Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements. 

 

Office/Unit/Project Description:

The European Union (EU) is a major supporter of the United Nations Development Programme (UNDP). We are partnering in nearly 140 countries to deepen democratic governance, prevent or recover from conflict and natural disasters, build resilience and adapt to climate change.

 

Lately EU’s support to Arab States has become an additional priority area within the dynamic bilateral partnership that currently prevails. It is recognized that the Arab States region offers scope to deepen joint policy and programmatic work between UNDP and the EU, given the convergence in thematic emphasis and the opportunities to deepen programme cooperation.

 

The UNDP Representation Office in Brussels has made significant headway in developing the partnership in the Arab States with the EU over the past few years, through establishing a strong inter-institutional dialogue and a productive working relationship on programme and projects tailored to the emerging and changing needs and priorities in the region.

 

In this context and in recognition of the increasing scale and complexity of the EU-UNDP programme/project portfolio in the Arab States Region, UNDP’s Regional Bureau for Arab States (RBAS) needs to secure its capacity to assist the RBAS Regional Programme and Country Offices. 

 

Institutional Arrangement:

The Junior Programme Analyst will perform their duties under the overall supervision of the RBAS Partnership Advisor in New York (HQ) and the direct supervision of the RBAS Policy and Programme Specialist in Brussels.

 

The Junior Programme Analyst will be based within the UNDP Representation Office in Brussels and will work in close coordination with the RBAS Regional Hub in Amman and Country Office Management, Programme and Operations teams in the region as well as other relevant units in HQs and the Brussels Office.

Scope of Work

 

The Junior Programme Analyst will provide advice and quality assurance support services with respect to the formulation, implementation and communication of specifically assigned EU-funded projects. Specifically, the Junior Programme Analyst will:

  • Support RBAS’s partnerships and resources mobilization functions through the provision of assistance to EU funded project development and implementation; 
  • Support RBAS’s strategic partnership with the EU and Member States through the implementation of outreach and visibility events, such as workshops, launches, and events showcasing the partnership including UNDP’s work as a thought leader on the ground, including the organization and operationalization of such events; liaise with respective counterparts, identify appropriate target audiences, prepare substantive informative materials (reports, publications, etc.);
  • Support the strengthening of RBAS’s high-level partnership with the EU, including fostering collaborative and proactive relationships with counterparts and colleagues in those offices; organize exchanges and dialogues between respective leadership; draft briefing notes, talking points, mission reports, prepare agendas; provide overall coordination for missions in order to strengthen the partnership along with the European Commission’s portfolios;
  • Assist in the organization of communication and outreach activities by Regional Programme and Country Office to enhance the visibility of their respective projects vis-a`-vis the EU, in close coordination with COs, Regional Hub and HQs; manage the organization of communications campaigns, launches, and other project-related visibility initiatives; 
  • Support resource mobilization efforts through the identification of EU funding opportunities/call for proposals by scanning relevant EU websites, information gathering and dissemination;
  • Ensure regular dialogue and exchanges between COs, Regional Hub and respective EU counterparts to identify areas for potential collaboration as well as to ensure alignment on ongoing projects; 
  • Facilitate knowledge building and sharing on the EU-UNDP partnership and contractual aspects: disseminate information on applicable rules and procedures; collect and share lessons learnt/best practices capitalizing the successful partnership between the EU and UNDP; prepare presentations and briefings; organize training for the RBAS personnel on EU-UN contractual framework as and when necessary.

Habilidades y experiencia requeridas

Min. Academic Education

  • Master’s degree in Public Administration, Law, Political Sciences, or related field.
  • Bachelor’s degree in Public Administration, Law, Political Sciences, or related field may be accepted in lieu of the advanced university degree (Master's degree).

Min. years of relevant Work experience

  • Master’s degree plus 1 year of progressively responsible experience in providing country support, oversight and advisory services at the national and/or international level, OR
  • Bachelor’s degree plus 2 years of progressively responsible experience in providing country support, oversight and advisory services at the national and/or international level.

Required  skills

  • Knowledge of the EU’s policies and implementation modalities for external development and humanitarian assistance;
  • Knowledge of the Arab States region, including strong understanding of UNDP support;
  • Experience in the use of computers and office software packages and handling of web-based management systems.

Desired additional skills

  • Familiarity with the UN/UNDP system and EU-UNDP/RBAS partnership an asset.

Required Language(s) (at working level)

  • Fluency in English.
  • Knowledge of French and Arabic an asset.
