Antecedentes

In February 2018, UN Women CO in Ukraine has launched the implementation of project “Decentralisation and Law Enforcement Reforms: Transformative approaches to Gender Equality and Women’s Empowerment in Ukraine”, funded by the Government of Denmark.  The overarching goal of the project is to ensure that women, particularly the most vulnerable, equally benefit from the decentralisation and law enforcement reforms in Ukraine. 

The project has two outcomes that are closely interlinked and aim to generate positive change both vertically and horizontally at all levels. The project Outcome 1 “The decentralization and law enforcement reforms are compliant with the international standards on gender equality and are informed by the results of the gender-responsive regional and local pilot initiatives”. The project Outcome 2 “Local authorities, law enforcement and women’s community groups develop and implement GBV prevention and response strategies and action plans in line with international human rights standards”.

In order to achieve its objectives, the project apply the strengths of both top-down and bottom-up approaches. New models and good practices for gender-responsive decentralisation and law enforcement reforms are piloted in targeted locations in the Donetsk and Luhansk regions, affected by the armed conflict. In parallel, policy, technical and capacity development support is provided to the national institutions, responsible for implementation of the decentralisation reform (Ministry of Communities and Territories Development(MCTD)); and for law enforcement reforms (Ministry of Internal Affairs (MoI)) and National Police of Ukraine (NPU)). Within the Output 2.1. the Project focuses on developing the knowledge and skills of the law enforcement bodies in the target communities to prevent and respond to gender-based violence. The process and results achieved in the field will be documented and shared with the central authorities. This dual approach will enable all parties to cooperate, experience, evaluate and draw lessons that will improve the implementation of reforms and encourage potential replication in other reforms and in other geographical areas of the country.

The project contributes to implementation of the overall state’s commitments on gender equality, as well as to the on-going implementation of the strategic and policy documents related to the law enforcement reform, particularly the Development Strategy of the system of bodies of the Ministry of internal Affairs[1] and respective Action Plan[2], Action plan of the MoI for the implementation of gender policy for the period up to 2021[3]. Besides, the recently adopted Ukraine’s National Strategy on Human Rights[4] incorporates provisions on prevention and response to violence. Informed by the above-mentioned national policies, the projectis supporting NPU with inclusion of non-discrimination and GE principles in the training of the police officers and into the services’ provision to the survivors of violence against women and girls (VAWG) by the police officers.

Providing access to a set of quality, accessible, multi-sectoral and coordinated services can enable women and girls to break current cycles of violence and to mitigate its consequences. Through the UN Joint Global Programme on Essential Services for Women and Girls subject to Violence (‘the Joint Programme’), UN Women, UNFPA, WHO, UNDP and UNODC developed guidance on the provision of multi-sectoral essential services (health, police, justice and social services, and coordination of these services) and responses that should be provided for women and girls who are vulnerable or who have experienced violence.

Strengthening the justice sector response, particularly that of law enforcement, has consistently been cited as one of the most challenging issues when responding to VAWG. A positive initial contact experience with police is crucial for survivors of violence and a high-quality police and justice response must be available and accessible to all women and girls who are navigating an often-complex justice system, especially those who are most marginalized and are at greater risk of experiencing violence.

Under the framework of the noted UN Joint Global Programme, UN Women, in partnership with UNODC, and the International Association of Women Police (IAWP), has led the process of developing a UN system-wide gender-responsive handbook for law enforcement. The Handbook on Gender-Responsive Police Services for Women and Girls subject to Violence[5] is based on and complements existing global and country-specific handbooks and training materials for law enforcement. It covers in more depth areas such as: gender-responsive police investigations of crimes of VAWG; prevention; intersectionality; survivor-centred approaches; promoting positive masculinities; coordination; communications; institution-building; and emerging issues such as online violence. The aim of the Handbook is the following:

•            to provide practical guidance to police (primary audience) to enable an effective and gender-sensitive response to VAWG by sharing learning that promotes a culture of reflection and learning, leading to institutional transformation;

•            to promote a police service that seeks to balance effectiveness with accountability in their response to VAWG through reviewing, evaluating and monitoring investigation tools, strategies, policies, and approaches with the support of external actors in civil society, women’s and survivors’ organizations and academia.

Reflective of the above and considering the interest from MoI and NPU to roll-out implementation of UN-wide Handbook, UN Women Ukraine is seeking to recruit a National Consultant on Rollout of the Handbook on Gender-Responsive Policing to work in a team with the International Consultant and provide coordination, operation and expert support to the process of the noted Handbook piloting.

Deberes y responsabilidades

Under the overall guidance of the UN Women Project Manager/Coordinator, a direct day-to-day supervision of the UN Women Programme analyst, guidance from the International Counsaltant and in cooperation with the Handbook Rollout Team and with full involvement of the representatives of the National Police of Ukraine and the Ministry of Internal Affairs of Ukraine, the National Consultant will implement a set of tasks, including, but not limited to:

  • Provide professional advice, guidance and relevant inputs to the preparation and delivery of meetings on the Handbook’s detailed presentation and further discussions with the MOI and NPU in collaboration with the Handbook Rollout team;
  • Conduct field visits/online meetings at the pilot sites (subject to COVID restrictions);
  • Support the International Consultant to conduct a gap analysis for up to two agreed pilot sites, by contributing to the desk research, organising and helping to conduct the research semi-structured interviews and focus group discussions;
  • Support the development of a baseline assessment report from the gap analysis findings, reflecting gender-responsive policing (GRP) principles and characteristics for up to 2 agreed pilot sites;
  • Support the International Consultant to conduct workshop(s) with police middle managers and relevant staff (working group) at each pilot site to identify and agree on a draft pilot framework for each site (up to 2 sites);
  • Contribute to the development of implementation proposals for up to 2 pilot sites (including a monitoring and evaluation framework with GRP key performance indicators);
  • Provide professional advice and expert support in order to actualise the Handbook’s rollout to the Ukrainian context, legal system and framework, considering the current national and international gender equality commitments;
  • Assist the office in the provision of support to the NPU in the planning and implementation activities related to the rollout of pilots of the handbook as per consultation with UN Women;
  • Assist the NPU in organizing training events, translation, preparation of the training material, logistics and other related travel arrangements;
  • Ensure close coordination among the Handbook Project Team, the International Consultant and the NPU;
  • Ensure effective daily communication among the Project Team and the NPU;
  • Ensure communication with key stakeholders at the local and central levels;
  • Assist in writing articles and editorials for the events organized as part of the project; or publication and other information dissemination and outreach, including websites and social media outlets;
  • Assist UN Women Ukraine to maintain the Monitoring and Evaluation Process in line with the M&E framework approved during the Handbook Rollout;
  • Assist UN Women Ukraine with preparation of the final lessons learned report.

  • All progress reports/final reports and relatedthe supporting documents (such as meeting minutes, analytical papers, workshop agendas etc.) should be submitted in English language ;
  • The Consultant is expected to work remotely using her/his own computer but may access the UN Women Ukraine office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment;
  • The Consultant will be required to travel during the course of the consultancy, as deemed necessary and appropriate, and in accordance with UN Women guidance during the COVID-19 pandemic;
  • The cost of travel will be covered separately, in line with UN Women Duty Travel policy;
  • The Consultant is expected to provide regular deliverable based progress reports (and monthly reports upon request) to the UN Women Ukraine

Inputs

  • UN Women Ukraine will provide the Consultant with background materials related to the assignment.
  • The UN Women Ukraine will support collaboration with the Handbook Rollout Team.
  • The consultant is expected to work using her/his own computer.
  • UN Women Ukraine will take expencess necessary for organising the events outlined in the ToR and planned for the Handbook rollout.
  • UN Women Ukraine will provide logistical support and a vehicle, particularly to ensure movement in the Donetsk and Luhansk regions.

Performance evaluation:

  • The Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager after receiving and accepting deliverable-based reports which will also be the basis for payment on a monthly basis to the consultant.

Financial arrangements:  

  • Payment will be disbursed upon receipt of the deliverables (as per above matrix) and their certification by UN Women Project Manager/Coordinator that the services have been satisfactorily performed.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
