The UN Women Myanmar Country Office works towards promoting the Women, Peace and Security in support of women and girls in Myanmar. The Myanmar Country Office wants to strengthen its communication, in collaboration with the United Nations Country Team to continue highlighting the needs and advances made by women and girls in Myanmar and towards gender equality and women’s empowerment.
Objective of the service
Under the overall guidance of the Country Representative a.i. and in direct collaboration with Project Managers and team leads, the communication consultant leads the development and implementation of a communication strategy in line with the corporate standards geared towards increasing the outreach and visibility of contribution to the achievement of gender equality and women’s empowerment in Myanmar.
Deberes y responsabilidades
1. Lead the development and dissemination of conflict-sensitive advocacy and information materials in
the country, to ensure visibility of the situation of women and girls in Myanmar
- Conduct communication needs assessments for the UN Women Country Office (CO), including projects and cooperate initiatives.
- Design, develop, and implement communication and outreach/ advocacy strategy in line with the UNCT Communication Groups conflict-sensitive communication strategy and plans
- Launch and coordinate in-country UN Women, UN system corporate and local campaigns and special events
- Participate in and ensure gender perspective in the UN Communications Group, and report back to UN Women on key opportunities and information;
- Develop and contribute to communication and advocacy instruments and materials, including briefing materials, joint press statements, and articles and coordinate its dissemination through effective channels;
- Monitor and analyse print and social media and prepare reports;
- Lead and supervise communication specialists to produce multi-media materials on UN Women's work;
- Provide advice and guidance to the Country Representative a.i. and coordinate with the country office on conflict-sensitive communication opportunities
2. Inform and communicate on the work of UN Women and its impact in the country
- Develop factsheets, human impact stories to inform donors and partners at the regional and global level, in close collaboration with Project Managers and team leads
3. Oversee the CO’s online presence
- Contribute to CO’s online presence including developing design and content; Coordinate COs’ web-presence in the line with corporate web policy;
- Oversee and manage social media accounts in line with corporate social media policy
IV. Results/Expected Outputs
- Quality communications strategy for 2022/2023 and timely implementation which leads to greater exposure and understanding of UN Women’s work
- Quality and relevant advocacy materials and content and CO’s online presence
- Coordinate and develop human interest stories, fact sheets, newsletters and briefs to enhance visibility of UN Women’s impact towards donors and partners
- Regular exchange of information between COs, including in UN Communications Group, and with the region as shown in coherent and relevant regional public presence.
The consultant will be paid at a daily rate at the end of each month against a monthly report reviewed and certified by the UN Women’s Country Representative a.i. and in accordance with UN Women policies and regulations.

Incomplete submissions will not be reviewed and are ground for disqualification. Note: Financial proposal will be in USD. The proposal shall also specify professional fees in daily rate and any charges related to other expenses, i.e, logistic, travel and communications expenses.

Evaluation
Applications will be evaluated based on the cumulative analysis.
- Technical Qualification (100 points) weight; [70%]
- Financial Proposal (100 points) weight; [30%]
A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individuals is evaluated based on following technical qualification evaluation criteria:

Financial/Price Proposal evaluation:
- Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
- The total number of points allocated for the financial component is 100.
- The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
- Financial proposal: the financial proposal shall specify a lump sum amount breaking down the professional fee for each deliverable and travel related cost (i.e. round-trip airfare from consultant original country to the field locations, and visa fees).
