Antecedentes

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. Our work includes assessing global, regional and national environmental conditions and trends; developing international and national environmental instruments; and strengthening institutions for the wise management of the environment.

 

The Economics of Ecosystems and Biodiversity (TEEB) for Agriculture and Food project aims to protect biodiversity and contribute to a more sustainable agriculture and food sector in selected EU partner countries, with a view to moving towards a level playing field by avoiding unfair competition through low environmental standards. It is based on an internationally agreed methodological framework, introduced in the G8+5 context by the EU, addressing the economics of ecosystems and biodiversity. The project will bring together governments, business and other key actors (stakeholders) from civil society to implement activities with a view to influencing decisions and behaviors in partner countries.

 

The Project Manager will work in close collaboration with the Ecosystem Services Economics Unit (ESEU) Programme Officer for TEEBAgriFood and the UNEP Brazil office team. The Project Manager will also liaise with the ESEU administrative support team. 

 

This position will report directly to the Senior Programme Officer of the UN Environment Brazil office and the work will be guided by the TEEB Coordinator and acting Head, Ecosystem Services Economics Unit (ESEU) in the Ecosystems Division. This position will be based in Brasilia, Brazil.

 

 

Deberes y responsabilidades

The objective of this Project Manager post is to coordinate the implementation of the TEEBAgriFood EU Partnership Instrument-funded projects in Brazil, namely: (i) the federal level TEEBAgriFood; (ii) and the Urban and Periurban Agriculture project. The Project Manager will also contribute towards the alignment and coherence between the TEEBAgriFood work and other activities related to agriculture, environment, sustainable food systems, trade, value chains and land-use issues that are ongoing in the UNEP Brazil office. 

 

This will include disseminating the work from TEEBAgriFood and integrating lessons learned from the other projects.

 

The duties and responsibilities include: 

 

For both workstreams:

  • Provide the necessary direct support for and oversight of operational and administrative tasks pertaining to both workstreams
  • Provide technical advice on food systems, agricultural production and trade, biodiversity and ecosystem, valuing and accounting for natural capital, and land use issues to inter alia the Brazil office team
  • Develop a mapping of main stakeholders/ partners relevant to the TEEBAgriFood projects in the area of biodiversity, food systems, trade and land use issues
  • Review and coordinate the submission of implementing partners’ financial and narrative reports

 

For the federal-level TEEBAgriFood workstream:

  • In collaboration with the ESEU TEEBAgriFood Programme Officer and focal point for Brazil, coordinate the federal level TEEBAgriFood initiative, liaising with the national implementing institution, the government and other stakeholders involved in the project
  • Participate in the preparation of the consultation workshops for the Federal level TEEBAgriFood: Develop and refine agenda, list of participants, background documentation; organize venue (or possibly virtual platform) and meeting logistics
  • Draft and coordinate the call/request for proposals, including the organization of a technical review and capacity assessment of partners
  • Coordinate the development of the new agreement with the national implementing partner for the federal level work
  • Liaise with the Capitals Coalition and the businesses that participated in the training sessions on TEEBAgriFood Brazil to ensure that the public and private sector work in the project are aligned. 

 

For the Urban and Periurban TEEBAgriFood workstream:

  • In collaboration with the ESEU TEEBAgriFood Programme Officer and the Urban and Periurban Agriculture (UPA) expert, provide support to the Sao Paulo TEEBAgriFood work on UPA, ensuring the results of the projects are communicated to the national and international audiences. 

 

OBJECTIVES, EXPECTED OUTPUTS AND ACCOMPLISHMENT INDICATORS

 

In collaboration with the ESE unit programme officer, the communication specialists and the admin support team, the project manager will:

  • Review and provide inputs and coordinate the stakeholders’ inputs to the notes and results from the TEEBAgriFood Federal-level inception workshop in order to facilitate the definition of the scope and the drafting of the options report (by December 30 2021).
  • Elaborate a stakeholder map relevant to the Federal Level TEEBAgriFood work (by February 15 2022).
  • Coordinate the TEEBAgriFood Federal Steering Committee meeting, including the preparation of background documents, agenda and invitations (by 31 March 2022).
  • Review and provide inputs to the TEEBAgriFood Urban and periurban agriculture scope report and work plan (by 31 May 2022).
  • Review the UNEP Brazil portfolio and projects related to ecosystem restoration, value chains and food systems and provide inputs based on the TEEBAgriFood federal and UPA work (by July 31 2022).
  • Review, provide inputs and coordinate the stakeholders’ inputs to the notes and results from the TEEBAgriFood UPA consultation workshop to help define the scope and the policy scenarios (by 30 September 2022) 
  • Coordinate and provide inputs to the development of communication materials for the federal TEEBAgriFood; design of scoping report, options report and policy questions and scenarios report and presentation for the Steering Committee Meeting (by 30 November 2022).

All services to be performed under this Term of Reference will have a direct impact on the development and implementation of the TEEBAgriFood in Brazil projects. 

 

 

Habilidades y experiencia requeridas

Mandatory Academic Background:

  • Post-Graduate degree in Economics, Environmental Science, Agricultural Science, Environmental Management, or Public Policy or related field (Lato Sensu or Stricto Sensu). Further research work done on the area of expertise is desirable. 

 

Mandatory Work Experience:

  • A minimum of 8 (eight) years of experience in the field of environment and/or development, preferably with a focus on environmental management and agriculture, including project management, is required. 

 

Desirable Work Experience:

  • Experience in environmental and social impacts of agriculture and commodity production;
  • Experience in managing projects in the environment agenda;
  • Experience in the usage of computers and office software package, in handling web-based management systems and knowledge of spreadsheet and database packages;
  • Previous experience within UN System.
  • Previous experience working with ecosystem services, value chains and sustainable food systems 

 

Mandatory Skills:

  • Excellent writing and communication skills in both Portuguese and English
  • Basic research and analysis skills
  • Very good organizational skills
  • Excellent translation skills
  • Good content production skills

 

Language Requirements:

  • Excellent written and verbal communication skills in English and Portuguese.
