Office/Unit/Project Description:

Present in 166 countries and territories, UNDP supports governments in developing strong policies, institutions and
partnerships to achieve the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals
(SDGs). The Effectiveness Group in the Bureau for Policy and Programme Support assists UNDP and partners to
achieve higher quality development results through an integrated approach that links results-based management
and performance monitoring with more effective and new ways of working. Drawing on its country presence and
UNDP’s Global Policy Network, this Team, within the Effectiveness Group, supports the Global Partnership for
Effective Development Co-operation (GPEDC), together with colleagues at the OECD as part of the UNDP-OECD Joint
Support Team (JST).


The GPEDC is the primary multi-stakeholder vehicle for driving effectiveness of all forms of co-operation for
sustainable development and the shared benefits of people, planet, prosperity and peace. It brings together
governments, bilateral and multilateral organizations, civil society, the private sector and representatives from
parliaments and trade unions among others.


The 2020-2022 Global Partnership Work Programme aims to facilitate building effective development partnerships
that help accelerate the implementation of the 2030 Agenda and ensure that no one is left behind. The Work
Programme outlines three strategic priorities; this role will focus on fulfilling the third, which is on leveraging
monitoring for action. The Work Programme will culminate in a High-level Meeting of the Global Partnership at the
end of 2022.

Institutional Arrangement:

The Policy and Programme Specialist for GPEDC will report to the Global Policy Advisor on Effective
Development Co-operation, and work closely with members of UNDP and the UNDP-OECD Joint Support Team
on a daily basis.
Any equipment or supplies that may be furnished by UNDP to the IPSA Holder for the performance of the
IPSA Holder’s obligations under the IPSA remains the property of UNDP, and any such equipment or
supplies must be returned to UNDP at the conclusion of the IPSA or before if no longer needed by the IPSA
Holder. Such equipment, when returned to UNDP, must be in the same condition as when delivered to the
IPSA Holder, subject to normal wear and tear, and the IPSA Holder will be liable to compensate UNDP for any
damage or degradation of the equipment that is beyond normal wear and tear.

Scope of Work

The purpose of this role is to provide support to the GPEDC, during a period in which reenforced capacity is needed
in the lead up to the High-Level Meeting of the Global Partnership. As such, the Policy and Programme Specialist to
the GPEDC will cover the following key duties and deliverables, including to:

1. Lead support, together with an OECD counterpart, to finalise the reform of the Global Partnership
monitoring exercise

a. Lead support on finalizing the revised monitoring approach for endorsement by the Steering
Committee in advance of the Global Partnership’s High-Level Meeting
b. Lead work to pilot the monitoring exercise in two partner countries, including drafting of guide forpilot and technical assistance support to UNDP Country Offices and partner country government colleagues that are conducting the pilot.
c. Support preparations to pilot and re-launch the GPEDC monitoring exercise, including for example
drafting a new/revised monitoring guide, re-development of the monitoring data collection tool
and related materials, as well as outreach to partner countries to secure their participation to lead
the monitoring exercise in their country.

2. Lead support for anchoring effective development cooperation at country level through Action Dialogues
a. Draft substantive material on the outcome and summaries of the Action Dialogues taking place in
roughly two dozen countries, including country-specific summaries as well as overarching
messages for a global audience
b. Support outreach to partner countries to lead, hold and/or complete an Action Dialogue, as well
as mobilising partner countries for participation at the Global Partnership’s High-Level Meeting
c. Facilitate connection between Global Partnership Action Areas, Steering Committee members and
other engaged stakeholders and partner countries that are doing an Action Dialogue

3. Draft and develop substantive materials for the Global Partnership’s High-Level Meeting at the end of 2022
a. Lead drafting on parts of the joint OECD-UNDP flagship report on effective development
cooperation, in particular those parts related to country-level action and the Action Dialogues. The
last report can be accessed here.
b. Lead, together with OECD counterpart, work to finalise and publish the joint OECD-UNDP flagship
report, including for example incorporation of feedback from multiple stakeholders, editorial
revisions, institutional approval process, completion of legal agreements, and ensuring adherence
to organizational standards.
c. Support drafting briefs, talking points and other related materials to communicate on the
monitoring reform, the Action Dialogue and country level work and other related initiatives related
to GPECD work.
d. Draft tailored materials and liaise with UNDP Country Officers and partner countries to build buyin
and momentum for participation in the Global Partnership’s High-Level Meeting and the next
GPEDC monitoring round.

Habilidades y experiencia requeridas

Minimum Academic Education:

  • Master's degree in social policy, public policy, politics, economics, development studies or related area.

Minimum years of relevant Work experience:

  • A minimum of 7 years of work experience in international development, at least 3 years of which is focused on effective development cooperation issues at country level.

Required skills and competencies:

  • Experience leading on drafting and producing global reports for a multilateral or an international organisation.
  • Experience working with national governments in the area of effective development cooperation, multi-stakeholder development coordination, public finance management and/ or development planning.

Desired additional skills and competencies:

  • Experience providing support to a global multi-stakeholder initiative.
  • Familiarity with the Global Partnership for Effective Development Co-operation and its monitoring framework is an asset.
  • Experience achieving demonstrated results in complex environments with multiple reporting lines and sometimes competing interests between stakeholders.
  • Experience coordinating and working productively between headquarter and country levels of an organisation and with an international team, across multiple time zones and languages.
  • Demonstrated knowledge of the dynamics, sensitivities and perspectives that exist across different stakeholder groups within the field of development cooperation.
  • Prior experience in the UN system or exposure to work of UNDP or other UN Organisations is an advantage.

Required Language(s) (at working level):

  • Excellent written and oral communication skills in English.
  • Working knowledge of other UN language, especially French is an asset.
