Through its focus on prevention and disaster resilience, UN Women ensures that new and existing disaster risks are mitigated by putting women at the center of disaster risk reduction, by giving them a voice, empowering them as disaster risk reduction leaders and actors, and by building their disaster and climate resilience. Evidence proves that the majority of victims and those affected by disasters and climate change are women. Due to the gendered dimensions of disaster risk, women and girls face greater vulnerability and exposure to disasters, yet women remain largely ignored and their capacities, unleveraged in conventional disaster risk reduction processes. Women also remain largely excluded from climate mitigation, with reduced access to climate finance, sustainable energy technology and decision making.

UN Women promotes gender-responsive disaster risk reduction through technical and policy support, provision of gender expertise to climate change and disaster risk reduction mechanisms and processes, and by implementing programmes and projects for gender-responsive disaster risk reduction and climate action.

This consultancy is expected to contribute to providing support to the Programme Specialist, Disaster Risk Reduction.

Under the overall supervision of the Programme Specialist, Disaster Risk Reduction, the consultant will contribute to UN Women’s triple mandate in the area of disaster risk reduction, providing drafting, research, policy and technical support to the Programme Specialist and field offices and contributing to interagency and intergovernmental processes. The consultant requires experience and understanding of gender equality and climate change, including climate resilience. The work involves supporting the Programme Specialist to translate UN Women's strategic plans into effective programmes and results and to provide support on DRR especially in the context of the Sendai Framework for Disaster Risk Reduction Agreement (SFA) and the the UN Plan of Action of DRR for Resilience. It also entails supporting the implementation of UN Women’s disaster risk management global programme initiative entitled Women’s Resilience to Disasters Programme.


Deberes y responsabilidades


Under the supervision of the Programme Specialist, DRR & Resilience, the WRD consultant will perform the following key services:

  1. Provide technical support to field offices upon request and in coordination with the Programme Specialist, DRR and resilience.
  2. Provide support to DRR and Climate Resilience interagency coordination mechanisms and meetings to advance gender-responsive DRR and resilience.
  3. Develop research material, speaking points and input to documents on gender-responsive disaster risk reduction and resilience;
  4. Contribute to monitoring, evaluation and reporting processes linked to UN Women’s global DRR portfolio;
  5. Support follow up to Global Platform on DRR, CSW66 and  APMCDRR preparations.
  6. Review policy documents, strategic papers and briefs and other DRR related documents for their gender-responsiveness;
  7. Develop gender-responsive DRR and resilience related communication material for social media and the WRD Knowledge Hub;
  8. Contribute to the development of WRD knowledge phase 2, including design, development of tools, text and input and take lead on certain WRD knowledge hub phase 2 sub-processes;
  9. Manage WRD knowledge hub communication, develop WRD knowledge, hub newsletter and contribute or take the lead on WRD social media campaigns as needed;
  10. Support the Programme Specialist, DRR & resilience with tasks relating to UN Women’s DRR and resilience portfolio.



  • Master degree or five years of relevant work experience in gender equality, disaster risk reduction (DRR), climate change, humanitarian action, resilience and/or any relevant field directly related to gender and disaster resilience.?
  • At least five years of professional experience in disaster risk reduction, humanitarian action and/or climate change. DRR experience at regional or country levels an advantage.
  • Demonstrated knowledge of gender equality and women’s empowerment in disaster risk reduction and resilience.

Habilidades y experiencia requeridas

  • Experience working on and supporting knowledge hubs an advantage.
  • Excellent writing skills, with a track record in writing programme development documents and reports (in English) related to gender and disaster risk reduction.
  • Previous experience with UN Women and engaging with diverse stakeholders, including CSOs, NGOs, national governments, and other UN agencies an advantage.
  • Fluency in English, with knowledge of other UN languages an advantage.
