Antecedentes

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Prior to the COVID-19 pandemic and political crisis, Myanmar was considered to be a medium human development country, with a rating of 147 out of the 187 countries according to the most recent Human Development Index (HDI).  As a result of the triple peace, democracy and economic transition that began in 2011, after nearly six decades of military rule, Myanmar was during the past ten years one of the fastest growing economies in South Asia; and it was anticipated that the country would graduate from least developed country to middle income country status by 2021. The challenge which ensues from the COVID-19 and the political crisis of February 2021 are not only deeply gendered, political, and human rights challenges but they also threaten to reverse and erase all the development gains of the past decade for gender equality as well as to cause a new nationwide humanitarian gender emergency.

In this context of this double crisis, UN Women considers gender-responsive procurement (GRP) as a strategy to empower women’s enterprises and gender-responsive businesses through the purchasing decisions and actions of UN agencies involved in delivering aid within the UNCT common guidelines. Procurement is an important part of the United Nations’ activities and a major market.Promoting women’s entrepreneurship through UN business operations procurement is one way to close or at least narrow the gender gap. At the same time, increased participation by women-owned businesses in UN supply chains will also yield tangible benefits for the UN.

Therefore, it is proposed to conduct a Gender-Responsive Business Procurement Baseline Assessment of UNAF to ascertain (as closely as possible) the actual business procurement of UNAF. The rationale to carry out this study before the implementation of UN Women new country programme under the newly designed Strategic Note 2022 - 2023 is to ascertain the feasibility of a programme to promote Gender-Responsive Business Procurement by UNAF in Myanmar that can help women led businesses recover from the double crisis in Myanmar. The baseline assessment will ascertain the feasibility and inform UN Women Myanmar for a design and implementation of “Promotion of gender responsive Business Procurement programme” under the ad-interim strategic note.

A Gender-Responsive Procurement Expert will be recruited to conduct a baseline assessment of the actual UN/Business Operations Strategy (BOS) in particular the Procurement service line. The Business Operations Strategy (BOS) is a mandatory strategic planning framework that facilitates the development, management, monitoring, and reporting of the UN Country Teams' joint support to programme delivery through common business operations. It is a flexible tool that seeks to enhance the quality and cost effectiveness of joint business operations. The BOS focuses on 6 main operational service lines at the country level: Procurement, Human Resources, ICT, Admin and Facility Management, Logistics, and Finance. Especially with the Procurement service line, the Business Operations Strategy has the potential to make a significant impact on SDG 5: Gender Equality.

The consultant will present the results of the baseline assessment in the form of an analytical report.

Purpose of the service

This assignment is a home-based consultancy. The purpose of this assignment is the design, piloting, conducting, cleaning, analysis of a baseline assessment on the current UN Business Operations strategy, in particular the Procurement service line.

The consultant will work with the MCO under the guidance of the Head of Programme, and will lead the process of designing, piloting, conducting, analyzing and presenting the results.   

In accordance with UN Women guidelines, the consultant will:

  • Work with Head of Programme, UN Women Head Operations and the UN Women’s WEE Team to design the survey, pilot the survey with two selected UN agencies (proposed UNOPS and WFP, final selection to be endorsed by their HoA) and OMT to conduct the data collection, data analysis and report writing.
  • Provide recommendations to UN Women WEE team in how to promote women entrepreneurship through UN Business Operations strategy in particular the Procurement service line.   
  • Technically lead on the questionnaire design, quality assurance, editing, cleaning, production of survey, finalize the report.
  • Analyze data and report against the TORs of the baseline study.

Provide timely and quality submission of data, the analytical report, learnings, and recommendations in how to launch, plan and implement a of gender-responsive procurement programme under the ad-interim Strategic Note 2022 -2023 in Myanmar.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the financial component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
