Project Title: Development for Renewable Energy Applications Mainstreaming and Market Sustainability (DREAMS)
 

Project Description
i. Rationale: The Development of Renewable Energy Applications Mainstreaming and Market Sustainability (DREAMS) project seeks to reduce GHG emissions from the power sector, the objective is to promote and facilitate the commercialization of the renewable energy (RE) markets through the removal of barriers to increase investments in RE based power generation project.

ii. Stakeholders of the Project: The project is being implemented by the Department of Energy (DOE). DOE assumes over-all responsibility for the achievement of project results. The Project is co-financed with funding from the GEF. UNDP acts as the GEF Executing Agency. All components of the Project are being implemented by the Renewable Energy Management Bureau (REMB). A Project Management Unit (PMU) is based at the DOE Compound. The PMU is headed by a National Project Director (NPD) who is also the Director of the REMB. A Project Manager and support staff oversees the day-to-day operations of the DREAMS Project Management Office. The PMO is located at the office of the DOE in Taguig, Metro Manila.

iii. Relevance/Objective of Work: The required service relates to Component 2 (Institutional Strengthening for RE Mainstreaming) and Component 4 (RE Commercialization) of the DREAMS project. Both components are designed to increase the capacity of local institutions like Local Government Units (LGU), Electric Cooperatives (EC), Civil Society Organizations, Academe and New Power Producers to gain experience to implement, invest and advocate for implementation of RE projects.
 

Scope of Work and Methodology of the required services

The IC will provide technical expertise in two areas:
i. Evaluate the proposals being submitted under the Support Facility for RE (SF4RE) and recommend appropriate actions. (Appendix A: SF4RE Operation Manual)

ii. Provide technical recommendations and monitor the status of RE Facilities that are being installed or are under commissioning under SF4RE to ensure its technical efficiency and recommend technical solutions as maybe required during or upon completion of commissioning to ensure that the system will attain its desired installed capacity and will operate as designed. (Appendix B: Description, Location and Coverage of RE facilities)
 

These will be done based on the table below:

* The number of days per site may vary depending on the status of accomplishment and weather conditions in the projects sites. The changes will be agreed upon between the IC and PMU. At least 1 field visit per site is required.

Expected Outputs and Deliverables

The table below summarizes the expected deliverables from the IC.

The Status report will be based on the individual program of work of the mentioned RE Facilities. At the minimum, the report may either be validation of the program of work as contained in the Inception plan, a Commissioning report or a final installation report. All reports must include the list of persons and organizations interviewed and the sources of primary and secondary data.

The Completion and Commissioning Report shall be based on the particularities of each RE Facility and the work schedule contained in the Inception Plan.

Due to the confidential nature of some information contained in the contract, work plan, budget, and bill of materials, the detailed information on all said installations will be shared only upon signing of the contract.

Institutional Arrangement

The REMB as the implementing unit of the DREAMS project shall maintain overall supervision and coordination through the DREAMS Project Management Unit (PMU). The communication, gathering and consolidation of data for the proposal shall be the final responsibility of the IC. The DREAMS PMU will not provide any equipment, transportation, or communication facilities for this contract.
 

Governance and Accountability
i. The Consultant shall be directly supervised by the DREAMS Project Manager with the guidance of the National Project Director (NPD). All communications and outputs shall be submitted to the PM for his/her appropriate action.

ii. The Consultant may also be required to coordinate with and seek guidance from the technical focal persons of Renewable Energy Management Bureau as the implementing unit of the DREAMS project.

iii. The Consultant is expected to provide his/her own laptop for the work requirement. Subject to availability and with prior request, s/he may be provided with desk space during visits at the PMU. Support by the PMU for administrative and logistic requirements, e.g., coordination with focal persons at DOE or local partners may be provided on a case-to-case basis.

iv. The Consultant shall consider at least seven (7) working days lead time for UNDP and the DOE to review outputs, give comments, certify approval/acceptance of outputs, etc.

Duration of the Work
The contract period is from 15th December 2021 to 30th June 2022. A total of 50 man-days will be needed to deliver the output. Fieldwork with a cumulative total of 28days is expected in all 6 sites as indicated in Section C. The number of Fieldwork per site may vary subject to discussion and approval of the PMU

Duty Station
Duty station is home-based, with travel to the 6 aforementioned sites. The expected duration of the assignment is fifty (50) person-days between 15th December 2021 and 30th June 2022, unless revised in a mutually agreed upon timetable between the Consultant and UNDP. Any additional days or extension will be agreed upon through a contract amendment. As indicated in the field work schedule, at least 1 trip for each identified site has to be conducted.

In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government. Field work, trainings, meetings, and coordination shall be done in compliance with community quarantine policies.
 

Criteria for the Selection of Best Offer
The Offers received will be evaluated using a combined scoring method - where technical proposal will be weighted 70 points and combined with the price offer which will be weighted 30 points. The CV will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be shortlisted and considered for evaluation of financial proposal.

Key Competencies
• Demonstrated evidence of analytical skills related to the implementation of rural electrification projects in off-grid areas or rural context
• Ability to work in close collaboration with a local government unit, distribution utilities, power developers and local community organizations
 

Scope of Price Proposal and Schedule of Payments

i. The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional daily fees X number of days, travel expenses, communications, etc.) that
could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine, will be arranged and paid for by UNDP and should not be included in the financial proposal.

ii. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during contract duration

iii. The contract price will be fixed output-based price. Any deviations from the output and timeline will be agreed upon between the Contractor and UNDP.

iv. Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the National Project Director prior to release of payments.

Recommended Presentation of Offer

i. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

ii. UNDP Personal History Form (P11) or Curriculum Vitae (following the template attached) indicating all past experiences from similar projects or requirements, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional
references;

iii. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided below, and clearly stating the payment percentage as indicated in this TOR. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
