Scope of Work and Methodology of the required services The IC will provide technical expertise in two areas:

* The number of days per site may vary depending on the status of accomplishment and weather conditions in the projects sites. The changes will be agreed upon between the IC and PMU. At least 1 field visit per site is required.
Expected Outputs and Deliverables The table below summarizes the expected deliverables from the IC.
The Status report will be based on the individual program of work of the mentioned RE Facilities. At the minimum, the report may either be validation of the program of work as contained in the Inception plan, a Commissioning report or a final installation report. All reports must include the list of persons and organizations interviewed and the sources of primary and secondary data.
Institutional Arrangement The REMB as the implementing unit of the DREAMS project shall maintain overall supervision and coordination through the DREAMS Project Management Unit (PMU). The communication, gathering and consolidation of data for the proposal shall be the final responsibility of the IC. The DREAMS PMU will not provide any equipment, transportation, or communication facilities for this contract. Governance and Accountability ii. The Consultant may also be required to coordinate with and seek guidance from the technical focal persons of Renewable Energy Management Bureau as the implementing unit of the DREAMS project. iii. The Consultant is expected to provide his/her own laptop for the work requirement. Subject to availability and with prior request, s/he may be provided with desk space during visits at the PMU. Support by the PMU for administrative and logistic requirements, e.g., coordination with focal persons at DOE or local partners may be provided on a case-to-case basis. iv. The Consultant shall consider at least seven (7) working days lead time for UNDP and the DOE to review outputs, give comments, certify approval/acceptance of outputs, etc.
Duration of the Work
Duty Station In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government. Scope of Price Proposal and Schedule of Payments
The Status report will be based on the individual program of work of the mentioned RE Facilities. At the minimum, the report may either be validation of program of work as contained in the Inception plan, a Commissioning report or a final installation report. All reports must include the list of persons and organizations interviewed and the sources of primary and secondary data. The Completion and Commissioning Report shall be based on the particularities of each RE Facility and the work schedule contained in the Inception Plan. a release is requested upon signing since the Individual consultant will have to conduct field assessment that will involve travels to the project sites.
Recommended Presentation of Offer i. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP; ii. UNDP Personal History Form (P11) or Curriculum Vitae (following the template attached) indicating all past experiences from similar projects or requirements, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional iii. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided below, and clearly stating the payment percentage as indicated in this TOR. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Criteria for Selection of the Best Offer Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be shortlisted and considered for evaluation of financial proposal. Also please refer to www.doe.gov.ph for information related to renewable energy projects.
