Antecedentes

The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

1.  Institutionalizing Public Service Innovation and Improving Accountability

2.  Catalyzing Digital Financial Services and Fintech Innovations

3.  Incubating Private Sector-enabled Public Service Innovation

 Background of the Assignment:

E-Governance is the public sector’s use of information and communication technologies with the aim of improving information and service delivery, encouraging citizen participation in the decision-making process and making government more accountable, transparent and effective. The Knowledge Base of Innovative E-government Practices requires Innovative e-government solutions, services and applications. To bring transparency, dynamism in the administrative process and also to improve the efficiency, Bangladesh government has already launched several e government solutions.

Among many e-government solutions, electronic filing system(e-Nothi) is one of most widely used nation-wise decision-making systems for the Government offices of Bangladesh. Currently, this System is being used by 11,000+ Government offices for 100,000+ users from Ministry to Upazilla level offices across Bangladesh. Now, the aim is to implement the system to 19000+ offices for 200,000 users.  There can be different architectural requirements to scale up, process improvements, and technology improvements for scalability and smooth operation.

Aspire to Innovate (a2i) is looking to recruit a National Consultant – e-Governance Solutions who will be responsible to provide technical advisory support for different initiatives of a2i, specially for e-Nothi, D-nothi and judiciary related initiatives.

Objectives of the Assignment:

The overall objective of the assignment will be the following:

  • Ensure next level of eNothi expansion to 19000+ offices for 200,000+ users.
  • Ensure e-Nothi to D-Nothi for existing 11000 offices.
  • Ensure D-Nothi/N-Doptor process improvements.
  • Ensure proper strategy and policy formulation for e-Nothi/D-Nothi/N-Doptor.
  • Ensure project management services of Judiciary initiatives of a2i.

Scope of work, Duties and Responsibilities:

  1. Provide architectural support related to solution architecture, database architecture, offline accessibility, and process improvements for different D-Nothi versions (Web, Windows, Android and iOS etc.).
  2. Provide advisory support on deployment architecture, plan and methodology for the next level of eNothi expansion to 19,000+ offices for 200,000+ users.
  3. Provide advisory support on data migration policy, plan and best practices to migrate e-Nothi to D-Nothi for existing 11,000 offices.
  4. Provide advisory support on developing new features/enhancement considering third party systems integration with D-Nothi/N-Doptor.
  5. Provide advisory support on e-Nothi/D-Nothi/N-Doptor/Judiciary-related strategy and policy formulation.
  6. Provide Support on Technology specifications preparation related to service procurement of e-Nothi/D-Nothi/N-Doptor/Judiciary.
  7. Provide project management support on Judiciary (Digital Filing and Judicial Service Platform) initiatives of a2i.

Academic Qualifications:

 Minimum Bachelor Degree in Computer Science/Computer Science & Engg/IT or related field.

Years of experience:

  • At least 05 years’ job experience in enterprise-grade solution design/development and implementation in the Government /Corporate sector/International Development Agency.
  • Minimum 2 years of experience of working with National or International Development Partner/Government projects in e-Governance related technology development/management/operation.

Supervision and Performance Evaluation and Reporting:

The Consultant – e-Governance Solutions will be working with the Technology team of Aspire to Innovate (a2i) Programme. The activities done by the incumbent will be regularly monitored by the Project Manager of Aspire to Innovate (a2i) Programme.

A performance evaluation will be evaluated by the Project Manager of Aspire to Innovate (a2i) Programme. After 05 months of contract period, further continuation of the contract will depend upon the evaluation. 

Timeframe and deadlines:

The assignment will be for 40 working days over 5 months.

Financial Proposal:

 Lump sum contracts: The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Deliverables and Timeframe and payment:

The incumbent will be paid in 5 installments, after completing each of the activities. The assignment will focus on the following areas and activities: Payment of the consultant: The consultant will be paid 05 (Five months) equal installments on monthly basis upon completion of above deliverables.

Travel: All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

The incumbent will perform other related duties and responsibilities as and when required and assigned by project management. The incumbent should function as an effective team member of the Technology team.

EVALUATION

 Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points would be considered for the Financial Evaluation.

Financial Evaluation (Total 30 marks)-Maximum weigtage: 30%
All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Recommended Presentation of Offer:

Interested individuals must submit the following documents/information to demonstrate their qualifications.

Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

Brief description of why the individual considers him/herself as the most suitable for the assignment and a methodology on how she/she will approach and complete the assignment.

Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided

Suppose an organization/company/institution employs an Offeror and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA). In this case, the Offeror must indicate this at this point and ensure that all such costs are duly incorporated into the financial proposal submitted to UNDP.
