Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

The East and Southern Africa Region is increasingly faced with climate induced disasters particularly drought, flooding and cyclones with rising frequency and intensity. By the end of 2021, humanitarian stakeholders estimated that over 14 million people in the Horn of Africa were food insecure due to prolonged drought in a number of countries. This continues to have disproportionate impacts on women and the rural poor given the fact that they depend on fragile rainfed livelihood systems. In addition, the region continues to experience conflict leading to instability with estimates of about 4.7 million refugees and 14 million internally displaced by March 2021.  COVID 19 has exacerbated the humanitarian situation especially for women and girls but more so refugees, IDPs women, girls & far-to-reach communities, threatening to erode the gains on women’s empowerment. Thus, displaced women & girls have the highest vulnerability to economic and social risks; violence, limited access to social protection services and high rates of teen pregnancy.

 

To address some of these challenges particularly the negative impacts of COVID 19, UN Women has received funding that will support marginalized communities especially those in IDP and refugee camps to access and benefit from COVID 19 and other humanitarian interventions in Uganda and Somalia. To manage implementation of this new funding and other humanitarian initiatives, UN Women is seeking to hire a Programme Analyst Humanitarian and DRR.

 

Reporting to Humanitarian Specialist the Programme Analyst contributes to the effective management of UN Women programmes in the East and Southern African regional office by providing substantive inputs to programme design, formulation, implementation and evaluation of humanitarian interventions.  The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring and reporting of results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.     

Deberes y responsabilidades

Contribute technically to the development of programme strategies in the area of humanitarian action  

  • Provide substantive inputs to the design and formulation of programme/ project concept notes, proposals and initiatives;
  • Identify opportunities, areas for support and intervention related to humanitarian programmes

 

Provide substantive technical support to the implementation and management of the humanitarian programme

  • Coordinate the development of project workplans, tracking matrix and budget monitoring
  • Monitor implementation of humanitarian programme activities and projects;
  • Provide technical support to Country offices during call for proposals, procurement processes through reviews and feedback of critical documents
  • Review, coordinate and monitor the submission of Country Offices financial and narrative semiannual and annual reports;
  • Organize training for UN Women and partners on Results Based Management and monitor implementation.

 

Provide technical assistance and capacity development to project/programme partners

  • Provide technical advice, guidance, and tools to country offices to support effective implementation humanitarian activities
  • Build and manage relationships with partners and country offices to support implementation of humanitarian interventions
  • Conduct surveys and research to identify capacity building needs of Country Offices and partners and coordinate capacity building and training efforts.
  • Contribute to development of tools and strategies for capacity development of stakeholders and support in organizing and facilitating trainings

 

Provide technical inputs to the monitoring and reporting of the programme/project

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Organize quarterly review meetings with project focal points to exchange and share information on current progress on implementation process and identify areas of support
  • Coordinate the development, consolidation, review, and submission of narrative reports to the donor focusing on results, outputs and outcomes
  • Support capacity development on quality reporting

 

Provide substantive technical inputs to the management of people and finances of the humanitarian programme

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;

 

Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.
  • Support Country Offices to prepare for donor visits

 

Provide technical support to inter-agency coordination on humanitarian action to achieve coherence and alignment of UN Women programmes with other partners in the region

  • Provide substantive technical support to the Humanitarian Specialist on inter-agency coordination related activities by drafting background reports and briefs.
  • Participate in inter-agency coordination meetings as delegated

 

Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to humanitarian action
  • Coordinate the development of knowledge products, documentaries and best practices
  • Organize for knowledge sharing events and activities including knowledge exchange visits and south to south learning
  • Participate and contribute to UN Women humanitarian meetings and forums

Habilidades y experiencia requeridas

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

 

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the in humanitarian and disaster risk reduction is required
  • Experience coordinating and liaising with government agencies and/or donors is an asset.
  • Knowledge of results based management is an asset.

 

Language Requirements:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset;

 

NOTE: The duration of the assignment is for 364 days. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.
