Antecedentes

UNDP Guinea-Bissau is seeking an experienced national communication consultant to support the communication activities of UNDP’s work in Guinea-Bissau.

Under the overall guidance of the Resident Representative, the Communications consultant participates in  implementation of the partnership and communications strategy of the office, as well as in the design, management, and implementation of the Country Office internal and external communications and digital strategies, with a focus on equipping teams to communicate, geared toward influencing the development agenda, promoting public and media outreach and mobilizing political and financial support for UNDP, in close collaboration with the partnership officer.

The Communications consultant maintains a working relationship with the Regional Communications Adviser. The Communications consultant works in close collaboration with both the Programme and Operations teams, staff of other UN Agencies, and the UNDP Communications Group staff (Regional Communications Adviser and HQ), ensuring the successful UNDP internal and external communication strategy implementation.

The Communications consultant supervises the Communications Team and endeavours to facilitate and provide capacity to programme staff on communication strategies that benefit and promote their thematic interventions and activities and enhances the visibility of UNDP.

Expected Deliverables

Reporting to the Resident Representative, the communication consultant will be responsible for the following deliverables:

  • Trends pertaining to the political and social landscape are analyzed and reported to the RR in weekly sessions.
  • Communication and advocacy instruments and materials for marketing and awareness-raising campaigns are developed/produced, including briefing materials and media materials.
  • Represents and leads UNDP’s contributions to the UN Country Team’s communications activities.
  • Leads the communication team and ensures resource mobilization for a growing and stronger communication and partnership unit.
  • Effective implementation of the CO publications strategy and plan is ensured.
  • CO publication activities are managed, such as drafting articles, providing content and norms for publishing, developing designs according to audiences, maintaining regular contact with   suppliers to ensure on-time production and dissemination of UNDP content.
  • The content of the websites and social media platforms are prepared to ensure consistency of the materials and messaging based on the CO’s communication strategy and other corporate strategic plans.
  • In collaboration with the the Accelerator Lab and the Partnership officer, the UNDP knowledge management platform is managed for better collaboration and information.
  • Joint UN information campaigns are organized and implemented (UN Day, World AIDS Day, etc.)
  • Regular newsletter, videos and other tools tailored to strategic audiences, including the weekly Our Office in 60 seconts video are drafted/produced.
  • Leads the weekly learning djumbai sessions and develops the format according to emerging needs, in collaboration with the AccLab.

Recruitment Qualifications

Required qualifications and experience Education:

Masters/Bachelors degree in media relations, journalism, developmental studies, psychology, linguistics, political science, sociology, business administration/marketing or equivalent.            

Experience:

  • Master’s Degree with 2 years or Bachelor’s degree with 4 years of relevant experience at the national or international level in communications, public relations or advocacy
  • Good command and awareness of language dynamics
  • Design and systems thinking experience is an asset
  • Proven analytical and strategic thinking required
  • Advanced knowledge of and experience with photography and video will be an asset.
  • Advanced knowledge of and experience with blogging and social media will be an asset.
  • Advanced user level with ICT and office software packages.

Good knowledge and experience in handling of web-based management systems.

Language:

Fluent written and spoken Portuguese is required. Working knowledge of English is an asset.

Evaluation Criteria:

  • Technical proposal will have an overall weight of 70%
  • Financial proposal will have a weight of 30%

Technical proposals need to obtain a minimum of 70% points to be considered technically responsive and to go through the next round of evaluation.
