Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s goal in Timor-Leste is to promote women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. In this regard, its programming in the country is connected to two corporate priority areas: enhancing women’s economic empowerment (WEE), and engaging women in all aspects of peace and security processes (WPS), supported by integrated efforts to ensure gender-sensitive plans and budgets and women’s right to live free of violence. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.

Women’s economic empowerment is also one of the key pillars of UN Women’s programming in Timor-Leste. Establishing an enabling environment and gender-responsive public spaces for advancing their economic engagement is essential in achieving women’s economic empowerment. This aligns to the Government of Timor-Leste’s existing gender equality commitments including its Safe Dili and Safe Baucau commitments, the Second Maubisse Declaration for Rural Women, and institutional reforms including Public Finance Management (PFM), and mainstreaming gender in the localization of the Sustainable Development Goals.

The COVID-19 pandemic has created ripple effects to global and local food security, and the war between Russia and Ukraine adds further challenge and arouses greater food security concerns, with reduced production, rising food and energy price and disrupted food supply chains. Guided by the analysis and recommendations of the Global Crisis Response Group on Food, Energy and Finance (GCRG) established by the Secretary-General, the Joint SDG Fund activated its Development Emergency Modality in May 2022 in response to the Global Food, Energy and Financing Crisis.

Timor-Leste isa food deficit and import-dependent country in May 2022, the national average price of wheat in Timor-Leste was 3 percent higher than two months ago and 5 percent higher than May 2021. The price of imported rice in June 2022 remains 5 percent higher than three-year average.

The food-related MSMEs owned or managed by women often encounter greater challenges and constraints, which include restricted access to markets, lack of transportation, and limited access to productive resources and finance (less than 1 percent of agricultural households have access to credit ). A survey found that 10% of the MSMEs which were interviewed reported that it was too difficult to apply credit. There are gender disparities of land ownership and women have limited access to land and property due to traditional and patriarchal practices, and only about 20% of women in Timor-Leste own land. Financial illiteracy, lack of information and support, and lack of land titles are major obstacles preventing women from accessing credit and financial services.

Given the current context, the United Nations Country Team in Timor Leste received a grant from to implement the Entrepreneurship, Energy, Empowerment for Women (3E4Women)  project  focuses on enhancing the capacity of women entrepreneurs engaged in food-related businesses to mitigate the impacts of increasing fuel prices and overall inflation on their operations, have access to finance, and to improve business plans to scale up their enterprises for increased food production. Hence, it addresses issues of food production, energy, and finance for women-owned small and micro-enterprises in Timor-Leste.

Objectives of the assignment

UN Women is seeking a consultant to work with the Women Economic Empowerment program to support conducting needs assessment and coordinating capacity building for food-related women-owned enterprises for the Entrepreneurship, Energy, Empowerment for Women (3E4Women) Project, supported by SDG  a Joint Project implemented by UN Women and UNDP in Dili, Liquica and Manatuto.

Scope of work/ Duties and Responsibility

Under the overall guidance of the Head of Office and direct supervision of National Programme Officer, WEE and close coordination with the UN Women Programme Specialist, EVAWG and WEE, the Consultant will work to:

Duration of the assignment

The duration of the assignment is up 70 working days over five months. The consultant is expected to commence work on 22 August 2022 and complete their assignment by 10 December 2022.

Performance Evaluation

The consultant’s performance will be evaluated against such criteria as: timelines, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Inputs

  • UN Women will provide the consultant reference materials, and printing facilities, will facilitate coordination with key stakeholders and provide office space if needed.
  • UN Women will provide logistic and transportation support when traveling out of Dili and municipality travel if required in support of the assignment.
  • UN Women will provide Daily Subsistence Allowance (DSA) to cover expenses outside of the Duty Station when applicable and upon approval of a Travel Authorization.
  • All arrangements will need to be adapted to current conditions, guidelines and requirements related to the COVID-19 pandemic.

  • Financial proposal. The financial proposal shall specify a total lump sum amount per each deliverable, including any travel, per diem and administrative fees, based on the template in Annex 1. The lump sum costs must be accompanied by a detailed breakdown of costs calculation. The actual payment will be payable based on the stated lump sum for each satisfactorily achieved deliverable.

Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A three-stage procedure is utilized in evaluating the proposals. Candidates who are fulfilling

 all the required skills and expertise will go to the technical evaluation process. The evaluation

 of the technical proposal is being completed prior to any price proposal being compared. 

Only the price proposal of the candidates who passed the minimum technical score of 70%

of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100.

  • The maximum number of points will be allotted to the lowest price proposal that is

opened/ evaluated and compared among those technical qualified candidates who have

attained a minimum of 70% score in the technical evaluation. All other price proposals will

received points in inverse proportion to the lowest price.
