Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policy and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

In September 2019 UN Women Georgia Country Office (CO) with the generous support of the Government of Norway launched “Good Governance for Gender Equality in Georgia” (GG4GEG) project and with it launched the CO’s work in UN Women corporate thematic area of mainstreaming gender into national planning and budgeting (GNP). The GG4GEG project that is the GNP thematic area of UN Women Georgia CO’s work respond directly to gender equality and gender mainstreaming commitments undertaken by the Government of Georgia. Within the framework of the project, UN Women provides technical support to national partners in institutionalizing gender responsive budgeting (GRB) as a part of the public finance management system in Georgia.

Governments, including the Government of Georgia, have committed to the principle of adequate financing for gender equality and empowerment of women and girls through numerous international agreements and partnerships. The principle of adequate financing for gender equality is rooted in the Beijing Declaration and Platform of Action adopted in 1995 (For more information on Beijing Declaration and Platform of Action, see: http://beijing20.unwomen.org/en/about) and highlighted in the 2030 Agenda for Sustainable Development. Both documents link the achievement of gender equality and women’s empowerment with adequate and appropriate financing and make specific references to gender responsive budgeting.  As a result, gender responsive budgeting has been gaining increased traction in public financial management, with more than some 80 countries having institutionalized GRB in one form of another.

In 2019, the World Bank designed the Public Expenditure and Financial Accountability (PEFA - The Public Expenditure and Financial Accountability (PEFA) is a framework for assessing and reporting on the strengths and weaknesses of public financial management (PFM) using quantitative indicators to measure performance. PEFA is designed to provide a snapshot of PFM performance at specific points in time using a methodology that can be replicated in successive assessments, giving a summary of changes over time.PEFA framework it is subsequently established as a standard methodology for PFM diagnostic assessments,. Since 2001 PEFA has become the acknowledged standard for PFM assessments.) supplementary framework for assessing gender responsive public financial management (GRPFM - https://www.pefa.org/news/pefa-grpfm-framework-available-english-french-spanish-and-portuguese-languages). The PEFA’s GRPFM is a set of nine indicators which collect information on gender responsive public financial management practices. The questions are built on the PEFA framework and mirror the mapping of PFM practices and assessment of PFM institutions, processes, and systems as typically carried out during a PEFA assessment process. The GRPFM questions have been designed to cover all stages of the budget cycle: policy-based fiscal strategy and budgeting, predictability and control in budget execution, accounting and reporting, and external scrutiny and audit, including governments’ efforts to make information on fiscal performance publicly available and strengthen management of assets and liabilities. The PEFA GRPFM supplementary assessment is intended to be conducted on a voluntary basis concurrently with a PEFA assessment. While the PEFA GRPFM supplementary assessment can also be carried out as a stand-alone activity, it is preferable if this is done concurrently with a PEFA assessment to capitalize on data already collected during the PEFA assessment process.

In 2020, the Ministry of Finance (MoF) adopted a ministerial decree #212 officiating Georgia’s PEFA assessment 2021. Under the ministerial decree, GRPFM assessment will be conducted along with the PEFA assessment in January – May 2022. To support the MoF in undertaking the GRPFM assessment, UN Women will be recruiting a team of international and national consultants. International and national consultant will work in close coordination with the national consultant being responsible for supporting the MoF in data collection and development of the GRPFM report, while the international consultant will be responsible for providing methodological support and quality assurance throughout the process.

The overall objective of this consultancy is to provide methodological guidance and support to the MoF in developing PEFA GRPFM methodology, data collection and report drafting. More specifically, the international consultant will be responsible for the following tasks and deliverables:

Duties and responsibilities of International Consultant are

  • Lead on the development of the GRPFM assessment methodological framework in close coordination with the national consultant and Ministry of Finance.
  • Support capacity development of the Ministry and Finance and the national consultant on GRPFM assessment methodology and process.
  • Peer review and provide substantial inputs to the GRPFM report 
  • Respond to and address the gender specific comments provided by reviewers of the GRPFM report and PEFA Oversight Committee
  • Based on GRPFM assessment findings, provide recommendations in the area of GRPFM to inform the development of MoF’s PEFA Action Plan.

Deliverables:

  • Methodological Framework for GRPFM assessment submitted to UN Women (5 working days) - by 10 January 2022
  • Online workshop on GRPFM assessment methodology conducted for MoF and UN Women (2 working days) – by 25 January 2022
  • Outline of the GRPFM assessment report drafted and submitted to UN Women (3 working days) – 30 January 2022
  • Draft GRPFM assessment report peer reviewed and submitted to UN Women and presented to stakeholders (8 working days) – 30 May 2022

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least Master’s degree in Public Finance, humanitarian affairs, development policy, and/or any relevant field directly related to the assignment.
  • At least 7 years of experience in advising or supporting public finance management reforms.
  • At least 3 years of experience in gender mainstreaming and gender responsive budgeting
  • Fluency in English

Technical evaluation criteria (including minimum qualifications):

  • At least Master’s degree in Public Finance, humanitarian affairs, development policy, and/or any relevant field directly related to the assignment (max 90 points).
  • At least 7 years of experience in advising or supporting public finance management reforms including at regional and country levels (max 90 points)
  • At least 3 years of experience in gender mainstreaming and gender responsive budgeting (max 80 points)
  • Experience with gender PEFA assessment or involvement in relevant trainings is a strong asset (max 30 points)
  • Previous experience with UN Women and engaging with diverse stakeholders, including CSOs, NGOs, national governments, and other UN agencies an advantage (max 30 points);
  • Fluency in English (max 30 points)

Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women GNP Programme Analyst and under the overall supervision of the UN Women Deputy Country Representative

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women Programme Analyst that the services have been satisfactorily performed as specified below:

  • Deliverables 1, 2 – 38%
  • Deliverable 3,4 – 62 %
