Antecedentes

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (ICPEs) to assess UNDP’s contribution to national development priorities and the effectiveness of its strategy. The purpose of an ICPE is to: i) support the development of the next UNDP Country Programme Document; and ii) strengthen UNDP’s accountability to national stakeholders and to the Executive Board.

In 2022 the IEO will conduct the ICPEs for the following countries: Benin, Burundi, Equatorial Guinea, Lesotho, Malawi, Namibia, Senegal, Sierra Leone, Togo, Bhutan, Cambodia, Philippines, and the Programme of Assistance to the Palestinian People (PAPP)

The IEO is seeking national or international evaluation consultants to support the ICPEs. The candidates may apply for one or more countries or programmes of their interest from the list of thirteen countries.

The ICPEs will examine UNDP’s programmatic performance in the following programme areas. Cross-cutting issues such as gender equality and women’s empowerment are covered in all areas. The candidates may apply for one or more thematic areas based on their expertise:

  1. Poverty and inequality.
  2. Governance.
  3. Environment.
  4. Energy.
  5. Resilience and crisis prevention.
  6. Gender equality and women’s empowerment

This is a general call for expression of interest. The Terms of Reference for the specific positions will be provided to the candidates who meet the required qualifications. The timing and duration of the consultancies will vary depending on the country(ies) selected, with most evaluations starting by February-March 2022, and an estimated level of input equivalent to 30-50 working days.

Deberes y responsabilidades

Each ICPE will be led by a designated IEO staff (Lead Evaluator). Under the direct supervision of the ICPE Lead Evaluator, the consultant will work as a member of the evaluation team and contribute to the analysis of the country programme by providing technical expertise in the assigned thematic area(s). This will include the analysis of cross-cutting issues, e.g., gender equality and women’s empowerment and partnerships, etc. Consultant’s responsibilities will include the following:

  • Conduct a desk review of background material provided by the IEO and prepare a preliminary analysis based on the provided assessment framework.
  • Plan and conduct data collection activities in accordance with the terms of reference for the post, including interviews and focus groups with relevant stakeholders (*Virtual and/ or in person, if feasible).
  • Prepare a portfolio analysis report (programme outcome-level analysis).
  • Participate in various internal and external meetings organized by the IEO Lead Evaluator and contribute to the discussions.
  • Revise the individual analysis report, as required, and contribute to the development of a draft ICPE report.

  • Ability to work in multicultural and multidisciplinary teams, acting with professionalism, diplomacy, tact and courtesy.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree or higher in Social Science, Public Administration, International Relations, or any relevant field related to UNDP’s work.

Professional Experience:

  • A minimum of seven (7) years of work experience in the interested topical areas, e.g., poverty and inequality, governance, environment, energy, resilience, and gender.
  • Experience in conducting evaluations in development and/or crisis/conflict setting.
  • Familiarity with techniques and methods of data collection and quantitative and qualitative analysis.
  • Knowledge of UNDP/UN mandate, operations, and programme areas, preferably in the countries under review.
  • Familiarity with the Agenda 2030 and Sustainable Development Goals, and international development and policy mechanisms.
  • Experience in providing strategic, policy-level advisory services; gender analysis for development programmes.

Languages:

  • Fluency in English and/or French and/or Spanish is required with strong writing skills, depending on the countries of interest. Basic fluency in English is required for non-anglophone countries.
  • National language of the countries or programmes of interest is an asset.
