Antecedentes

UN Women is grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action.

 

The Policy Division brings together technical experts who: undertake issues-based research; analyze data on country, regional and global trends; build a knowledge base on policy commitments and their implementation; propose evidence-based options for global policy, norms and standards and for UN Women global programme strategies; and contribute substantive inputs to policy advocacy and technical cooperation programmes. The work of UN Women's Ending Violence against Women (EVAW) Section is broadly focused on a comprehensive approach to ending violence against women that addresses legislation and policies, prevention, services for survivors, research and data.

The Ending Violence Against Women (EVAW) Section is responsible for a number of functions including supporting the normative work on EVAW at the global level, developing and managing global level programmes and providing policy and technical advice to regional and country offices on EVAW.

 

The EVAW Section is supporting various UN Women country and regional programmes on EVAW, which aim at addressing all forms of violence against women and girls. These programmes aim to support transformative change on the ground to end violence against women and girls, in numerous countries globally. The EVAW Section works to ensure coherence, alignment, and strong technical quality of these large programmes, in line with regional/country context.

2020 was a milestone year for gender equality. It marked the 25th anniversary of the Fourth World Conference on Women and the adoption of the Beijing Declaration and Platform for Action (1995) (Beijing+25), the 20th anniversary of UN Security Council resolution 1325 on Women and Peace and Security, and the 5th anniversary of the adoption of the 2030 Agenda for Sustainable Development (2030

Action Coalitions reflect a core objective of the Generation Equality Forum: to achieve tangible results on gender equality during the UN Decade of Action (2020-2030) to deliver the Sustainable Development

 

Goals. The Action Coalition on Gender-Based Violence is one of the outcomes of the Generation Equality Forum. Along with five other Action Coalitions the Action Coalition on Gender-Based Violence will advance game changing results in the lives of women and girls in line with the  Global Acceleration Plan for Gender Equality and related commitments made by Action Coalition Leaders and commitment makers.

As a co-leader of the Action Coalition on Gender-Based Violence UN Women will drive delivery of the global acceleration plan and mobilize $400 million to lead transformative action in at least 25 countries to end GBV against women and girls and harmful practices. Contributing to the collective commitments of the Action Coalition on GBV UN Women will:

  • Galvanize the UN to build on good practices of the EU-UN Spotlight Initiative, scale up programming, ensure effective coordination and accountability mechanisms.
  • Step up innovative prevention strategies guided by the RESPECT framework
  • Strengthen access to justice through gender responsive policing and innovative technologies.
  • Amplify support and funding to WRO’s by, working with partners to secure a minimum 100 mill USD in grants through the UNTF.
  • Scale up Safe Cities for Women and Girls to create safe, empowering public spaces free of sexual harassment in 50 additional cities and strengthen action to end sexual harassment, exploitation and abuse in other settings.
  • Spearhead solutions to end tech facilitated GBV, working with tech companies, WRO’s and other partners to create global standards and women and girl designed solutions to tech facilitated GBV and discrimination.
  • Address gaps in quality disaggregated data, evidence and statistics on GBV.

Deberes y responsabilidades

Tasks and Deliverables – September 1st  to December 31st 2022

 

  • Under the supervision of the Policy Specialist, Ending Violence Against Women and Girls/ Thematic Lead, Action Coalition on Gender-Based Violence, the programme coordinator will provide overall support and coordination to the fulfillment of UN Women’s convening and leadership roles on the Action Coalition on GBV including to the action Coalition leadership structures and commitment makers to ensure efficiency of operations administration, communications, programme coordination and knowledge management.

 

Provide overall coordination, operational and technical support to Action Coalition on Gender-Based Violence:

  • Coordinate and organize events, meetings and workshops of the Action Coalition on GBV and its related leaders, commitment makers, UN system and internal stakeholders. Ensure that minutes of meetings are recorded.
  • Provide coordination support to the implementation, monitoring and evaluation of Action Coalition Commitments including direct support to commitment makers related to programme implementation, coherence and programme integrity based on evidence driven practice.
  • Monitor the Action Coalition’s communication with its leadership structure and relevant stakeholders, keep track of responses to the inquiries; and maintain an organized filing system for the requests/questions and inquiries received. Follow up on required action/outstanding issues and report on outcome/ result. Alert the Action Coalition Thematic Lead on critical issues to be addressed.
  • Draft and disseminate communication to Action Coalition Leaders and Commitment makers as instructed by and once cleared by the Thematic Lead.

 

Provide coordination support to strategic partnerships and relationship management,

  • Coordinate with and provide technical support to the management of strategic partnerships and relationships including through support to bilateral and multilateral institutions/donors, private sector and civil society and youth organizations to expand and/or sustain interest and resources for Action Coalition on GBV.
  • Coordinate the preparation of and provide technical support to strategic partnership background documents and analysis.
  • Coordinate actions related to youth and civil society stakeholders ensuring meaningful participation in action coalition processes, events and activities.

 

 

Provide support to advocacy, knowledge sharing and communication efforts of the Action Coalition on GBV

  • Draft briefing notes and presentations related to EVAW and the Action Coalition on GBV for UN women senior management, Co-leads, thematic lead and relevant partners
  • Provide support to technical inputs and draft documents related to the work of the Action Coalition on GBV as required by the action coalition secretariat and internal UN Women teams
  • Provide substantive support to research and analysis on key social, economic and political trends globally affecting the Action Coalition on Gender-Based Violence.
  • Provide research and analytical support on gender-based violence against women and girls through the production of policy documents, factsheets, data repositories, evidence briefs and presentations etc.
  • Support knowledge sharing and knowledge management for the Action Coalition on GBV including drafting of evidence briefs and presentations and coordination of knowledge sharing events and initiatives.
  • Manage an online repository of Action Coalition documents.
  • Support the publication of internal updates and a periodic newsletter of the Action Coalition on GBV to be disseminated to Action coalition leaders, commitment makers and other relevant partners.

 

 

 

Provide support to UN Women’s leadership role on the Action Coalition on GBV

 

  • Support coordination with UN Women policy leads and advisors in fulfillment of UN Women’s leadership role on the action coalition on GBV related to their dedicated areas of expertise (prevention, safe cities, essential services, VAW data, Spotlight). This includes support to the coordination/convening of collective commitment makers and with partner engagement.

 

  • Support internal coordination and updates with UN Women country and regional offices in fulfillment of UN Women’s leadership role on the GBV AC.

 

  • In connection with UN Women’s leadership role related to the collective commitment on harmful practices, support the finalization of UN Women’s draft strategy on harmful practices in consultation with UN Women country and regional offices.

Habilidades y experiencia requeridas

Education: 

  • Master’s degree (or equivalent) in political or social science, social work, international human rights law, development studies, gender/women's studies is required.
  • A first-level university degree in combination with three additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage. 

 

Experience: 

 

  • At least 5 years of progressively responsible experience in policy and programme coordination/management in the area of violence against women at country/ multi-country or regional level;
  • At least 5 years of progressively responsible experience working with multiple stakeholders including governments, civil society and youth organizations and coordination and planning processes at international level.
  • Proficient skills in the development of technical documents and inputs related to EVAW including research, analysis and writing with 5 years of experience.
  • Experience in contributing to normative and policy processes related to gender equality and gender-based violence.
  • Experience in the United Nations systems in an asset;

 

 

Language:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
