Office/Unit/Project Description

The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so countries can sustain progress. As the UN’s development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs).

To respond effectively to complex development challenges, partnership is at the heart of everything UNDP does. In the organization, the Bureau for External Relations and Advocacy (BERA) leads and supports UNDP in cultivating, building and nurturing strategic relationships and alliances with Member States, UN sister agencies, private sector and civil society, that are essential for successfully achieving its mission of advancing the eradication of poverty and the reduction of inequalities and exclusion.

The UNDP Geneva Representation Office (GRO) is an integrated partnership office, led by BERA, working across programmatic and representational functions. It contributes to UNDP’s mission by engaging and forging partnerships with a wide range of partners in Geneva and across Europe to support the attainment of the SDGs. As emphasized during the 2020’s review of UNDP’s External Relations, in addition to leading donor relations with Switzerland and France and contributing to intergovernmental processes with Member States’ Permanent Missions, the Office has a specific responsibility for the development of partnerships with UN sister agencies and other international organisations headquartered in Geneva, as well as with the private sector and with civil society.

Working closely with relevant UNDP teams in BERA, as well as with the UNDP Bureau of Policy and Programme Support, the UNDP Crisis Bureau and relevant UNDP Regional Bureaux and Country Offices, the Advocacy and Outreach Consultant will support a broad range of UNDP’s external engagement activities, positioning UNDP’s thought-leadership on issues ranging from the response to the impacts of the war in Ukraine and the ongoing COVID-19 pandemic, rising poverty and inequalities, climate emergency or development finance. S/he will support policy dialogues with a wide range of Geneva-based and international stakeholders and be in charge or organizing several advocacy events and developing advocacy material to reinvigorate support to multilateral development cooperation and UNDP’s mandate.

 

Instituional Arrangement

The Advocacy and Outreach consultant will be working under the direct supervision of the UNDP Geneva Partnership Manager and under overall guidance of the UNDP Geneva Office Director. S/he will be based in the UNDP office in Geneva, with possibility for flexible working arrangements, in line with UNDP’s rules and regulations.
Official travels may also be required as part of the contract in accordance with the UNDP standard policies and procedures for IPSA contractor.

Duties and Responsibilities - Scope of Work: The Consultant will be responsible for:


A.   Support to Partnership Building and Advocacy with Geneva-based stakeholders (40%):

  • In consultation with relevant UNDP colleagues, contribute to the elaboration of concept notes and partnership strategies, communication documents, and preparation of external engagement (e.g: speeches, talking points), to inform UNDP’s collaboration with relevant UN and international organisations, government partners and civil society and academic partners,  in line with identified UNDP’s corporate priorities, eg. around prevention and response to crisis and fragility, climate action, or innovation/digital ;
  • Support design of advocacy materials presenting UNDP’s work/results for a wide range of external audiences ;
  • Attend thematic debates and sustainable development events taking place in Geneva (or virtually) and prepare reports and substantive analysis, summarizing relevant policy work and activities of UN sister agencies and monitoring inter-governmental and inter-agency processes of relevance to UNDP’s priorities. This may notably include activities related to the work of WHO, ILO, ITU, WTO, UNCHR, OHCHR, IOM, working closely with colleagues in the UNDP’s Global Policy network;
  • Provide preliminary research, logistical assistance and adequate follow-up for missions and meetings of UNDP’s senior management and UNDP Geneva Director with the international community in Geneva;
  • Support responses to internal and external requests for information and prepare replies to partner queries, including when needed correspondence for high-level external counterparts.

B.   Event organisation (30%):

Under the guidance of the UNDP Geneva Office senior management, and in partnership with relevant policy colleagues and administrative colleagues, lead on the organization of in-person and virtual policy dialogues and advocacy events in Geneva (e.g.: Climate dialogues), including through ensuring:

  • Conceptualization: drafting of concept notes, booking of speakers, liaison with partners;
  • Logistics: liaison with key departments of the UN/DP, including for venue and services, invitation, registration of participants; IT preparations;
  • Creation of Event materials and collaterals (brochures, flyers);
  • Public relations and advocacy: coordinating and following-up on invitations and raising interest for UNDP events within the International Geneva Community, including through targeted social media campaigns and other relevant marketing approaches (newsletters, etc);
  • Event follow-ups: drafting of summaries and recommendations, thank- you notes, etc.

C.   Office management and administrative support (30%):

  • Create, update and manage database of relevant partners including Member States representatives, International Organizations and civil Society, for engagement by the UNDP Geneva Office;
  • Help support integration of a new Client Relationship Management (CRM) tool within the UNDP Geneva Office to enhance internal information exchange within UNDP, including with HQ and Country offices;
  • Facilitate adequate coordination with the different policy units hosted in the Geneva Office, though using ad-hoc and systematic information-sharing mechanisms to ensure a coherent external outreach by UNDP;
  • Promote thematic knowledge exchanges between the different UNDP Geneva units, including through sharing of periodic analysis/reports and organization of internal events/webinars with UNDP headquarters and regional/thematic units;
  • Act as focal point for UNDP Geneva Offices’ efforts to green its operations, including in the context of UNDP’s participation in the 2050Today initiative;
  • Support the administration and financial reporting of the Geneva Innovative Partnerships and Advocacy for Change Engagement Facility (project managed by the UNDP Geneva Office, BERA team);
  • Provide any other additional support as requested by the UNDP Geneva management.

Competencias

Desired additional skills and competencies

  • Prior experience with the UN system and knowledge of UNDP’s mandate, programmes and operations is an asset.
  • Knowledge of client relationship management software (such as Salesforce) is an asset.
  • Knowledge of design and marketing tools to produce high quality external documents would be an asset
  • Knowledge of various protocols and processes associated with organizing events at the UN, including procurement practices is also an asset.

Min. Academic Education

  • Masters Degree  on International Relations, Social Sciences, Economics, Local Development, Development Studies is required.
  • Bachelors Degree with additional two years of experience will be accepted in lieu of Masters degree.

Min. years of relevant Work experience

  • At least 2 years of relevant work experience, including with at least one assignment in a bilateral development agency or an international organization.
  • Proven professional experience in the areas of event coordination, advocacy, communications or partnership management.
  • Demonstrated experience working with and creating content for policy debates, including experience in conceiving creative, attractive and compelling advocacy materials.
  • Strong familiarity with international development issues, ideally in the UN system.
  • Experience in engaging and liaising with a wide range of stakeolders, coordinating complex relationships around a common agenda.

  • Highly motivated and a self-starter, with an excellent combination of strategic vision on advocacy and communication as well as practical technical and event coordination skills
  • Excellent organization and coordination skills, with ability to plan and deliver activities with limited supervision and by taking initiatives, with strong interpersonal, diplomatic and liaison skills.
  • Proven ability to find creative solutions to complex problems with an excellent ability to work effective under pressure and with tight timelines, managing competing priorities, with a focus on results.
  • Proven ability to write clearly and convincingly in English, adapting style and content to different audiences, with meticulous copy-editing skills and rigorous eye for content accuracy.
  • Attention to details, with ability to produce high quality external documents and outputs, including with familiary with design/layout tools (for brochures/flyers, web content, etc.).
  • Strong understanding and knowledge of development issues and demonstrated ability to think strategically and to convey complex development concepts in a clear and perusaive manner.
  • Strong communication skills with ability to to engage with partners in external meetings.
  • Openness to change and ability to receive / integrate feedback.
  • Demonstrated integrity by modelling the UN's values and ethical standards; displaying cultural, gender, religion, nationality and age sensitivity and adaptability.

Required Language(s) (at working level)

  • Fluency in spoken and written English is a must.
  • Knowledge of French and German would be an asset.
