Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Mozambique focuses its interventions on women’s economic empowerment, combating violence against women and girls, women’s participation in decision making, global norms and UN Coordination to contribute to propel the achievement of gender transformational outcomes both in the development and humanitarian contexts. The economic empowerment of women and girls is a key programmatic area of intervention but also a strategy to enable a holist and sustainable response to violence against women and girls. In the humanitarian context, UN Women promotes a triple pronged approach of economic empowerment, response to violence against women and girls and participation in decision making to enable a rights-based response and resilience recovery.

Since early 2000, Mozambique has been through humanitarian situations caused by recurrent extreme climate events such as cyclones. This situation has been for a strong nexus between development and humanitarian programming with a strong gender perspective given the negative impact on women and girls rights. The escalation of violence extremism in Cabo-Delgado since early 2021, which resulted in an estimate 800,000 Internal Displaced Persons (DTM, June 2021), further called for more comprehensive responses to the needs of women and girls to address their vulnerabilities and exclusion.

In order to respond to the capacity needs resulting from UN Women’s engagement in the humanitarian response, the CO is looking for  a  Women’s Economic Empowerment and Humanitarian Advisor (WEE and HA).Working under the overall guidance of the UN Women Representative in Mozambique and in close collaboration with the UN Women Programme Team, He/She will assist the UN Women Country Office in the strategic engagement with the HCT technical experts, Clusters, National Partners and advises in the implementation of the UN Women Humanitarian Strategy and Action Plan for Mozambique, in line with the Global UN Women Humanitarian Strategy, and the Humanitarian Gender Road Map and other Country Humanitarian Frameworks from the Government and Partners covering response, recovery, preparedness and link to DRR  with a focus on Women’s Economic Empowerment. He/she will promote the strategic positioning of the UN Women within the humanitarian coordination as well as contribute to the development and implementation of initiatives to address the multifaceted needs of Mozambique’ s affected women and girls.

Reporting to the Country Representative, the Women’s Economic Empowerment and Humanitarian Advisor will oversee the development and lead the implementation of programmes, provide capacity building to partners, establish and strengthen partnerships and resource mobilization, develop relevant knowledge products on the Women’s Economic Empowerment and Humanitarian.

Deberes y responsabilidades

Provide policy advise on economic development and humanitarian trends:

  • Inform and update regularly on economic development and humanitarian situation in the country to base evidence for advocacy on women and girls economic and protection rights;
  • Liaise with Humanitarian Government Institutions, especially ADIN and INGD to leverage UN Women Comparative Advantage, identify joint planning and programming opportunities;
  • Prepare briefing notes to inform different stakeholders on WEE and Humanitarian Action.

Manage the development of programmes on Women’s Economic Empowerment and Humanitarian Action (WEE and HA):

  • Develop programme documents on WEE and HA;
  • Provide technical inputs to programme proposals from other thematic areas on WEE and HA;
  • Provides for contextualization/ localization of WEE and HA in programme documents, country strategies and annual workplans;
  • Coordinate monitoring and reporting on WEE and HA action in collaboration with team members.

Provide capacity building support to Country Office teams and partners on WEE and HA:

  • Provide technical and policy support to country office, teams in developing and strengthening projects/ programmes;
  • Implement and monitor capacity building initiatives;
  • Provide technical support to partners on implementation of WEE and HA GiHA.

Establish and strengthen strategic partnerships with stakeholders and development partners:

  • Build and maintain alliances and strategic partnerships for the advancement of WEE and HA;
  • Build and maintain close liaisons with relevant donors and other actors supporting efforts towards WEE and HA, as delegated;
  • Contribute inputs to updates and briefs country development situation to be used by stakeholders, RO and HQ;
  • Maintain close contact with relevant staff in RO and HQ.

Manage the resource mobilization strategy for Women’s Economic Empowerment and Gender in humanitarian action in the region:

  • Develop concept notes on WEE&HA; 
  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on WEE&GIHA in the CO;
  • Provide technical support in mobilizing resources for the implementation of the WEE and HA;
  • Research and analyze information on donors for resource mobilization;
  • Manages donor agreements, develops quality and ensures timeliness of donor reports on WEE and HA.

Manage the design of Women’s Economic Empowerment and Gender in Humanitarian action in the Country Office and the development of relevant knowledge products:

  • Provide inputs to policy recommendations and guidance to strategic planning and positioning on WEE and HA;
  • Research and develop analytical reports, research papers, policy briefs, briefing notes, background papers, summaries, correspondence, and knowledge products on WEE and HA; 
  • Identify promising practices, technical expertise in humanitarian action.

Manage the advocacy on women’s economic empowerment and humanitarian action through inter-agency coordination:

  • Work closely with and provide contributes to the work of interagency groups that influence national policies related to WEE and HA;
  • Participate and provide inputs to the development and implementation of the gender and strategy and action plans;
  • Coordinate specific efforts on WEE and in mainstreaming gender and protection issues in disaster preparedness, response and recovery efforts of all clusters and relevant working groups and UN programming;
  • Advocate for the engagement and participation of local organizations and civil society networks particularly feminist women’s organizations in humanitarian coordination mechanisms.

Manage advocacy and communication efforts on gender in humanitarian action:

  • During emergency response, develop and implement communication and advocacy messages and contribute inputs to strategies on key gender and protection concerns;
  • Develop information, education, and communication (IEC) materials, press releases, situation reports, alerts and contribute gender and protection-related inputs to documents prepared by the Office for the Coordination of Humanitarian Affairs (OCHA).

Manage knowledge building and sharing on women’s economic empowerment and gender in humanitarian action:

  • Identify, consolidate and disseminate lessons learnt and good practices on WEE&GIH in collaboration with other thematic areas team members;
  • Ensure technical skills and knowledge are shared within the COs including through participation in WEE and Humanitarian Community of Practices (CoPs) respectively.

Habilidades y experiencia requeridas

Education and Certification:

  • Master’s degree or equivalent in human rights, gender, international relations, international development, international law or other social science fields is required;
  • A first-level university degree in combination with five years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®) would be an added advantage.

Experience:

  • At least 7 years of progressively responsible experience in designing and managing women’s economic empowerment and humanitarian programmes;
  • Strong understanding of national gender equality legal, policy and institutional frameworks especially on economic empowerment;
  • Proven experience of mainstreaming gender in UN programming;
  • Proven experience of working in humanitarian inter-agency coordination;
  • Experience in policy analysis and strategic planning;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the fields of WEE and HA;
  • Proven experience on Results Based Management;
  • Experience working with the UN is an asset;
  • Experience working in the field is an asset.

Language Requirements:

  • Fluency in English and Portuguese is required;
  • Knowledge of the other UN official working language is an asset.
