Antecedentes

Background

UN Resident Coordinator’s Office requires the services of a translator to translate legal materials, including but not limited to legislation and bills (draft laws), adhering to standards used in translating legal documents and matters of the law, with proper use of terminologies in line with international definitions in the legal and human rights field.

Scope of Work

I. Translation of the below-listed documents from Dhivehi to English:

  1. Bill amending the Criminal Procedures Act (12/2016) pertaining to Witness Protection (58 pages)
  2. Freedom of Assembly Act (25 pages)
    1. 1st Amendment (1 page)
  3. Religious Unity Act (4 pages)
    1. 1st Amendment (3 pages)
    2. 2nd Amendment (9 pages)
    3. 3rd Amendment (32 pages)

II. The number of pages which would require full translation is 132.

Institutional Arrangement

The Consultant will report, every fortnight on progress of translation, to the Senior Human Rights Adviser at the UN Resident Coordinator’s Office.

 

Duration of the Work

Total number of working days: Two (2) Months

 

Duty Station: Remote

Fluency in English and Dhivehi is required.

Qualifications

I. Education:

  • A bachelor’s degree in the Law is required.

 

II. Experience:

  •  At least three (3) years’ experience in translating legal documents using right correct terminology from Dhivehi to English (and vice-versa) is required.
  • At least one (1) year experience in the Maldivian legal system is desirable.
  • At least one (1) year experience in translating documents from Dhivehi to English (and vice-versa) for UN agencies is an advantage.

  • Financial proposal indicating lumpsum fee in MVR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal must include a breakdown of the fee in per pages.

 

Evaluation method & criteria

Technical Criteria for Evaluation (130 marks)

  • Criteria 1: Education and proof of advanced Language of English (15 marks)
    • O level (5 marks)
    • CPE/ IELTS (10 marks)
  • Criteria 2:  3 years’ experience in translating legal documents using right correct terminology from Dhivehi to English (70 marks)
    • 0-1 years (10 marks)
    • 1-2 years (15 marks)
    • 2-3 years (20 marks)
    • 3 and above (25 marks)
  • Criteria 3: At least one (1) year experience in the Maldivian legal system (45 marks)
    • 0-6 months years (10 marks)
    • 6-12 months (15 marks)
    • 1 years and above (20 marks)
