Office/Unit/Project Description

The project “Accelerating data collaboration: from local successes to global scale” aims to build and test a good practice toolkit for national/local data innovation and collaboration – based on experimentations from the ground, developed in a lean and agile manner, open by default and easily adaptable to different country contexts. As countries struggle to manage - let alone harness - increasing quantities of data, this project will address the pressing need for robust, needs-driven data collaboration & governance with people at its core.?? 

  • Running from January 2022 to December 2023, the project will be delivered by the UN Development Programme (UNDP). It will support key objectives and activities, including:? 
  • Furthering the Sustainable Development Goals (SDGs), including by strengthening data partnerships and local capacities 
  • Promoting good governance in general, and data governance, data sharing and collaboration with the private sector specifically, including through improving the efficiency of public institutions? 
  • Supporting existing data management structures and better targeting and use of development data? 
  • Enhancing evidence-informed policymaking, including by expanding the use of non-traditional forms of data? 

Leveraging its global footprint and local presence, especially the Accelerator Labs in 91 countries, who have generated significant track records and growing portfolios of fast-track digital and data projects, UNDP will deploy a human-centered approach to develop a good practice toolkit for national and local data collaboration that is co-created with target countries and piloted in parallel. The toolkit will be focused on data collaboration for the use of non-traditional data with a special focus on private sector data. Equitable access to government services, a strict “no harm” policy and a focus on prevention of data biases are a genuine part of the project. This partnership approach will ensure that inclusion is not sacrificed for speed but is at the heart of the project.

Scope of Work 

Reporting into the Head of Data and technology for Chief Digital office , the incumbent will be responsible for below

Result 1.  

Facilitate the development of a good practice toolkit, communications material and online course for local data collaboration with building blocks for key enabler for success that are anchored in the real needs, demands and use-cases coming from countries and drawing on best practices and insights from UNDP’s country offices, in particular 91 Accelerator Labs, and a global expert group that will be established.?

Result 2

Coordinate the project with the two local country managers to implement the project in two countries for local data collaboration, conducted partially in parallel to the toolkit development to ensure real-time problem-solving, learning and analysis. The pilot will test the building blocks of the toolkit and aim to build long-term local capacity for data collaboration.   

Result 3.  

Ensure increased communication and knowledge exchange around good data governance, data privacy and collaboration, which will involve nurturing a Community of Practice (CoP) within the Digital Public Goods Alliance (DPGA) to promote ongoing exchange, learning and implementation in further countries, and to support the longer-term objectives, impact, and sustainability of the project 

Responsibilities:

  • Within delegated authority, the Global Project Manager will be responsible for the following duties:  
  • Lead the development of the good-practice toolkit and the nurturing of the community of practice 
  • Coordinate the global project and translate project board decisions into actionable results to ensure technically sound execution, sustainability, and ability to scale the project from the use cases. 
  • Allocate project resources, in alignment with project board, and coordinate monitoring and evaluation of project. 
  • Coordinate local project managers and collaborate with Global Communications/Partnerships Manager, Global Facilitation manager and colleagues across departments to set up and implement the project. 
  • Effectively liaise with the project board on the strategic planning and implementation of the project?and support the project board in setting up and maintaining trusted partnerships for the project. 
  • Report on developments of the project to the project board, circulate notifications of meetings, and prepare project board documentation in consultation with experts and/or leadership of the relevant units, as appropriate, when an agenda item has major policy, technology, financial, procurement, legal or human resources implications. 
  • Liaise with key external stakeholders in order to drive forward the project and establish and maintain partnerships with data experts, networks and other potential partners. 
  • Keep track of trends and developments in data best practices, tools, etc.

Min. Education requirements

  • Advanced university degree (Master’s degree or equivalent) in public administration, management, law, economics, finance or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree

Min. years of relevant work experience

  • At least 5 Years’ experience (with Maters) or 7 years (with Bachelors) of relevant professional experience

Required skills

  • Experience in working in and coordinating global public-private partnerships is required. This also includes proven experience in stakeholder management within global projects.  
  • At least two years of experience in delivering end-to-end global projects that has multiple stakeholders is required. 

Desired skills in addition to the competencies covered in the Competencies section

  • Experience in consulting and in running projects using data to advance decisions, strategies and execution is required.  
  • Understanding ethics in application of data to solve complex problems is required. 
  • Experience working with the UN or other large scale development organization is desirable.  
  • Experience in data for sustainable development and data analysis desirable 

Required Language(s)

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
