UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Crises tend to affect women and girls differently and disproportionally. Pre-existing gender-based discrimination and inequalities exacerbate the impact of crises on women and girls as inequality tends to worsen in humanitarian contexts, leaving women that are already facing enormous challenges with fewer options for recovery. Intersecting aspects of identities including disability, SOGIESC, women headed households, young women, adolescent girls, older women, or women belonging to indigenous, minority or marginalized groups, can additionally further determine how people are affected and how they recover. Still, current assessments show persistent gender bias in which women’s needs are neglected and systematically underfunded.
UN Women’s humanitarian unit, as part of the Peace, Security and Humanitarian Section, works to ensure that women play a greater role in and are better served by humanitarian response and recovery. UN Women is integrating gender in humanitarian planning cycles and responses and supporting humanitarian actors to better address and respond to the intersectional needs of women and girls. The organization also focuses on supporting women and girls in all their diversity to meet their needs in times of crisis, recover from crisis, build resilience and strengthen countries’ abilities to rebuild better and equal. To this end, UN-Women prioritizes support to amplify women’s voices, leadership and agency through technical and financial support to women’s organizations, including those women’s organizations on intersecting identities (disability, SOGIESC, community led). UN-Women currently contributes to humanitarian and refugee coordination mechanisms in 47 country and regional contexts and supports over 1,200 local women’s organizations to guide and implement humanitarian activities, improving gender-equitable outcomes and accountability to affected populations. As UN Women is scaling up its programmes in humanitarian settings, the organization now seeks to develop two internal guidance to capture lessons learned and promote standardization of its work with women’s organizations and on working on intersectionality (disability, SOGIESC, minorities etc) in humanitarian contexts.
Deberes y responsabilidades
Objective and Scope:
The objective of this assignment is to document UN Women’s humanitarian programme models and develop two internal guidance documents that capture lessons learnt and facilitates replication and scale-up. The first guidance document seeks to analyze UN Women’s current partnerships with local women’s organizations in humanitarian settings and provide practical guidance on how UN Women and other humanitarian actors can best support their engagement and leadership of humanitarian responses to best support their agendas. The second internal guidance document will analyze UN Women’s work on intersecting aspects of identities (including disability, SOGIESC, women headed households, young women, adolescent girls, older women, or women belonging to indigenous, minority or marginalized groups) to capture lessons learnt and promote standardization of UN Women’s humanitarian programming models through practical guidance.
Duties and Responsibilities:
The consultant will work under the overall supervision of the Chief and the Research Specialist of the Humanitarian Normative and Coordination Action.
The following are the key deliverables of the consultancy that should lead to the production of two final internal guidance documents:
To complete the deliverables, the Senior Researcher will be required to review existing materials as well as undertake remote interviews with UN Women’s staff members and partners. The two guidance notes should provide practical guidance to standardize UN Women’s approach in humanitarian settings based on lessons learned and successful practices.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
