Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As the UN agency with the mandate to work on gender equality, UN Women is responsible for leading and coordinating United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world and at the country level. UN Women is also expected to provide strong and coherent leadership in support of countries’ priorities and efforts, building effective partnerships with civil society, the nodal government agency, private sector, and other relevant actors.

UN WOMEN plays a central role to deliver on UN Women’s normative support functions and strengthens linkages between normative work and operational activities. It contributes to the entity’s support for the development and strengthening of a comprehensive set of global norms, policies and standards on gender equality and women’s empowerment that is dynamic, responds to new and emerging issues, challenges and opportunities and is applied through action by Governments and other stakeholders at all levels. The Unit also has special responsibility for the coordination of substantive servicing of intergovernmental and expert bodies as mandated in relevant legislative documents. The division focuses on three broad areas of work: (i) engage with and service intergovernmental bodies related to gender equality and women’s empowerment, as well as managing India’s participation in regional and international policy discourse on gender equality; (ii) support and coordinate interagency coordination and its smooth running and follow-up; (iii) plan, organize and support in building partnerships with the private sector and the civil society in the country.

Within this context, UN Women seeks the services of a Project Assistant to support smooth management including implementation of the administrative unit work related to projects under Intergovernmental Processes, UN System Coordination and Women, Peace and Security team. Under the supervision of the Programme Analyst, will work in close collaboration with the Intergovernmental Processes, UN System Coordination and Women, Peace and Security  team as well as the operations team at UN WOMEN. 


Deberes y responsabilidades

Provide administrative support to the Programme Unit:

  • Undertake all logistical, administrative, and financial arrangements for organization for meetings, workshops, events, and missions;
  • Support the team with email follow up with Implementing Partners;
  • Regularly set up meetings with Implementing Partners and support in collating narrative an financial reports and supporting documents from partners;
  • Work closely with selected CSOs grantees of the programme to ensure timely delivery of the agreed deliverables;
  • Support in consolidating reports from partners;
  • Provide administrative support in the preparation of programme work plans, budgets, procurements and proposals on programme implementation arrangements;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims;
  • Process payments for consultants through timely submission of documents;
  • Receive correspondence and articulate the response with counterparts;
  • Support the registration of new contracts and vendors and ensure expenditures are aligned with budget lines;
  • Assist in drafting annual reports and workplan of the programme;
  • Maintain full compliance of administrative activities with UN Women rules, regulations, policies and procedures.

Provide administrative support to Resource Mobilization:

  • Prepare cost-sharing and other agreements;
  • Support to compile and process information from donors, Regional and Country Office, and programme team, as inputs to various databases and documents.

Provide administrative support to the financial management of the Programme Unit:

  • Support in budget revisions; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programme/projects, including the finalization of FACE forms (financial management form);
  • Review financial reports and assist them technically if need may arise;
  • Support in preparation of non-PO vouchers for development projects;
  • Assist in the preparation and follow up of cost-recovery bills for the programmes.

  • Workplan for the assignment.
  • Timely and effective delivery of the project.
  • Support in creation of projects and budget revisions for the programme.
  • Timely and accurate support to events, workshops, and travel missions.
  • Timely processing payments for partners and consultants.
  • Timely travel arrangements for the Programme Team, including travel requisitions and claims.
  • Timely registration of new contracts and vendors and ensure expenditures are aligned with budget line. 
  • Organizing logistical, administrative, and financial arrangements for meetings, workshops, events, and missions.

Habilidades y experiencia requeridas

Education:

  • Bachelor’s Degree  in Public Administration, Social Science, Gender Studies Business Management, or related field.

Experience:

  • Minimum 3 years of progressively responsible experience in administration or programme management/support.
  • Experience in working in a computer environment using multiple office software packages.
  • Experience in supporting project coordination and team.

Language Requirements:

  • Fluency in English and Hindi is required.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points)
  • Minimum Experience relevant to the assignment (15 points)
  • Experience in working in a computer environment using multiple office software packages (5 points)

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interviews – 60 Points
  • Writing Samples Evaluation - 40 Points

  • For an assignment requiring travel, consultants of 65 years or more require full medical examination and statement of fitness to work to engage in the consultancy.
