Antecedentes

I.Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Country Office (CCO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments.  The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections.  Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR).  A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

The current project aims to respond to the most urgent needs of highly vulnerable women and girls, particularly migrant workers, ethnic minorities, people working in the informal sector and those living in disaster-prone areas, who are disproportionately affected by the severe resurgence of COVID-19 pandemic after April 2021 in Mekong countries. It will also contribute to highlighting need for gender-responsive measures into COVID-19 socio-economic recovery plans. The project builds on cross-cutting elements foundational to a comprehensive COVID-19 prevention and response approach. The normative components, including policies and standards, within this project will influence how all gender equality and empowerment of women and girls approaches are adaptive in the COVID-19 context. The services and capacity strengthening components will demonstrate the implementation of these standards and norms within this new context.

UN Women Programme Office is seeking for a consultant for programme development and monitoring on gender response COVID-19 prevention and response that is situated under the ending violence against women programme in Cambodia.

II.Duties and responsibilities

The Consultant will work under the supervision of the National Programme Officer and will work closely with the Country Programme Coordinator to undertake the tasks outlined below:

  1. Develop a programme in the area of gender response COVID-19 response and prevention:
  • Provide technical inputs, mentoring and capacity development for frontline service providers on gender, risk factors for cross border migration, especially for women migrant workers, and principles and coordinated quality service provision in responding to gender based violence;
  • Provide technical inputs, especially from gender lens and women’s right principles, for producing media products to be used for community outreach and campaign which aim to mitigate risk to COVID-19 infection and provide service information on gender based violence;
  • Develop inception period report and revisit implementation plan for the gender responsive COVID-19 Response and Prevention. This includes adjustment where it is relevant;
  • Develop project impact stories/documentations.
  • Provide gender and women’s right technical inputs to work with key stakeholder partners:  including a conduct and analysis of rapid scoping visit to the proposed project target areas. This includes development of concept note for a conduct of rapid scoping visit and meeting with the most relevant stakeholders and report writing.
  1. Lead in developing training programme for service providers at the border checkpoints on gender, risk factors for cross border migration, including risks gender-based violence and infection of COVID-19.
  • Conduct consultations/meetings with UN Agencies (i.e IOM, ILO, UNFPA, WHO etc.) that have been working along the borders, especially project on providing the support to the government to containment of COVID-19 spread and gender-based violence,
  • Design and facilitate trainings focus on gender lens and women’s right principle. This includes a conduct of a quick training needs assessment with potential/identified trainee, lead in developing training manual in consultation with project stakeholders, such as Secretariat of National Committee for Counter Training and Ministry of Women’s Affairs-Secretariat for Technical Working Group-International Cooperation
  • Provide training sessions and provide training summary report, including what work well and what need to be improved.
  1. Provide technical inputs and advice on planning and communications capacity of UN Women Programme Office in Cambodia in relation to gender responsive COVID-19 response and prevention:  
  • Technical inputs and guidance on gender responsive COVID-19 response and prevention to planning and reporting processes
  • Training and mentoring leading to the production of communications materials on Gender and COVID-19 response.

III.Supervision

The consultant will work in close collaboration with the UNWOMEN programme team in Cambodia under the direct supervision of the National Programme Officer in Cambodia and overall technical guidance of the regional relevant team.

VI.Required qualifications

Education:

Master’s degree in public policy, gender, development/environment studies, public health, international relations, or other related disciplines

Experience:

  • Minimum 5 years progressively responsible relevant experience;
  • At least 3 years of experience in designing programmes and conducting project monitoring and evaluation; including report writing and impact story writing
  • Sound knowledge of gender equality and women’s empowerment (theory and practice); and
  • Sound knowledge of international norms, standards and frameworks gender and women economic empowerment, labour migration and public health
  • Sound knowledge of the Southeast Asia Context, including Cambodia, would be an asset

Language Requirements:

VII. Contract period and work 

The assignment period is from 20 September 2022 to 20 February 2023. The assignment is based in Cambodia. The consultant may be required to travel outside of Phnom Penh as needed for the purpose of the assignment where required by UN Women-Cambodia. The standard UN Daily Subsistence Allowance (DSA) will apply to any travel outside duty station that may be required in the fulfillment of this assignment.

VIII. Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  •  Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments:

Payments for this consultancy will be based on the achievement of deliverable and certification that each has been satisfactorily completed. Payment will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
