Office/Unit/Project Description
Article 13 of the Paris Agreement provides the outline for an enhanced transparency framework (ETF) for countries through which they can report on the actions they take related to climate change and the support that they provide and receive. UNDP has been supporting countries across the world in establishing and improving ETF and related reports to the UNFCCC (National Communications, Biennial Update Reports and Biennial Transparency Reports), with funding from the Global Environment Facility (GEF).
Further, led by UNDP’s Climate Policy and Strategies Team, the “Climate Promise” initiative is the world’s largest offer of support to countries on NDC enhancement and has contributed to an increase of climate mitigation and adaptation ambition. One of the most critical challenges to countries in designing and delivering their NDC targets is effective data and transparency. The ability to track, monitor and report on progress directly informs an understanding and ability to advance ambition in subsequent NDC revisions. As such, data and transparency have become critical workstreams within the Climate Promise.
Under the Climate Promise, the Government of Belgium has approved a contribution of 1.2 million euros to provide capacity building support on data and transparency to lusophone and francophone countries and foster south/ south exchanges. The project, “Enhancing climate transparency in developing countries – a contribution to the Climate Promise”, has as a primary objective to provide targeted countries with effective governance and enabling environment over time, to accelerate and scale NDC implementation, by providing streamlined support and capacity building on data and transparency. This will be delivered at the country and regional level with a focus on francophone and lusophone countries.
The project will be managed by a Project Manager and Transparency Advisor. UNDP is seeking a Programme Analyst who will support project implementation by coordinating inputs, providing support for the organization of events and other activities, and conducting financial management and reporting.
Institutional Arrangement
The Programme Analyst will report directly to the Project Manager and Transparncy Advisor and under overall supervision of the Climate Change Integrated Strategies Specialist in the Climate Policy and Strategies Team and will work in close collaboration with other project staff and consultants.

Scope of Work
The Programme Analyst will support the Project Manager in delivering the project’s expected activities while following UNDP financial and administrative rules and procedures. Further, the Programme Analyst will undertake qualitative analysis of lessons derived from the project and other UNDP-transparency initiatives for the development of knowledge management products. The incumbent will report to the Programe Manager and the Climate Change Integrated Strategies Specialist and will work in close collaboration with other project staff and consultants. Support to the delivery of Climate Transparency activities under the Climate Policy and Strategies Team, is also anticipated.
Specific duties include the following:
- Conduct transparency programme qualitative analysis (lessons learned and best practices) in coordination with other partners (UNEP CBIT GSP, PATPA, GEF SEC, etc) to draft reports and/or publications on this thematic area;
- Develop UNDP’s transparency support mapping and/or interactive dashboards in collaboration with the Climate Policy and Strategies Team intelligence pillar;
- Proactively assist in the planning, organization and execution of project activities as defined in the project proposal and as dictated by the management team;
- Assist the project team in the implementation of technical and operational activities for the preparation of the outputs under the project;
- In concert with network coordinators support the organization and coordination of seminars, training activities, workshops, and other exchange and facilitation events among project stakeholders to ensure rich and diverse peer-to-peer exchange;
- Coordinate reporting processes to ensure on-time and complete donor reporting as dictated by the project oversight plan;
- Oversee the day-to-day operations of the project, particularly with respect to the provision of technical services and support;
- Coordinate the preparation of detailed terms of reference for the international and local consultants and experts to be hired for the implementation of the project as needed;
- Coordinate the selection process of technical specialist to be hired by the Project according to the rules and procedures established by UNDP;
- Assist the Project Manager in executing and monitoring disbursements in accordance with the project budget and Work Plan;
- Develop and institute processes to ensure proper preparation, clearance and archiving of all workshop reports/minutes, results and other project deliverables’ and results for evaluation, audit and reporting purposes;
- Prepare and process requests for payments as authorized by the Project Manager and in accordance with UNDP and donor requirements.
