Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Nepal, UN Women focuses on strengthening women’s voice, agency, and leadership across sectors to advance women’s rights, provide space for women’s meaningful participation, and contribute to tangible differences in their lives. The UN Women Nepal’s Strategic Note (SN) for the period 2018-2022 lays out the agency’s unique role and comparative advantage in supporting national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The SN is aligned with and contributes to Nepal’s national priorities and commitments as described in the Nepal Constitution 2015 and the Fifteenth Periodic Plan, the needs of women’s organizations, and the UNDAF 2018-2022 with a commitment of leaving no one behind. UN Women will advance its efforts in Nepal in accordance with its unique role and triple mandate (normative, operational and coordination) and lessons learned to “achieve gender equality and social inclusion and empower women and girls in Nepal to realize their human rights” (Nepal Country Office SN Goal Statement).

UN Women’s Strategic Note (SN) 2018-22, acknowledges that the human development outcomes in Nepal continue to be slowed by gender, social and geographical exclusion, and inequality. The SN highlights the structural causes of gender inequality and intersectional social exclusion as bound up in its social norms. UN Women pursues transformative change in social norms across its programming areas namely gender-responsive and inclusive governance (GRIG) and women’s economic empowerment (WEE). UN Women’s programme on GRIG seeks to strengthen women’s substantive leadership and participation in governance systems, whilst the programme on WEE seeks to promote women’s economic security and rights with a focus on increasing women’s access to decent work and sustainable livelihoods. Further, the UN Women Strategic Note underscores the need for programming across the post-conflict, humanitarian, and development continuum.

Reporting to the Head of Office/Deputy Representative, the Monitoring and Evaluation consultant will provide support to the NCO staff in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences and managing gender-responsive evaluations. She/he will work closely with the Asia Pacific (AP) Monitoring and Reporting Specialist and AP Evaluation Specialist.

Deberes y responsabilidades

 

  1. Provide technical inputs to programme formulation, monitoring and tracking of results against the country level targets reporting is incorporated
  • Provide technical inputs to the Integrated results and resource framework for the UN Women strategic note; and support monitoring of results and planning processes, as required  
  • Include relevant inputs from evaluation findings, conclusions and recommendations into programme formulation;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans;
  • Carryout technical review of baseline/ end line surveys, formative research;
  • Coordinate with Programme Team to ensure data collection and analysis from field visits/ remote monitoring are coordinated and standardized across programmes; including development/review of monitoring calendars , and field monitoring plans
  • Monitor data from partners/countries on a quarterly basis, update progress status of each UN Women indicator on a semi-annual basis and reports the status to unit managers, deputy representative and Head of Office;
  • Monitor the implementation of the NCO’s Monitoring, Evaluation, and Research Plan.

 

  1. Provide technical support to the NCO in the implementation the UN Women Evaluation Policy
  • Coordinate the implementation of UN Women’s Evaluation plan in the country office;
  • Draft/revise Terms of Reference for the specific project/program evaluations, developmental evaluation;
  • Provide technical and coordination support to NCO for the management of gender-responsive decentralized evaluations;
  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).

 

  1. Contribute to knowledge building and capacity building
  • Identify and disseminate good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities, including on social norm change;
  • Contribute to the development of capacity development tools, including training materials and packages;
  • Conduct learning sessions on Monitoring and Evaluation among all staff members.
  • Represent UN Women in the UN M&E Working Group and other interagency mechanisms as relevant to the UNSDCF process.

  • Timely submission of accurate and quality reports

 

Time Frame:

This is a home-based assignment for six months (1 January 2022 – 30 June 2022) on a retainer basis (as and when required)

Payment Schedule

Payment for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payment will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

Travel and Accommodation expenses

UN Women will bear the full cost of travel and accommodations for official missions as per the UN Women Standard guideline.

Experience

  • Minimum 7 years of relevant work experience on issues related to project design, monitoring, evaluation and reporting.
  • Proven expertise in Results-Based Management in the area of gender equality and the empowerment of women.
  • Experience in working with government, donors or the UN previously is an asset.
  • Demonstrated experience to coordinate inter-agency initiatives on M&E and Programming.
  • Substantive experience in managing evaluation with a strong gender focus is preferred.
  • Detailed knowledge of the role of the UN and its programming is desirable.
  • Working experience in Nepal will be an asset.

 

Language

  • Excellent command of written and oral English.

 

  1. Evaluation and Selection Criteria

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

  1. Financial/Price Proposal evaluation:

The financial proposal of candidates who meet the technical assessment threshold will be evaluated. The financial assessment will count as 30% of the total points.  In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.
