Antecedentes

To address the challenges of VAWG, the European Union (EU) and the United Nations have embarked on a new multi-year programme - the EU-UN Spotlight Initiative. The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls and harmful practices, in numerous countries globally. The Initiative comes with the highest level of commitment globally and is governed by the UN Deputy Secretary-General and the Vice President of the EU Commission.

The Spotlight Initiative in Timor-Leste is implemented through five UN agencies (UN Women, UNFPA, UNDP, UNICEF, and ILO) with a focus on addressing intimate partner violence and domestic violence. In addition to the five agencies above, the Programme involves collaboration with the International Organization for Migration, the Human Rights Advisor’s Unit, and the World Health Organization.

The overall vision of the Spotlight Initiative in Timor-Leste is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable Timor-Leste.

The Programme, aligned to the Timor-Leste "National Action Plan on Gender based Violence (2017-2021)" will contribute to the elimination of domestic violence/ intimate partner violence (DV/IPV) by responding to the needs of women and girls and addressing the underlying causes of violence against them by using a multi-sectoral and intersectional approach to implement intervention on the following six outcomes areas:

Pillar 4: Available, accessible, and acceptable, quality services

Pillar 5: Quality and reliable data

Pillar 6: Supporting women’s movements and relevant civil society organizations

The EU-UN Spotlight Initiative in Timor-Leste, with an original project duration from 2020 to 2021 (Dec 31st), has been granted a 6-month no-cost-extension in recognition of the challenging implementing circumstances to date (the COVID-19 pandemic and the April Flood of 2021). In late 2021, UNDP received the green light for the reprogramming of activities from Pillar 5 (Data) to Pillar 1 (Legal and Policy Framework) to strengthen the successful activities implemented in partnership with the National Parliament of Timor-Leste. For the support of the activities of Pillar 1, particularly those actions using communication to strengthen oversight on public accounts, UNDP is hiring a communications and outreach specialist.

Scope of Work

Under the supervision of the Project Manager of the Spotlight Initiative and the Chief Technical Advisor of the Parliament Project, the selected candidate will execute and ensure specific activities to deliver the project’s outputs:

1. Lead the development and implementation of the communication/outreach/engagement strategy, plans, campaigns, events, seminars, etc. for the project.

2. Coordinate the production of online and offline communication materials in different formats with internal and external partners to enhance the visibility of the project.

3. Strengthen partnerships with government and non-government bodies through the development and design of presentations, brochures, newsletters, and other engagement materials in English, Portuguese and Tetum languages.

4. Supervise and ensure that all events within the project are planned and organized effectively by preparing speeches, briefings, talking points, PowerPoint presentations, leave-behinds, press kits, or other materials as needed, and ensuring that media outreach is conducted effectively.

5. Ensure effective channels for dissemination of all information products to relevant target audiences identified and distribution supervised.

6. Manage media and press relations to enhance the positioning of project with national and local stakeholders and participants.

7. Ensure content and formal compliance with Spotlight Initiative global and regional guidelines and requirements on communications, branding, and visibility.

8. Liaise and coordinate with different UN agencies, the Spotlight Communications Taskforce, the Spotlight Initiative Secretariat, as well as communication teams from other countries where the Program has been implemented.

Institutional Arrangement

The consultant will work under the overall guidance and direction of the UNDP Project Manager of Spotlight Initiative and the Chief Technical Advisor of the Parliament Project, with periodical meetings with the National Parliament of Timor-Leste, RUNOs and other relevant stakeholders, as civil society organizations or other development partners. The consultant is expected to work from the Parliament Office. The scope of work is considered a full-time commitment.

Duration of the Work

The assignment will be for a period of 3 months, starting on April 2022 until  June 2022.

Duty Station

Dili, Timor-Leste. Expected travel to municipalities.

CRITERIA FOR SELECTION OF THE BEST OFFER

Combined scoring method – where the qualifications and methodology will be weighted a max. of 70%, and financial offer will be weighted to a max of 30%.

Note: Only candidates obtaining a minimum 49 points of the technical criteria will be considered for the financial evaluation.
