The UNODC Programme Office in the Philippines (POPHL) leads the component on Human Rights-Based Approach to Drug Control (HRBA-Drugs) for the UN Joint Programme for the Promotion and Protection of Human Rights in the Philippines (UN JPHR). The joint programme is a three-year endeavor that aims to improve further the situation of human rights in the Philippines, to provide support for the country in its continued fulfillment of its international human rights obligations and commitments. It is governed by a Steering Committee that the UN Resident Coordinator and the Philippines Secretary of Justice co-chair. The Department of Justice serves as the Steering Committee secretariat. The HRBA-Drugs workplan outlines three major outputs, with 16 activities spread out in these outputs: Drug Demand Reduction; Cross-cutting Issues notably Persons Deprived of Liberty and Women; and International Cooperation. The activities include capacity building / training on human rights-based approaches to the drug problem, inter-agency meetings especially of the Technical Working Group on HRBA-Drugs. It also includes some initial researches, reviews and documentation of evidence-based good practice. The HRBA-Drugs component is governed by a Technical Working Group (TWG) that UNODC POPHL and the Dangerous Drugs Board (DDB) co-chair. The TWG is composed of 14 Government Agencies and civil society representatives. It meets regularly to discuss and make decisions on workplans and outputs. The DDB and UNODC act as the joint Secretariat.

OBJECTIVES OF THE ASSIGNMENT The UNODC seeks a consultant to support the implementation of activities particularly for the activity indicated above. Under the supervision of the UNODC Senior Resident Policy Advisor in the Philippines, the Individual Consultant shall provide training and event management services to the UNODC POPHL as well as documentation of activities.
SCOPE OF WORK For the period 15 August 2022 to 14 August 2023, the Consultant will provide training and events management services as well as documentation support to the HRBA-Drugs component of the UN Joint Programme on Human Rights. Consultant will be directly reporting to and supervised by the Senior Policy Adviser of UNODC POPHL, and shall receive guidance from the Senior National Programme Officer. The services shall include the following:
EXPECTED OUTPUTS AND DELIVERABLES The following task and deliverables table shall guide the Consultant’s work:
INSTITUTIONAL ARRANGEMENT Under the supervision of the UNODC Senior Resident Policy Advisor, the consultant is expected to constantly update the Senior National Programme Officer on the progress of his/her work related to the project to ensure that targets are met in a timely manner. DUTY STATION AND DURATION OF WORK Duty Station: Manila, Philippines (with possible travel within the country). The Consultant is expected to work remotely and provide his/her own laptop, workspace, internet connection for the work requirement. In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government and in compliance with community quarantine policies. Duration of work: 134 person days spread over 12 months (schedule of report submissions and other related documents is as indicated in the Expected Outputs and Deliverables clause). The Offers received will be evaluated using a combined scoring method - where technical proposal will be weighted 70 points and combined with the price offer which will be weighted 30 points. The CV will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be shortlisted and considered for evaluation of financial proposal.
