The process of BiH's accession to the European Union is one of the main drivers of reforms in the field of environment, which is largely related to the harmonization of domestic legislation with the EU acquis. In addition to the adopted legislation, implementing regulations, rules and procedures, and the ratification of many international agreements, many strategic documents have been drafted, which are the basis of BiH's continuous work on reforms in the environmental sector.
In accordance with the law, the Hydrometeorological Institute (HMI) of Republic of Srpska performs professional and other tasks from the competences of the Federation related to: development and functioning of meteorological, hydrological and seismological activities and environmental quality; atmospheric research, water resources, environmental quality (air, water and soil) and seismological processes; collecting, processing and publishing data from the area of interest for Federation and performing other tasks in the field of meteorology, hydrology, quality environment and seismology. The Institute also fulfills its obligations related to BiH's membership in the World Meteorological organization (WMO) applying its standards in data exchange and improvement services.
The overall objective of this assignment is to assist Lead Managers in HMI in Republic of Srpska in providing GHG inventory in various sectors such as agriculture, energy, industrial processes LUCF and waste.
Deberes y responsabilidades
- Support preparation of a detailed work-plan with GHG team
- Collect activity data for various sectors,
- Incorporate new data in GHG inventory,
- Perform Key Category Analysis in the various sectors.
- Review technical and support information on climate change studies, projects and initiatives that may contribute to the Project activities,
- Identify key sources in various sectors,
- Calculate emissions of all the various sectors in accordance with the 2006 IPCC Guidelines,
- Recalculate of emissions and removals of greenhouse gases in cases of improvement of methodology, emission factors or activity data, inclusion of new categories of sources and removals,
- Support development of QA/QC plan update and carrying out of sensitivity analysis and uncertainty,
- Contribute to preparation of inventory of GHG report.

Habilidades y experiencia requeridas
Academic Qualifications/Education:
- MA in natural/engineering sciences, social sciences (or BA with additional 2 years of experience)
Experience:
- At least two years of relevant professional experience (additional two years with BA),
- Experience in monitoring and studying the laws and by-laws and in particular documents relating to the environment operations,
- Experience in analytics and research and turning information into useful knowledge, relevant for context, or responsive to a stated need,
- Experience in overall document (hard or electronic) management; registry and retention policy including storing and archiving,
- Knowledge and understanding of the UNFCCC and its relevance in BIH context,
- Knowledge of the environmental issues in BiH,
- Understanding of GHGs inventory processes.
Languages Requirements:
- Knowledge of Bosnian/Croatian/Serbian and English is a must.

Individual will be evaluated based on the following methodology:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
