Antecedentes

Following the approval of the knowledge and support technical assistance (KSTA) on Building Disaster-Resilient Infrastructure through Enhanced Knowledge, the ADB has engaged the United Nations Development Programme (UNDP) to deliver Output 3 “resilient recovery capacity enhanced”. This Output complements actions implemented under Output 1 and Output 2 of the Technical Assistance (TA), which seeks to strengthen action-oriented disaster risk management knowledge for disaster-resilient infrastructure in Armenia, Cambodia, Fiji and Sri Lanka, four Developing Member Countries (DMCs) of the Asian Development Bank (ADB). The grant fund for the project “resilient recovery capacity enhanced” was received from the Japan Fund for Poverty Reduction financed by the Government of Japan through the Asian Development Bank.

Output 3 will strengthen capacity in Armenia, Cambodia, Fiji and Sri Lanka, to ensure that appropriate disaster-resilient measures are defined and can be applied into pre and post-disaster planning for recovery efforts. The activities under this project will concentrate on supporting post-disaster needs assessment (PDNA) [1] training to government officials, focusing on infrastructure-related sectors, the utilization of contingency and recovery tools and plans, improved financial preparedness planning to help cover the additional costs of building back better, and effective post-disaster budget execution capabilities.

For the implementation of Output 3 UNDP will undertake the following tasks:

  • Develop 4 comprehensive country-specific post-disaster recovery plans, based on detailed consultations and needs assessment to ensure that support builds on existing efforts and is well coordinated.
  • Design and delivery of capacity building workshops (including related materials) for government officials and other stakeholders in disaster recovery planning, including country specific PDNA Guidelines, with focus on relevant road infrastructure-related sectors, in each of the 4 DMCs.
  • Provide technical inputs to the governments on developing their financial preparedness planning and post-disaster budget execution capabilities, in close collaboration with relevant ministries and private sector organizations.
  • Develop a comprehensive country-specific disaster recovery (DRF) concept/plan, based on detailed consultations and needs assessment to ensure that support builds on existing efforts and is well coordinated; and
  • Design and publish country specific PDNA and DRF educational Programme/Guidelines with focus on relevant infrastructure-related sectors, in the context of Asia and the Pacific.

The project officially started in January 2021 and will be implemented over a period of about two years by the UNDP Country Offices in coordination with the ADB resident missions and national relevant stakeholders in each country.

In the context of the implementation of the tasks described above, the purpose of this assignment is to provide technical inputs to the Governments of Armenia on developing comprehensive country-specific disaster recovery (DRF) and Post Disaster Need Assessment (PDNA) educational module for Volume A and selected sectors from Volume B (Housing, DRR and Community Infrastructure sectors). This assignment will complement actions undertaken to formulate a Housing and Infrastructure sector-specific disaster recovery plan in Armenia.

The development of this assignment will require the engagement of relevant national institutions, such as the Ministry of Emergency Situations, Ministry of Territorial Administration and Infrastructures, State Cadastre Committee, Urban development Committee, DRR National platform and Crisis Management State Academy etc. involved in this initiative. The engagement of these actors in the development of a DRF and PDNA training module will be key to the formulation of practical and feasible educational materials to address the challenges involved in the design and application of the DRF and PDNA assessment to strengthen pre-disaster preparation for recovery and post-disaster recovery capacities.

[1] PDNA is an internationally accepted methodology for determining the physical damages, economic losses, and costs of meeting recovery needs after a disaster triggered by a natural hazard through a government-led process. 


Deberes y responsabilidades

The objective of this consultancy is to provide technical inputs to the Government of Armenia on developing comprehensive country-specific disaster recovery (DRF) concept/plan.

Under the direction supervision of UNDP DRM Manager, the local expert will be responsible for the following tasks:

  • Leading the development of Disaster Recovery Framework (DRF) and Post Disaster Need Assessment (PDNA) education module with establishing cooperation network between the UNDP experts, Crisis Management State Academy (CMSA), DRR National Platform, Rescue Service etc.
  • Initiation of consultations with the Crisis Management State Academy on identification of main directions and sectoral assessment guidelines deemed necessary for integration on Academic curricula as a technical guide for sector specific PDNA assessments and technical experts who participate in actual assessment processes.
  • Translation, localization and approximation of Volume A and identified sectoral assessment guidelines from Volume B (Housing, DRR, Community Infrastructure,) into Armenian realities in close collaboration with the CMSA experts and representatives of the PDNA Thematic working group of the DRR National Platform of Armenia.
  • Formulation of DRF educational module Based on the DRF Concept developed by UNDP local expert.
  • Organize in-dept presentation of approximated educational materials and programme to PDANA Task Force and CMSA and update the materials in accordance to received feedback.
  • Development of a PDNA table-top exercise for the representatives of the line ministries and CMSA professors and students in Housing sectoral PDNA scenarios for strengthening the understanding and practical experience of sectoral PDNA.
  • Development recommendations for integration of PDNA/DRF training module in CMSA educational curricula with theoretical and practical exercises.
  • Ensuring the provision of final materials for the education module in electronic form, in Armenian.
  • Development and provision of Final report from the expert team in English.

Competencias

Habilidades y experiencia requeridas

Education

  • Advanced University degree (MSc, MA or PhD) in economics, Disaster Risk Management, natural resource management or anthropology.

Experience

  • At least 10 years of proven experience in the education sphere and at least 3 years in DRR.
  • Proven practical experience in information gathering and research methodology, as well as experience within the frame of internationally funded projects.
  • Experience in teaching in higher educational institutions, experience in developing of educational materials, experience in participation of international DRR programs.
  • Understanding of DRR international and National approach, strategies and frameworks.

Language

  • Excellent knowledge of Armenian and English. Knowledge of Russian is an asset

 

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the candidate whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
