qualitative indicators) for monitoring of results

 

  • In close consultation with UNDP Project Code Unnati team, the consultant will lead the implementation and monitoring of the experiment. The consultant will engage selected ToT participants in this step as part of the mentoring process.

 

  • Submit the final report covering experiment overview, behavioral insight methodology, design and implementation process, results, lessons learnt from the experiment and recommendations

 

  • Present the key findings and recommendations to key stakeholders at District, State and National level to present the expected outcome

 

  • Leveraging learnings for the experiment and different behavioral insight methodologies, prepare a PowerPoint presentation aimed at guiding RBAP UNDP Country Offices on using behavioral insight concepts, experimentation approaches and their application to advance gender equality and women’s empowerment.

PROVISION OF MONITORING AND PROGRESS CONTROLS

The consultant will be under overall supervision of Regional Gender Team Leader and Inclusive Growth Head of the India Country Office. S/he will work closely with UNDP Asia-Pacific’s Gender Team and India Country Office colleagues as appropriate.

7) DEGREE OF EXPERTISE AND QUALIFICATIONS

Education:

  • A Masters-level degree in behavioral and social sciences, political science, development studies, conflict studies or related fields

Experience:

  • At least 4years of demonstrated experience leading behavioral insight projects
  • At least 3years of experience working on implementing interventions/projects aiming to test, observe and analyze behaviors under changing conditions.
  • At least 1 year experience in designing and conducting workshops on behavioral insights.
  • Knowledge of, experience or research analyzing the behavioral trait leading to gender inequality.
  • Prior work experience in India/Asia and the Pacific would be preferred

Skills:

  • Ability to perform tasks in timely manner and under pressure, to tight deadlines.
  • Ability to communicate verbally and in writing with a wide range of partners persuasively and collaboratively.

9) PAYMENT TERMS

 

 

Technically qualified consultants will be requested to submit their Lumpsum rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission.The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, anticipated mission travel costs, living allowance and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

11) CRITERIA FOR SELECTION OF THE BEST OFFER

The following criteria will serve as basis for evaluating offers:

  • Only those applications which are responsive and compliant will be evaluated;
  • The technical criteria (education, experience, language) will be worth a maximum 100 points with a weightage of 70%;

    5. Criteria 5:– Knowledge of, experience or research analyzing the behavioral trait leading to gender inequality based on CV– Max 10 points;
  • For those passing technical evaluation above, offers will be evaluated per the Combined Scoring method:
