Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Based in Abu Dhabi, the UN Women Liaison Office for the Gulf Cooperation Council GCC is working to strengthen partnerships, mobilize resources and raise awareness to advance UN Women’s key priorities in the United Arab Emirates (UAE), GCC countries, and beyond. The office is the first of its kind in the GCC and is one of seven UN Women liaison offices (LO) in the world. The office main priorities are:

  • Enhance coordination between different sectors to drive the mandate of UN Women in the UAE and GCC countries.
  • Strengthen partnerships to drive Sustainable Development Goal 5 on advancing gender equality; further the women, peace, and security agenda.
  • Realize progress on the women’s economic empowerment agenda in the UAE and GCC.

The UN Security Council Resolution 1325(UNSCR 1325), adopted in October 2000,  stressed the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security. In this context, the General Women Union (GWU) in support of UNWomen launched the Sheikha Fatima Bint Mubarak WPS center of excellency to build the capacities of different stakeholders in UAE and globally on issues related to WPS. Therefore; UN Women LO for the GCC seeks to hire a consultant to support the UAE efforts in developing a strategy and curricula for the center, provide capacity building training and activities and eventually support the accreditation process. The consultant will also support the implementation of the NAP on 1325. Finally, the consultant will provide technical support related to the WPS events that will take place during the upcoming period. The consultant will, under the supervision of the Director and the Programme Specialist will work closely with GWU and other Governmental stakeholders.

Deberes y responsabilidades

Strengthen the capacities of national and international stakeholders specifically the security sector on the WPS agenda.

  • Develop training concept paper and agenda.
  • Develop tools for training including training guide, PowerPoints, and interactive materials.
  • Facilitate up to trainings on WPS agenda for national and international stakeholders.

Provide technical support to the WPS center of excellence.

  • Conduct an analysis to ensure that training courses proposed respond to gaps and needs, giving special attention to the UN Women’s and GWU mandates and functions, emerging topics, and the demands of target audiences.
  • Based on the analysis, develop at least 6 courses content in English to be able to be delivered online and in person.
  • Conduct a mapping exercise to identify training experts that can support in delivering the trainings.
  • Draft information package of the center to be distributed internally and externally.
  • Support resource mobilization efforts to fund the center and the courses.
  • Provide technical support to make sure that the center meets international standards.

Support the implementation of SCR1325.

  • Provide technical support to Government entities on the implementation of the UAE NAP, including developing a yearly implementation plan.
  • Facilitate sharing experience sessions with other countries that developed a NAP.
  • Raise awareness on UAE NAP to different Governmental and non-governmental stakeholders.

Support the high-level meeting on women, peace, and security.

  • Contribute to organizing the WPS meeting including by preparation of promotional materials, key messages, briefing notes and speeches.
  • Coordinate with partners to develop communications plans for the meeting. 
  • Contribute to the development of knowledge products and other materials to disseminate at the meeting.
  • Support in identifying speakers and moderators for the event. 
  • Coordinate with partners to develop communications plans for the events.

  • Prepare analytical reports, briefing notes, background papers, summaries, talking points and others as requested. 
  • Ensure effective coordination and communication among UN partners, national counterparts and stakeholders on Women, Peace and Security agenda. 
  • Identify and build partnerships and mobilize resources within the context of Women, Peace and Security. 

Deliverables:

  • An approved work plan for the consultancy including schedule of activities, a tentative plan for meetings with key WPS stakeholders.
  • Monthly reports on progress made against the agreed work plan.
  • Training reports and materials related to the capacity building activities.
  • An analysis approved by UNWomen.
  • 6 training modules approved by UNWomen.
  • Finalize the preparation of the high-level meeting.
  • An approved mapping exercises.
  • An approved implementation plan.

Financial arrangements:  

Payment will be disbursed monthly upon satisfactory satisfactorily performance and receipt of the deliverables.

Travel:

This is a home-based assignment with travel to UAE when needed. UN Women LO for the GCC will organize the logistics of the travel and paid daily substance allowance and terminal fee as per the travel policies set by UN Women. The transportation fees for attending the meetings are under the responsibility of the Consultant.

Habilidades y experiencia requeridas

Qualification Education:

  • Master’s degree or equivalent in social sciences or area relevant to the ToR.

Experience:

  • At least 10 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Women, Peace and Security, Women’s Political Empowerment and Leadership;
  • Extensive experience in supporting the development of curricula and training materials.
  • Experience in training various stakeholders on WPS
  • Proven experience facilitating high level consultative workshops for Governmental Institutions and CSOs
  • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver.

Language requirement:

  • Proficiency in written and spoken English is required.
