Antecedentes

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, is a strong advocate and advocate for women and girls globally. UN Women, together with the National Commission for Women, Family and Demographic Policy under the President of the Republic of Kazakhstan (hereinafter referred to as the National Commission) and the Ministry of Information and Social Development of the Republic of Kazakhstan, is implementing a joint program to empower women.

United Nations country offices in Kazakhstan: UNDP, UN Women, UNFPA, and UNICEF, as part of a comprehensive program on gender equality and the empowerment of women and the elimination of violence against women in Kazakhstan, support the Government of Kazakhstan in the implementation of international obligations and, in particular, the recommendations of the Committee on the Elimination
of All Forms of Discrimination against Women (CEDAW) and the achievement of the Sustainable Development Goals (SDGs) and commitments under the Beijing Declaration and Platform for Action (BPA), based on the adopted national strategies and action plan on family and gender politics.

The Republic of Kazakhstan is a party to all the main international legal treaty mechanisms of the United Nations, the norms and requirements of which prohibit all types of discrimination and violation of human rights.

On June 29, 1998, Kazakhstan acceded to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). By joining CEDAW, Kazakhstan has committed itself to pursue without delay, by all appropriate means, a policy of eliminating discrimination against women.

In accordance with the provisions of Article 18 of the Convention, in 2018 Kazakhstan submitted the fifth periodic report to the Committee on the Elimination of Discrimination against Women, which was considered at the 74th session of the Committee in October 2019.
In 1998, by the Decree of the First President of the Republic of Kazakhstan - N. Nazarbayev, the National Commission for Family and Women Affairs under the President of the Republic of Kazakhstan was established.

During the years of activity of the National Commission for Women's Affairs and Family and Demographic Policy, the first socially significant structures on the issues of women's empowerment, as well as motherhood and childhood, were formed.

Kazakhstan has joined the fundamental documents of the UN in the field of empowerment and protection of women's rights and opportunities. A number of fundamental documents in the field of family and demographic policy of the country were adopted. In 2006, the Gender Equality Strategy for 2006-2016 was adopted and implemented, which made it possible to determine a uniform approach to
the issues of rights and opportunities not only for women, but also for men.

In 2016, the Concept of Family and Gender Policy of the Republic of Kazakhstan until 2030 was approved by Decree of the President of the Republic of Kazakhstan. The concept defines the mainprinciples and approaches in the formation of the country's family and gender policy.
In the sphere of the state gender policy, measures are being taken to achieve parity rights, benefits, duties and opportunities for women and men in all spheres of society, to overcome all forms and manifestations of gender discrimination. The country's family policy is primarily aimed at strengthening and protecting families, creating the necessary conditions conducive to the physical, intellectual, spiritual, moral development of families and their members, and protecting motherhood, fatherhood and childhood

 


 

 

 

 

 


Deberes y responsabilidades

The tasks of the national consultant include the following:
1. Analysis of the current situation, law enforcement practice and problematic issues in the field of preventing and combating discrimination against women.

2. Collection, processing and analysis of information from state bodies on the implementation of the recommendations of the UN Committee on the Elimination of Discrimination against Women (Concluding Observations of the Committee following the consideration of the 5th Report of the Republic of Kazakhstan), statistical data from the Bureau of National Statistics of the Agency for Strategic Planning and Reforms, the Committee on Legal statistics and special records of the General Prosecutor's Office of the Republic of Kazakhstan for the past reporting period (2019-2021) and other analytical information and data related to existing or emerging obstacles in Kazakhstan to the exercise and exercise by women of their rights and fundamental freedoms in civil, political, economic, social, cultural or any other sphere on an equal footing with men, as well as information on the measures envisaged to overcome these obstacles;

3. Conducting consultations with stakeholders, including government agencies, the civil sector for coordination and development of a common vision.

4. Preparation of an analytical report on the implementation by Kazakhstan of the provisions of the CEDAW, as well as the Concluding Observations of the UN Committee, its submission to the Ministry of Information and Social Development and the National Commission for Women, Family and Demographic Policy under the President of the Republic of Kazakhstan.

5. Assistance in the creation of an interdepartmental working group under the authorized body and participation in its work on the preparation of the draft 6th Periodic Report of the Republic of Kazakhstan on the implementation of CEDAW.

6. Development of recommendations on further measures of the state for the implementation of the Concluding Observations of the Committee, submitted following the consideration of the 5th Report of the Republic of Kazakhstan.

The national consultant is expected to work from home and conduct necessary consultations with UN Women and partners. All results must be submitted to and approved by the National Commission and UN Women

- At least 3 years of experience working with international organizations

Knowledge of languages:
- Excellent writing and speaking skills in Kazakh and Russian

Applicants must meet the above minimum qualification requirements, which will be included in the technical evaluation process in the future. The next stage of the evaluation process will support the methodology of combined analysis of the technical proposal (70%) and financial proposal (30%) of the applicant

Financial assessment:

The evaluation of the submitted financial proposals will be made on the basis of the following formula:

B = T + Clow / C x 300 where

T is the overall technical point awarded to the evaluation of the proposal (only those proposals that pass 70% of the technical evaluation);

C is the price of the evaluated offer; and

C is the lowest price of all evaluated proposals among the relevant proposals;

300 is the maximum financial point you can get.

The winner is the candidate who scores the highest score on the total score (according to the results of the technical assessment + financial assessment).

Candidate selection:

The contract will be offered to the candidate with the highest score in the cumulative evaluation.
