Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

 

The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 in 1996 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund (UNTF) is a global multi-lateral grant making mechanism supporting national efforts to prevent and end violence against women and girls, one of the most widespread human rights violations in the world. The UN Trust Fund provides technical assistance and funding to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls.

 

The UN Trust Fund manages approximately 150 grants a year and as this number has continued to increase this year, the workload involved also increased, in terms of the number of partners that now need to receive quality technical support and accompaniment in the implementation of their projects, as well as compliance with administrative and operational requirements of the UN Trust Fund and UN Women  The Consultant will ensure the proper support to the Grants Management Team for five months, during which a surge is expected in terms of support to new partners who will be starting their projects. The Consultant will support the programmatic management of a subset of the overall grants portfolio, with a focus on providing technical assistance to the grantees, coordination with all relevant UN Women focal points in the relevant region(s), supporting overall grant-making, grants related knowledge management and reporting, under the overall supervision of the Grants Manager and direct supervision of the EVAW Programme Specialist.

 

Under the overall guidance of the Grants Manager and the direct supervision of the EVAW Programme Specialist, the EVAW Programme Analyst will contribute to grant-giving support to the UN Trust Fund’s 2022 Call for Proposals processes and will provide temporary surge support to the EVAW Programme Specialist in grants portfolio management. 

Deberes y responsabilidades

Support the Monitoring and Grant-management processes for a subset of the UN Trust Fund’s global grants portfolio.

  • Support the Grants Management team in its management of up to 20 active grants through report review and provision of technical support to grantees (June to November 2022) 
  • Review and support the finalization of up to 6 new grantee project documents, accompanying budgets and results frameworks submitted to the UN Trust Fund (June – September 2022).
  • Review 19 progress and final reports and provide feedback to grantees as needed to ensure results-based reports and analysis and capturing of data. (July to October 2022). 
  • Perform a basic review of 19 financial reports and flag inconsistencies between financial spending and project implementation in collaboration with relevant finance staff (within the UNTF or in the field) before final approval for grants and subsequent disbursements. (July to October 2022). 
  • Support the Grants Management team in the coordination of all aspects related to the assigned grants portfolio, including liaising with external stakeholders to ensure required documentation is received according to timeline agreed upon and the same files are stored in the UNTF shared drive. (July to October 2022). 
  • Support and participate in knowledge exchange and capacity development events and trainings for existing and new grantees as needed, including through convening up to 8 Country Level exchanges between existing and new grantees and relevant UN Women Country Offices. (June – November 2022).
  • Support the EVAW Programme Specialist in monitoring audit recommendations and update Action Plans in the system, in coordination with the Operations team, where applicable. (July to October 2022). 
  • Identify challenges and lessons learned across the grants and contribute to a process of institutional learning through documenting lessons learned and contribution to modification of strategies and programmes. (July to October 2022). 

Provide technical inputs into Grants Management and Reporting:

  • Contribute to the maintenance of centralized regional portfolio matrix of active grants; and provide quarterly portfolio updates to the Programme Specialist and Grants Manager (July – November 2022). 
  • Prepare written contributions, including inputs for the UNTF annual donor report, newsletters and other reporting needs with a specific focus on high risk and marginalized groups (July to October 2022).  
  • Contribute to the UNTF’s current business process review and strategic planning processes from a project management perspective, including through supporting the development of revised SOPs and guidelines related to project grants management (August to October 2022).  
  • Support the Fund’s communications efforts through direct engagement with grant recipients to gather information about the achievements and impact of the grant, knowledge products, media, etc. and ensure communications accurately reflect grant programmes (July – November 2022).
  • Provide technical, operational and coordination support in the preparation of the 2022 Call for Proposals processes as identified by the Grants Manager (September – November 2022)

 

Support other activities as required by the Supervisor.

Habilidades y experiencia requeridas

 

Education:

  • Advanced University degree or equivalent in Political Science, International Development Studies, Gender/Women’s Studies or other relevant field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience:

  • A minimum of 2 years of relevant experience in managing complex and multi-component interventions with various partners and multi-stakeholders.
  • Experience in working on addressing issues related to violence against women and girls;
  • Experience in grants and project management is an asset;
  • Experience with databases and data management is an asset;
  • Experience in the United Nations, a governmental, other multilateral or civil society organization in a developed or developing country is an asset.

 

Language Requirements:

  • Fluency in English is required.
  • For this assignment, fluency in Spanish and/or French is required.
