Antecedentes

UN Women, the United Nations structure for gender equality and the empowerment of women, is an active advocate and perpetrator of interests of women and girls at the global level. UN Women assists UN Member States in setting international norms and standards for achieving gender equality, and works with governments and civil society to develop laws, policies, programmes and services needed to implement these standards.

UN Women actively promotes the equal participation of women in all spheres of life, with a focus on five priority areas of action: strengthening women's leadership and participation in society; elimination of violence against women; involving women in the full range of peace and security issues; empowering women in the economy; ensuring the central role of gender equality in the planning and budgeting of national development. UN Women also coordinates the promotion of gender equality throughout the UN system.

UN Women supports the global 16 Days of Activism against Gender-Based Violence Global Campaign, an annual international campaign. It starts on November 25, the International Day for the Elimination of Violence against Women, and ends on December 10, the Human Rights Day.

This year the topic of the 16 Days of Activism against Gender-Based Violence Global Campaign is Orange the World: END VIOLENCE AGAINST WOMEN NOW!

Considering the recently finished Generation Equality Forum and the various areas of action of the Coalition of Action against Gender-Based Violence, the multiple impact areas of the COVID-19 crisis on violence against women and girls (VAWG) around the world, the complexities of the current crisis in Afghanistan, Haiti and other parts of the world, with an apparent increase in VAWG in various forms in various places (including online violence), this year's 16 Days of Activism will focus on VAWG in all its complexity, rather than one specific form.

In this regard, within the framework of this project, a number of communication events are expected with the participation of popular people (influencers), bloggers, the media, human rights defenders. A national consultant is expected to implement communications, provide information coverage and promotion of UN Women under these Terms of Reference, which in turn contributes to the goals of the 16-day global campaign to raise public awareness of VAWG and attract the general public attention to this topic.

GOAL: The project goal is to provide expert and technical support to UN Women in the implementation of a number of communication activities and to provide information coverage and promotion of its activities to raise awareness of citizens about the problems of VAWG.

Under the leadership of the UN Women Technical Coherence Specialist, the Consultant is expected to organize, conduct and publicize communications for the global 16 Days of Activism Against Gender-Based Violence Global Campaign. All documents and communications with the media and the general public must be pre-approved with the UN Women. The Consultant is not an official representative of UN Women and cannot provide information or express opinion on behalf of the organisation.

Deberes y responsabilidades

The tasks of the National Consultant include the following:

  1. Organisation of a press conference: preparation of a press announcement, media registration, preparation of the venue, including administrative and logistic support, preparation of a press release, monitoring of media coverage, preparation of posts for social networks. All documents and communications with the media and the general public must be pre-approved with the UN Women;
  2. Organisation of a meeting with public organisations at the UN building in Almaty, that is, representatives of NGOs, crisis centers and human rights defenders must partially attend the meeting, partially be connected online. It is necessary to ensure the representation of all regions. The list of invited guests must be previously agreed with the UN Women, with a focus on those organisations that provide services to survivors of violence, migrants and victims of trafficking. The Consultant, under the guidance of the UN Women Technical Coherence Specialist, is expected to develop a programme and list of participants, as well as to provide administrative and logistical support in organising events, as well as information support: preparation of press releases, posts for social networks. Production of content for the media during and after this meeting, monitoring of media coverage.
  3. Organisation of a meeting with local bloggers and influencers. Media coverage. Production of content for the media during and after this meeting. Drawing up a list of invitees, sending out invitations, registration, coordination and communication with bloggers and influencers. Production of content for the media during and after this meeting, monitoring of media coverage.
  4. Provision of full-fledged content for the communication channels of the UN Women in Kazakhstan in the state and Russian languages by issuing/publishing at least one material (note, quota card, story, news, stream, etc.) on the activities under this component, and also page promotion, weekly filling with relevant content for a wider coverage. Production of content for the media during and after this meeting, monitoring of media coverage;
  5. Scripting 5 short videos with featuring invited influencers or celebrities on the topic of ending violence against women and girls and empowering women. Coordination of the work of the UN Women videographer and submission of the completed videos for approval by the UN Women and making the necessary changes;
  6. Preparation and submission of the final report in Russian with attachments confirming the execution of the task and the achievement of results.

The National Consultant is expected to work from home and conduct online consultations with the UN Women, with a mandatory visit to the UN building in Almaty for the actual implementation of the events. All results must be submitted and approved by the UN Women.

Habilidades y experiencia requeridas

The consultant selection process will be based on the following criteria:

Education:

  • Higher education/Bachelor's degree in any field.

Experience:

  • At least 3 years of professional practice in the development of communication and PR strategies and media planning;
  • At least 3 years of professional practice in conducting PR campaigns and events for the media (preparing press releases, official statements, organizing briefings and press conferences)
  • Experience in preparing and adapting the content of information materials in the social sphere;
  • Experience and excellent skills in working with communication channels such as: Facebook, Instagram
  • Experience with UN agencies or other international organisations, as well as with government agencies in the development of information materials in the social sphere is desirable (please attach a copy of supporting materials or provide a link to a website with the document);

Languages:

  • Excellent writing and speaking skills in Kazakh and Russian.

Candidates must meet the above minimum qualifications that will be included in the future technical assessment process. The next step in the assessment will support the cumulative analysis methodology of the candidate's technical proposal (70%) and financial proposal (30%).

Only candidates with a minimum of 490 points will be eligible for the financial assessment.

Candidate Selection:

The contract will be awarded to the candidate with the highest cumulative score.

Payment will be made upon achievement of expected results and submission of an agreed package of documents and reports approved by the UN Women.

Package of documents for consideration

  • A letter explaining interest in the position;
  • CV and completed P11 form (form posted at http://eca.unwomen.org/ru/about-us/employment ). Candidates without completed P11 forms will be classified as incomplete submitters and will not be admitted to further assessment;
  • Financial proposal*, including the total requested amount required to complete all tasks under the ToR.

* Each candidate must submit a consolidated financial proposal in Kazakhstani tenge, including all costs of the candidate required to complete the assigned tasks, including communication costs, costs associated with travel to complete the task, etc.

Kindly note, that the system will only allow one attachment, hence all supporting document e.g. P11, CV and financial proposal must be scanned as one attachment. Applications without the completed UNDP P-11 form will be treated as incomplete and will not be considered for further assessment.
