Antecedentes

The current GOI-UNDP Country Programme Action Plan (2018-2022) envisages UNDP India’s support to fast track implementation of government programmes at the state and local government level in order to strengthen the government’s capacity to improve last mile service delivery.  In order to provide demand-based technical support and assistance for capacity development in line with the needs of the state government, UNDP India decided to expand its outreach in the states of Karnataka.

The pandemic has created an unprecedented global crisis that has engulfed almost all the countries in the world and has caused significant disruptions to the health, livelihood and wellbeing of all people on the planet. The spread of the virus characterized by its speed, scale, severity, and societal and economic disruption, has disproportionately impacted the lives of a poor and vulnerable population. The unregulated informal sector (including MSMEs) has been most severely hit by the lockdown which is known to be the backbone of the country’s economy. This situation has led to the enormous humanitarian crisis in the country leading to loss of millions of livelihoods threatening the survival of the most vulnerable sections of the society.

UNDP India has started working in the State of Karnataka on Sustainable Development Goals (SDGs), with a focus on skill development, livelihood promotion and sectors of mutual interest for the socio-economic development of the state. UNDP India plans to widen its programmatic operations in the State of Karnataka in partnership with the government to support the state to achieve the human development agenda. The State Office is now in the process of drawing-up specific plans of action (as a part of the larger Country Programme Strategy for 2023-2027) with time bound targets and milestones in discussion with various line departments to foster the state’s journey of development by 2027.

At present, UNDP Karnataka implementing wide range of projects in partnership with the Government and Private Sector including SDG coordination Center, Project Code Unnati, Plastic Waste Management, e vaccination, Rural economic promotion program, Green jobs & entrepreneurship etc, 

In this context, UNDP India plans to create a robust communication and meaningful engagement with multi stakeholders. For this mission, UNDP wishes to engage a consultant to design communication strategies, build the capacity of the team.

Deberes y responsabilidades

Objectives 

Supporting the State team in karnataka including but not limited to, 

  • Development of communications strategy for internal and external communications and outreach.
  • Produce high-quality versions of knowledge products suitable for public dissemination
  • Prepare high-quality digital versions of each document suitable for print and e-publishing
  • Design the cover and content of the documents, including any tables, graphs and photos
  • Capacity building of the team reg communication strategies and channels

Scope of Work/ Work Assignments:  

The consultants, working full-time, will be responsible for the design and layout of knowledge products - print and electronic versions including:

  • Develop a comprehensive Project Communications and Outreach Strategy.
  • Development/customization of the monthly, quarterly and annual communications workplans/ templates including the communications objectives and target audience
  • Develop communications Strategy for 2022-2023 and detailed Communications Action Plan developed including timelines knowledge management framework for achieving the intended outputs and outcomes in consultation with project team and relevant stakeholders.
  • Development of key messages, planned distribution channels, including social media, indicators for monitoring and evaluation of visibility and outreach results
  • Development of matrix for quantitative and qualitative evaluation to measure the success of the strategy
  • Prepare drafts of communication materials for UNDP clearance (press releases, newsletters, success stories, photo essays, social media posts, etc) which will be disseminated through UNDP, Implementing Partners and other relevant websites/social media.
  • Facilitate to conduct the online events including development of concept notes, agendas, event materials (press releases, invitations, logistic notes, talking points, evaluation forms and/or similar) etc
  • Facilitate to coordinate with relevant stakeholders, follow-up invitations, responding participants’ queries, supporting live tweeting, YouTube/Facebook broadcasting as well as monitoring media coverage (if any) from relevant events, and preparing respective reports.
  • Documenting/ dissemination of the human-interest stories/ case studies emerging   from the project implementation.
  • Design project brochures, short films and any other related communication materials.
  • Design print material such as illustrations, publications, newsletters, infographics, factsheets, brochures, flyers, posters, booklets and more; and digital material like presentations, infographics, gifs etc
  • Support internal and external communications by assisting in drafting communications and setting up systems for quick communication.
  • Conduct capacity building program to the Team reg effective communication strategies and channels
  • Liaison and coordination with the Project team and other key stakeholders to ensure effective implementation of the program.
  • Any other communications activities which maybe required by the team
  • Perform any other tasks as asked by senior management/supervisor

  • Overall understanding of the youth and women economic empowerment space
  • Experience in designing and implementing corporate volunteering or similar programmes
  • Experience working with the UN and CSOs on the ground will be an added advantage
  • Nuanced functional research skills with attention to detail and academic vigor, with competency in facilitating workshops
  • Excellent demonstrated documentation skills and prior experience in developing concept notes / reports / project plans/communication collaterals will be essential

Habilidades y experiencia requeridas

Recruitment Qualifications: 

Educational Qualifications: Bachelor’s or higher degree in management, communications, mass media, graphic design, or any related field.

Experience:  

  • At least five (5) years of experience in public relations/ media/ Graphics/ journalism, communications and/or advocacy with at least three (3) years of experience in developing, executing and reporting multi-channel communications strategies and plans, (must provide at least one sample of multi-channel communication strategy/communication plan, one sample of communications results report.
  • Excellent writing skills and design skills with analytic capacity and ability to synthesize inputs and relevant findings (proven with samples of at least three (3) previously prepared WRITTEN and DESIGN communication materials/ articles/ newsletters / success or human-interest stories, informational notes and/or other media-related documents. Samples to be provided in English 
  • Experience in designing infographics, newsletters, brochures, posters etc,
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners.

Language Requirements:  Fluency in English is essential and preferably Kannada.

Duration of the engagement:  06 Months

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

•          Financial and interview weight – 30 %

Technical Criteria (70% of total evaluation)

  1. Experience of working in Media/communication/relevant sector- 30%
  2. Experience in design software’s / tools – 20%
  3. Relevant educational qualification - 20%

Financial Criteria weight - 30%.

Technically qualified consultants will be requested to submit their Lumpsum rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.

Documentation Required:

Personal CV indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the candidate and at least 3 professional references.

Interview for the shortlisted candidates would be either conducted face to face in Bangalore or by telephone/over skype.
