Antecedentes

The UN’s Office of Information and Communications Technology (OICT) is responsible for defining the strategic direction for Information and Communications Technology (ICT) to the UN Secretariat. It provides oversight of ICT programmes, budgets, and decision-making to ensure alignment with the Secretariat’s overall ICT strategy.

The Strategic Solutions unit at India is supporting various ICT development initiatives. In this unit we are currently looking for Individual Consultants to support us comprehend, conceptualize, and produce effective eLearning platform.

Within delegated authority, and in close cooperation with the Software Production Coordinator, the LMS Development Consultant will be responsible for the Duties and Responsibilities mentioned in the section below.

Deberes y responsabilidades

  • Perform design, configure, customize, and implement responsive and effective LMS systems. Having Moodle as base.
  • Implement multi-tenancy scalable LMS architecture
  • Installation and configuration Moodle / Totara systems
  • Working with Moodle installations based on MySQL and Postgre SQL as well
  • Implementing custom bespoke dashboards
  • Preparing custom plugins like local plugins, blocks, reports etc.
  • Implementing custom enrollment methods
  • Communicate effectively with the development team.
  • Maintain project documentation and course folders during the project lifecycle.;
  • Ensures assets/data security and integrity.
  • Perform other duties as assigned.

Habilidades y experiencia requeridas

  • Education: University degree (Bachelor’s degree or equivalent) in computer science or related field.
  • Experience: A minimum of five years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area. Moodle and core PHP experience is a must.
  • Languages: English and Hindi

Evaluation Crieteria:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight - 70%.
  • Financial Criteria weight - 30%.

Criteria for Technical Evaluation:

  • Qualification – 10 marks.
  • Relevant Work Experience – 60 marks.

Criteria for Financial Evaluation:

  • Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Technically qualified consultants will be requested to submit their lumpsum financial proposal in INR i.e.consultants who score more than or equivalent 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria.Consultant should not specify their financial proposal on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
