Bosnia and Herzegovina, as a member of international organizations, has committed itself to uphold the obligations, principles and standards arising from membership in these organizations, be it the United Nations (UN), the Organization for Security and Co-operation in Europe (OSCE), regional initiatives or commitments on the path to accession to the European Union. 

Bosnia and Herzegovina's strategic goal is to join the EU through accession negotiations to full membership. Within ongoing reviews, the European Union has recommended for Bosnia and Herzegovina to develop new strategic documents in the fields of terrorism and organized crime whereby the cyber component within these fields would be specifically addressed.   

At the moment, there are two working groups established by the competent authorities of Bosnia and Herzegovina with the task to prepare draft strategies on prevention and fight against terrorism and fight against organized crime.  Considering the importance of the cyber components in these strategies, it is necessary to conduct analysis of the cyber components within organized crime and terrorism as well as to develop these components within the strategies to be in line with EU regulations pertinent to these fields. 

In July 2021, UNDP BiH has launched a project tailored to provide the required technical support to the relevant institutional representatives so that the cyber security legal and regulatory framework can be drafted.  These efforts are in support of the country’s international obligations and recommendations with regards to harmonization, development and implementation of appropriate legal, institutional and regulatory frameworks. This project is aligned with Output 2.3. of the Country Program Document for Bosnia and Herzegovina1 and contributes to the achievement of SDG 16: Peace, Justice and Strong Institutions.

In line with the above, the purpose of this consultancy is to provide technical support to the BiH Ministry of Security (MoS) as well as established working groups, in analysing and developing cyber component in the national strategies on countering organized crime and terrorism.  

Deberes y responsabilidades

Under this assignment, the National Consultant is supporting the effective implementation of technical assistance pillar under this Project, with the following tasks: 

Task 1. Provide expert, technical and administrative support to the MoS BiH established working group in analyzing and developing cyber component in the new national strategy on prevention and countering terrorism 

Under this activity the National Consultant is expected to:  

  1. Familiarize himself/herself with the key documents and competencies of institutions in this field in B&H as well as the EU regulations in this field. 
  2. Attend an introductory meeting with the International Consultant and designated staff of responsible institutions to introduce the drafting process and desired outcomes 
  3. Provide support to the International Consultant in conceptualizing the 1 two-day workshop with the thematic Working Group to draft national strategy on counter terrorism.   
  4. Provide support to the International Consultant in developing the cyber component in the new national strategy on prevention and countering terrorism in line with the EU legislation and EU best practices in this field. 

The timeframe for this activity will not exceed 7 expert days

Task 2. Provide expert, technical and administrative support to the MoS BiH and established working group in analyzing and developing cyber component in the new national strategy on countering organized crime

  3. Provide support to the International Consultant in conceptualizing the 1 two-day workshop with the thematic Working Group to draft national strategy on organized crime.   
  4. Provide support to the International Consultant in developing the cyber component in the new national strategy on countering organized crime in line with the EU legislation and EU best practices in this field.

Task 3. Prepare final report on tasks delivered  

Under this activity the National Consultant shall undertake the following main tasks:  

  1. Prepare a short feedback questionnaire and synthesize answers from members of the thematic Working Group to assess their learning experience during the drafting process 
  2. Provide input to the International Consultant’s report on activities undertaken concerning drafting of concerning drafting of cyber security components in both strategies

Habilidades y experiencia requeridas

Academic Qualifications/Education:

  • University degree in the area of law, criminology, economy, political science, information technology or another relevant field 

Experience:

  • At least 5 years of professional experience in law enforcement, academy, or consulting dealing with issues of cyber component in the area of terrorism or organized crime.   
  • Extensive professional experience dealing with cyber component in the area of terrorism or organized crime.    
  • General knowledge of the European Union regulatory framework and comparative European national legislation and practices in the area of organzied crime and counter terrorism (OC/CT).   
  • Very good understanding of and familiarity with OC/CT regulations in the Western Balkans will be considered a strong asset 
  • Proven ability to undertake professional research using both quantitative and qualitative methods; 
  • Proven analytical skills and ability to conceptualise and write concisely and clearly; 
  • Previous work for UN agencies in the country is considered as unique asset. 

Languages Requirements:

  • Fluency in English and local languages (BCS), with excellent drafting and presentation skills. 

Other Requirements:

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
