UN Women is the UN Entity for Gender Equality and the Empowerment of Women. UN Women is dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

All human development and human rights issues have gender dimensions. UN Women focuses on priority areas that are fundamental to women’s equality, and that can unlock progress across the board. Five focus areas of interventions include ending violence against women; economic empowerment; leadership and participation; peace and security; and national planning and budgeting.

UN Women works on several fronts towards ending violence against women and girls. This includes tackling its main root cause: gender inequality. Interventions focus both on prevention as well as response mechanisms. Efforts are multiplied through advocacy campaigns and partnerships with governments, civil society, private sector, and sister UN agencies. Initiatives range from working to establish legal frameworks and specific national actions, to supporting prevention at the grassroots level, including in conflict and post-conflict situations, and building capacities of relevant stakeholders.

Responding to the shadow pandemic, UN Women is implementing a programme titled ‘Gender-Responsive COVID-19 Recovery in India’ to reduce the disproportionate gender-based risks and negative impact of COVID-19 on women, including those who are the most marginalized and in particularly vulnerable situations.

In this context, UN Women seeks to hire a consultant to analyse the situational context of rates and responses from state and civil society organizations specific to COVID-19 in the states of UP and Punjab, conduct research and prepare police briefs with policy recommendation for prevention and response in violence against women in states of UP and Punjab during the pandemic.

Under the guidance and supervision of the EVAW Programme Specialist, UN WOMEN, the Consultant will undertake the following key tasks and other responsibilities as may be assigned.

Deberes y responsabilidades

The Consultant will be responsible for the following:

  • Conduct desk research for analysing the COVID-19 situational context of GBV rates and responses from state and civil society organizations specific to COVID in the states of UP and Punjab;
  • Carry out stakeholder mapping and prepare a list for Key Informant Interviews in consultation with implementing partners of the programme and the EVAW team at UN Women India Office;
  •  Prepare interview guides and tools;
  • Conduct interviews (10-15) in each state following which analyze the data towards some policy recommendations and impact stories;
  • Prepare two briefs (one for UP and one for Punjab) with policy recommendations for advocacy, prevention and response to violence against women during COVID 19 focusing on impact stories.

Deliverables:

Deliverable 1: A situational analysis report on the GBV rates and responses from state and civil society organizations specific to COVID in the states of UP and Punjab (by 30th September 2022)

Deliverable 2: A Report from primary research (interviews) (by 30th October 2022)

Deliverable 3: Two police briefs (incorporating inputs from UNW India and Implementing Partners) with policy recommendations for advocacy, prevention and response to violence against women during COVID 19 focusing on impact stories (one for UP and one for Punjab) (by 10th November 2022)

Habilidades y experiencia requeridas

Education:

  • A Master’s in gender studies/development studies/social sciences/legal studies is desirable.
  • A Phd degree is an added advantage.

Experience:

  • Minimum 8 years’ experience of working on projects related to ending violence against women.
  • Minimum 5 years of research/action research experience in the field of gender equality.
  • Proven experience of developing policy briefs.
  • Proven experience of working with Government and civil society and private stakeholders in safety and ending violence against women and girls.
  • Experience of working in the similar assignments is preferable.
  • Experience of working in the development sector, desirable.
  • Experience of working with UN agencies, international organization is desirable.
  • Demonstrate ability to meet assignment deadlines with minimal supervision.

Language Requirements:

  • Proficiency in English and a good command on Hindi as a medium of communication.
  • Working language of Punjabi is desirable.

Evaluation and Selection Criteria:

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points).
  • Expertise and Experience relevant to the assignment (10 points).
  • Demonstrable experience of working on gender issues (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interviews (100 points)

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
