Antecedentes

UNDP and the Ministry of Environment (MoE) are implementing the project “Building Armenia’s National Transparency Framework under Paris Agreement” UNDP-GEF Project (CBIT Project). The immediate objective of the project is to meet enhanced transparency requirements as defined in Article 13 of the Paris Agreement by strengthening institutional and technical capacity for measuring and reporting on emissions, mitigation and adaptation activities, and support received.

This project is in line with GEF-7 Program Objective CCM-3-8, “Foster enabling conditions for mainstreaming mitigation concerns into sustainable development strategies through capacity building initiative for transparency.” It follows from the commitments of the Government of Armenia under Paragraphs 7 to 10 of Article 13 of the Paris Agreement, which requires each Party to regularly provide a national inventory report, information necessary to track progress made in implementing and achieving its nationally determined contribution (NDC), information related to climate change impacts and adaptation, and information on support received.

The project will provide support for building institutional and technical capacities to meet these enhanced transparency requirements as defined in Article 13 of the Paris Agreement. It will use a capacity strengthening approach to shift from ad hoc reporting to a continuous process of Measurement, Reporting and Verification (MRV) that will capture transparency activities and allow the country to track its progress against its commitments under its NDC. The first project component will establish national institutional arrangements for an enhanced transparency framework, the second project component will introduce MRV systems that will support the enhanced transparency framework the, and the third project component will provide capacity building for stakeholders that will be necessary to support transparency-related activities over time.

Output 3.1.2 of the CBIT Project aims at strengthening sectoral emissions estimates for selected sectors and sources. This output will allow Armenia to address capacity needs related to specific aspects of the greenhouse gas (GHG) inventory identified in the course of the ICA. The CBIT Project will support refining estimates of emissions from the Agriculture Forestry and Land Use (AFOLU) sector and will also improve the estimates of emissions from the AFOLU sector with the special attention to the Lands and Aggregate sources and non-CO2 emission sources from land categories. Improvements will address both the quality of activity data (AD) in terms of their completeness and accuracy and the application of higher-tier methods for key categories. Specifically, the project will support moving from Tier 1 to Tier 2 for N20 (3C4) Direct Emissions and (3C5) Indirect Emissions from managed soils.

Objective:

The objective of this assignment is GHG emissions assessment from the Agriculture sub-sector of the “Agriculture, Forestry and Other Land Use” sector of GHG Inventory for 2018 and 2019 as a part of 2018, 2019 National Inventory Report, as well as mentoring and supporting relevant experts from the “Hydrometeorology and Monitoring Center” state non-commercial organization  in an assessment and analysis of GHG emissions from the 3B Land sub-sector (with the exception of the Forestry sub-sector) of the “Agriculture, Forestry and Other Land Use” sector of GHG Inventory. With objective to improve the AD formulate the scope and guide case studies/surveys to be conducted to improve the GHG inventory in the Agriculture sector following the recommendations provided in the Technical Analysis of Armenia's Third Biennial Update Report.

Deberes y responsabilidades

Under the overall guidance of UNDP Climate Change Programme Coordinator, direct supervision of the Project Team Leader and National Lead Expert on  GHG Emissions Inventory and in cooperation with the Project expert team, the National Expert will be responsible for the following:

Task 1: GHG emissions assessment of the Agriculture subsector (3.A and 3.C categories)

• Identify the categories of the Agriculture subsector for which the emissions should be reported.
• Assess and select the relevant approach to estimate emissions of each greenhouse gas emissions from Agriculture subsector considering possible improvements to the Agriculture sub-sector GHG Inventory following the recommendations provided in the Technical Analysis of Armenia's Third Biennial Update Report.
• Identify (choose or calculate) the emission factors for further application.
• Ensure completeness of the AD and assess uncertainty of the AD and emission factors.
• Following a QA/QC of AD conducted by the National Expert on Quality Assurance and Quality Control for Agriculture Sector of GHG Inventory, estimate Agriculture subsector GHG emissions for 2018, 2019.
• Develop a consistent time series for previous inventory years considering recent improvements to the quality of the Agriculture subsector AD.
• Develop the Agriculture subsector GHG Inventory report as a part of the 2018, 2019 pilot National Inventory Report.

Task 2: Support to the “Hydrometeorology and Monitoring Center” state non-commercial organization in developing GHG inventory for 3B Lands sub-category

• Guide the relevant experts on:
  • harmonization of the national land-use classification with 2006 IPCC Guidelines Land Use categories and preparation of Land-use conversion matrix for 2018, 2019.
  • identification of the categories of the Lands subsector for which the emissions should be reported.
  • assessment and selection of the relevant approach to estimate emissions of each greenhouse gas emissions from Lands subsector considering possible improvements depending on the availability of the AD.
  • choosing the AD, making up the list of the required data and identification of AD sources from which data collection should be conducted for 2018, 2019 GHG emission inventory.
  • data input and estimation of emissions in the IPCC Inventory software.
• Verify the work done and guide data input in the main database of the IPCC Inventory software for 3B Land sub-sector categories (with the exception of the Forestry sub-sector).
• Review and provide recommendations on the Final report on GHG emissions assessment from 3B Land sub-sector of the “Agriculture, Forestry and Other Land Use” sector of GHG Inventory for 2018 and 2019.

Task 3: Recommendations on GHG emissions assessment from the Harvested Wood Products and direct and indirect N2O emissions from managed soils categories

• Define a list of required AD on production and trade of various wood commodities enabling modelling emissions and removals associated with Harvested Wood Products based on the requirements of the 2006 IPCC Guidelines and software and verify AD collected for this purpose.

• Provide recommendations on the possible improvement of the Agriculture sector GHG emissions assessment based on the results of the surveys of the contracted service provider company on the manure management practices in Armenia and on the collection of the detailed AD enabling development of country-specific emission factors to estimate direct and indirect N2O emissions from managed soils.

Payment terms:

Evaluation of the outcomes is the responsibility of the UNDP Climate Change Programme Coordinator. Payment will be made in three installments upon completion of the tasks under each output and approval of deliverables by the UNDP country office.

Habilidades y experiencia requeridas

Education

• Master’s Degree or equivalent in Economics, Environmental sciences, Environmental engineering, Natural sciences or related areas.
• Trainings on GHG Inventory is an asset.

Experience

• At least 5 years of working experience in data collection/research in the context of GHG inventory Projects.  
• Experience in the Agriculture, Forestry and Other Land Use inventory data collection and analysis.
• Experience with development of National GHG Inventory report under the UNFCCC or relevant experience with preparing technical reports on climate change issues.
• Experience in working and collaborating with government counterparts is an asset.
• Experience in working with the internationally financed projects on national statistics improvement is an asset.

Language Skills

• Proficiency in Armenian; good knowledge of English. 

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the candidate whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
