Antecedentes

UNDP Global Mission Statement:

The United Nations Development Programmed (UNDP) is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in 166 countries, working with national counterparts on their own solutions to global and national development challenges.

UNDP Afghanistan Mission Statement:

UNDP supports stabilization, State-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government of the Islamic Republic of Afghanistan (GIROA), the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the State, Ministries, Government agencies and commissions at the national and sub-national levels. UNDP has played a leading role in the management of the Law and Order Trust Fund for Afghanistan (LOTFA), which supports the entire justice sector including access to justice and human rights. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmed have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the UN system to maximize the impact of its development efforts on the ground.

Organizational Context:

UNDP is committed to augmenting the capacity of the GIROA to administer Rule of Law and improve human rights and justice service-delivery for all Afghan citizens. As the lead advocate of human rights in the country, Independent Human Rights Commission (AIHRC) is mandated to monitor and advocate for the strengthening of human rights in the country, and it remains critical to support the AIHCR to ensure human rights an

especially at this juncture where the intra-Afghan peace process is moving forward and the prospect for peace is a lot more realistic than ever. It is vital to ensure human rights and women rights are at the center of peace process agenda, and Afghanistan’s gains in human rights are not compromised over negotiations table.

In this context, Afghanistan Independent Human Rights Commission (AIHRC) has requested for UNDP’s support to design a new interactive website for the commission to enable the commission to engage with the public more effectively and efficiently and make it easier for the public to access the commission and report human rights issues easily. The Commission’s website is one of the primary tools of the commission for public communication and public engagement, as well as the main database for the commission’s reports, activities and latest news.

Brief Introduction of AIHRC:

The AIHRC is a national human rights institution mandated to protection, monitoring and promotion of human rights. This Institution was established based on the Bone Agreement and Presidential Decree, and pursuant to Article 58 of the Afghan Constitution, it found a legal base to monitor the observance of human rights as well as to protect and promote human rights in the country. Article 58 of the Constitution states “To monitor respect for human rights in Afghanistan as well as to foster and protect it, the state shall establish the Independent Human Rights Commission of Afghanistan. Every individual shall complain to this Commission about the violation of personal human rights. The Commission shall refer human rights violations of individuals to legal authorities and assist them in defense of their rights. Organization and method of operation of the Commission shall be regulated by law.”

The structure, duties and mandates of the AIHRC have also been defined in a special law. The AIHRC has a board of leadership composed of 9 Commissioners that are determined by the President for a period of five years. The AIHRC’s Chairperson is a member of the Commission that is appointed by the President. Deputy Chairperson of the AIHRC is elected from among the members of the AIHRC.

The Secretariat of the AIHRC is headed by the Executive Director of the Commission. All the administrative and executive activities of the Commission are regulated by the Executive Director. There are several program units in the structure of the AIHRC to carry out the activities of the Commission.

These Units are as follows:

Human Rights Education; Monitoring and Investigation of Human Rights Violations; Police Ombudsmen; Women’s Rights Unit; Children’s Rights Unit; Persons with Disability Rights Unit; Transitional Justice Unit; Monitoring, Evaluation and Reporting Unit; Research and Investigation Unit; Special Monitoring Unit (monitoring the observance of international humanitarian law during armed conflicts); and Publications and Communications Unit.

The programs and activities of the AIHRC are carried out by a Central Office in Kabul, eight regional offices and six provincial offices across the country. Each of the Regional Office covers several provinces and provincial offices also work in the same province. These offices are as follows:

Kabul Regional Office; Jalalabad Regional Office; Mazar-e-Sharif Regional Office; Herat Regional Office; Kandahar Regional Office; Bamiyan Regional Office; Kunduz Regional Office; Gardez Regional Office; Badakhshan Provincial Office; Daikundi Provincial Office; Faryab Provincial Office; Helmand Provincial Office; Uruzgan Provincial Office; and Ghor Provincial Office
Through these fifteen Offices, the AIHRC covers all the country to implement its programs and activities.

Organizational Context of the Position:

Under the direct supervision of the Head of Publications and Communications Unit of the AIHRC, and in close collaboration with AIHRC’s Communications team, the Consultant (Website Developer/Web Designer) will review and revise all content of the current website and design an interactive and easy to operate website that meets the needs and requirements of the AIHRC. 

The Consultant will have a secondary line of reporting (weekly progress report) to UNDP’s Partnerships and External Relations Unit to ensure the service is delivered in accordance to the agreed upon work plan. The weekly progress reports should be ratified by the head of Publications and Communications Unit of AIHRC.

Objectives of the assignment:

As stated above, this assignment involves development and design of a new website for AIHRC and will have the following objectives:

  • Revision of the content of the current website and design of an interactive website that makes it easy for the commission and the public to engage;
  • Improve the public engagement of the commission and advocacy tools;
  • Providing guidance and training on managing the website and its content;
  • Train Publications and Communications team of AIHRC to translate data into information and messages through visualization techniques such as infographics, and publishing on the website;
  • Ensure the website is easy to access and operate to ensure public access to the services of the AIHRC

Reports:

The reports section consists of ten menus and each menu (except 7,8,9,10) consists of three other sub-menus (special, six-month, annual). Each menu and sub-menu displays particular reports for different periods in the form of public blogs which have the capability of separating the pages. Each blog is displayed with a title-photo, the title of the article, a short description of the article, date, and the rest of the article that opens on a new tab. Each blog should include title, title-photo, date and time of publication in solar calendar, number of page views, relevant articles, space for sharing comments, and buttons for sharing the article on social media (Facebook, Twitter…).

Statements:

This part consists of three sub-menus (Press Releases, Statements, and other viewpoints) which are in the form of blogs and their contents are similar to that of “Reports” section.

Publications:

  1. The post for the AIHRC Quarterly consists of short text, photo, and a downloadable PDF file.
  2. The post for video publications includes the title, short description and the video (YouTube Link).
  3. The audio publications include the audio file, the title, and photo.
  4. The “Photo Gallery” consists of various photo albums. Each album has a its own title, cover description, date, number of views, number of photos, and each photo may have a separate caption.
  5. “Our Narrative”, and
  6. “Put the Guns Down”, both are in the form of blogs.

“Special Page for Victims of War”

This special page is in the form of a calendar that displays information about the victims (name, date, place, general statistics) in different time periods.

The content of this page is a calendar that displays the security incidents that led to civilian casualties since 2008 to present. Each year is displayed separately and consists of full details of victims of each incident (photo, other details about each victim). The security incident in each year is displayed as infographic patterns and consists of full details of each incident (date, place, perpetrator, number of victims). The full details of victims are also included on this page.

This section has two sub-menus and the content for each one is in the form of text and blog.

Features of the homepage:

The homepage displays the following: header, a relatively large slider and attractive for the viewers, recent updates, most viewed, daily photos, clickable map of regional and provincial offices of AIHRC, press releases, reports, articles, videos, sidebar, photo gallery, AIHRC’s social media widget/tools, and the footer with its required menus and information as well as contact details of the AIHRC.

Other characteristics of the website:

  • The website is in three languages (Dari, Pashtu, English); however, the database for all of them is one;
  • The data from the old website must be immigrated to the new website;
  • Search option (for website contents);
  • Responsiveness for PC, tablet, and phones;
  • Cross browsing and compatibility with various browsers (Google Chrome, Firefox, Opera, Microsoft Edge, Safari…);
  • Exclusive admin panel with a dashboard on statistics of the content (as a graph or chart), full capability of content management;
  • The website database should have the possibility of being backed-up;
  • Multiple admins with different authorities;
  • High security for user information;
  • Capability to make online questionnaires on the website; and
  • The general setting of different pages on website and the content of the dashboard.

All content and products will be provided by AIHRC

Expected Deliverables:

Deliverable 1: 15 working days, 30%

  • Inception Report outlining a workplan, meeting with the Senior Management and the Communications team of the commission and taking full note of the needs and requirements of the commission for the new website. Familiarize her/him self with the work of commission, review and familiarize with content and products for the website, review old website, and organize and categorize the content and products.

Deliverable 2: 15 working days, 30%

  • Develop the outline for the new website, categorize the content under headings/tabs, develop the needed infographics, and place the content and modules on the website. Run tests and ensure full review and clearance of the webpage by the Communications team of the Commission. 

Deliverable 3: 15 working days, 30%

  • Launch the website, ensure all modules and applications work properly, train Communications Team on the management and administration of the website, handover admin rights and maintenance credential, and fix any issues might arise after going live. 

Deliverable 4:  5 working days, 10%

  • End of assignment report summarizing activities implemented and results achieved during the assignment, and submission of the final payments.

Payment Modality, Schedule and Percentage:

Payments under the contract will be linked to deliverables and made on receipt of the specific milestones indicated above, and including a timesheet according to UNDP procurement formats for individual contractors.

The payments will be paid upon the full completion and acceptance of contractual obligations whereupon the head of AIHRC Publications and Communications Unit, and head of UNDP’s Partnerships and External Relations Unit dually sign the certification of acceptance.

Institutional Arrangements:

The National Consultant will work in the AIHRC office and report to the head of Publications and Communications Unit. The consultant will also have a secondary line of reporting to the head of Partnerships and External Relations of UNDP submitting weekly progress reports cleared and signed by the AIHRC Communications team.

The Commission will provide office space and internet facility and other support services required to provide the service. The consultant however is expected to bring his/her own laptop including any programmes or applications needed to develop and design the website, bring mobile phone and meet local communications costs. 

Duration of the Work:

Performance of the works under this contract shall be completed within 2 and half months (with maximum of 50 working days) after signing the contract, including all preparation works and on-site visits.

Habilidades y experiencia requeridas

Academic Qualifications:

  • Bachelor's degree in Information Technology, Web Development or any other relevant field.

Required expertise and experience:   

  • Minimum 5 years of corporate experience in information technology.
  • Proven records of developing minimum 3 websites with similar scope
  • Demonstrable expertise in managing and maintaining websites
  • Proven expertise in developing infographics, animations  
  • Familiar with digital media and audio/visual products
  • Previous experience working with the Afghan government, UN and/or international organizations is an asset.

Language:

  • Excellent written and oral English, Dari and Pashto.

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.  The consultant shall then submit a price proposal when requested by UNDP, in accordance with the below:

  • Daily Fee – The contractor shall propose a daily fee, which should be inclusive of his professional fee, local communication cost and insurance (inclusive of medical health insurance and evacuation). The number of working days for which the daily fee shall be payable under the contract should not exceed 50 working days.
  •  The total professional fee shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables and at the end of the assignment.

UNDP reserves the right to withhold all or a portion of payment if performance is unsatisfactory if work/outputs is incomplete, not delivered or for failure to meet deadlines.

Evaluation Method and Criteria:

Individual consultant will be evaluated based on the following methodology:
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%
* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Evaluation (70%)

Qualification, Experience and Technical Proposal (70 points):

  • General Qualification (20 points);
  • Experience relevant to the assignment (30 points);
  • Technical Proposal:  Brief methodology and work plan on how the consultant will approach and complete the work (please see the mandatory question on jobs site for inputting response) (20 points).

Financial Evaluation (30%):

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z); where
  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

  1. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

  •        Brief description of why the individual considers him/herself as the most suitable for the assignment;
  •        A methodology, on how they will approach and complete the assignment and work plan as indicated above.
