Antecedentes

Travel
The Individual Contractor may be required to travel to UNDP field offices. In such cases, UNDP will reimburse travel expenses in accordance with UNDP daily allowance rates and travel policies

Office/Unit/Project Description
The Atlas eTendering module was introduced to UNDP Country Offices in Q4, 2012 as part of the Procurement Roadmap. In 2019, usage of the system became mandatory for all Internation Competitive tenders valued above USD 150,000. Since then, eTendering was widely adopted by UNDP globally, with over 120 offices having used the system in 2020.


In 2020 UNDP decided to move to a new more modern system based primarily in Oracle Cloud and ServiceNow platforms. Design work commenced in Q4 of 2020 and continuing in 2021. In June 2021 UNDP launched Phase 1 which included the sourcing module in Oracle and other parts of the process in ServiceNow. The initial rollout included 6 offices and with a phased approach, more officed will be included until a full rollout by the end of 2022.


Following this rollout, UNDP Procurement Services Unit (PSU) has established a project team that will support system users providing guidance and technical support and support the design of the additional modules and features. In this context, PSU intend to recruit a person to provide technical input and support system users to enable full rollout of the system and wider utilization of the system.

Institutional Arrangement
• The hired individual will report directly to the Project Manager. Reporting will be done one regular weekly and monthly basis.
• The individual will be expected to work closely with UNDP technical team, UNDP users in the field, and other UNDP PSU staff who are involved in the Quantum procurement system rollout project.
• The individual will be requested to be present in the UNDP Copenhagen office every working day, Monday to Friday, except UN official holidays and following general guidelines for accessing the office in UN City. Alternatively, a home-based arrangement from a different country may also be considered by UNDP during the selection process.

Deberes y responsabilidades

Scope of Work
1. Provide support to system users. Provide technical support to system users as required. The support will include:
a. Solving ad-hoc system issues faced by system users;
b. Guide users on how to use and navigate the system on ad-hoc bases;
c. Provide coaching and guidance on how to use the system for first time users.
d. Conduct online trainings for users;
e. Conduct classroom trainings or specific field office missions if necessary.

2. Develop system user resource guides and tools. PSU will develop several training materials for internal and external users. The support analyst will assist in the development of these guides, more specifically:
a. Develop specific parts of the guides as assigned by supervisor;
b. Provide input in other parts of the guide development by other team members;
c. Assist in consolidating guiding documents;
d. Maintain helpdesk support online system;
e. Develop response templates for most frequently asked questions;
f. Develop video recordings for system users;
g. Assist with development of dashboards and other report;


3. Assist with development of other system modules. Additional modules will be developed as part of the full implementation of the system during 2021 and 2022. he support analyst will assist by:
a. Provide input to business requirements for technical team;
b. Lead User Acceptance Tests (UAT) for specific modules and assist with UAT for other modules as assigned by team leader.
c. Assist with consolidating input from other stakeholders for specific parts/modules of the system as assigned by team leader.

 

Competencias

Required skills
• Practical experience in system support as help desk function in similar projects.
• Good understanding of key public procurement principles.
• Good knowledge of database setups and ERP systems.

• Good writing and presentation skills.
• Good public speaking and presentation skills.
• Working experience with UN/UNDP is an advantage


Required Language(s) (at working level)
Fluency in English. Knowledge of French and/or Spanish (or other UN official languages) is an advantage.

Minimum Qualifications of the Successful IPSA


Min. Academic Education
Bachelor Degree in Information Technology, Economics, or
relevant/related area. Master Degree is an advantage.


Min. years of relevant Work experience
Minimum 2 years of working experience in the field of information technology or procurement. Working experience in similar projects or
training experience is an advantage.
