Supporting the National Food Systems Dialogue in Iraq

 

B.   Project Description 

 

As part of the Decade of Action to deliver on the Sustainable Development Goals, the United Nations Secretary-General is convening a Food Systems Summit to establish the future direction and accelerate action for sustainable food systems.

 

In preparation for the summit, each Member State is invited by the United Nations Deputy Secretary- General to initiate Member State Food Systems Summit Dialogues through June 2021. These national dialogues will result in the shaping of national pathways to sustainable food systems and in expressions of intent from a broad range of stakeholders to support these pathways. Member States’ Food Systems Summit Dialogues are developed under the auspices of a Member State

Dialogue Convenor, a government representative responsible for organizing the national dialogues.

 

Besides the Member State Dialogues, two more types of Food Systems Summit Dialogues can be convened: (1) independent dialogues, convened by individuals or organizations independently of national authorities but with the opportunity to formally connect to the summit process through an official feedback mechanism; and (2) global summit dialogues, set to take place alongside key global conventions on climate, biodiversity, environment, nutrition, oceans, economies and related issues within the 2030 Agenda for Sustainable Development that have connections to food systems.

 

FAO, WFP and ITC under the guidance of RC office in Iraq are supporting the National Food Systems Dialogue, part of that support include providing technical and logistical support for holding workshops as part of the dialogue. The scope of this ToR falls within this domain.

C.   Scope of Work

 

Through guidance of WFP and National Convenor and in coordination with FAO and ITC, the consultant will support Government of Iraq in organizing 3 workshops inline of the National Food Systems Dialogue. The consultant will be expected to:

  • Identifying key stakeholders to be invited to the workshops;
  • Develop the workshop package including concept note, agenda, handouts and presentation;  
  • Coordinate the process of sending invitations, ensuring proper attendance, representation, and fulfillment of workshop purposes;
  • Facilitate the workshops main and sub-events (round table discussions, panel discussion, etc.);
  • Take notes, document discussions and overall workshop findings
  • Draft the workshop report outline key issues identified and the recommendations including actions to be taken.
  • Develop communication material for the events, starting with press release and interest stories to be used on webpages, etc.

    The consultant will be expected to deliver the following (in English and Arabic):

  • A pre-workshop package for each workshop including:
    • List of invitees/attendees
    • Workshop agenda, presentation, handouts
  • A detailed narrative report after each workshop that captures workshop’s discussions, flow and recommendations.

    E.      Institutional Arrangement

     

    The consultant will be contracted through UNDP, however, operational reporting lines will be to WFP Head of Resilience.

     

    F.      Duration of the Work

     

    The expected level of effort shall not exceed 21 working days on When Actually Employed. The overall duration of this assignment shall not exceed 3 months.

     

    Duty Station

     

    The duty station for this assignment is Baghdad, with possible travel to other areas of Iraq

Habilidades y experiencia requeridas

Qualifications of the Successful Contractor

 

  • PHD in Agriculture, Supply chain, Food Production, Climate Change, Public Policy, Public Administration, Social Science or a related field.
  • At least 10 years of relevant work experience in any of the mentioned disciplines with strong experience and demonstrated knowledge of Food Systems and FSS context in Iraq.
  • Experience in facilitating similar event, leading discussions, and act as event coordinator.
  • Experienced in working with government and national stakeholders around policy, national studies and reports.
  • Sound drafting abilities in Arabic and English.

J.       Recommended Presentation of Proposal

 

Interested and qualified consultants/parties are invited to apply. The applicants must submit the following documents/information to demonstrate their qualifications (does UNDP have a specific template?) :

  1. A technical proposal detailing applicants’ understanding of ToRs, indicating a work plan, timeline, and CV.
  2. A financial proposal highlighting the number of days (in relation to the workplan) and daily rate (this must be submitted separately).
  3. Contacts (email and phone) of 3 former clients who will act as referees.
