Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in partnership with UNDP and UNEP, is implementing a project “Supporting sustainable peace in Blue Nile State through gender-responsive natural resource governance, inclusive conflict resolution mechanisms and climate-resilient livelihoods”. The primary objective of the project is to promote durable peace in Blue Nile State through the empowerment of women and girls as active agents of change in natural resource management and conflict resolution. Gender equality and women’s empowerment is therefore a central to the delivery of the two major components of the project. These include 1) developing climate-resilient livelihoods including by enhancing women’s safety through violence prevention activities, provision of justice for survivors of GBV; 2) strengthening inclusive governance mechanisms by building women’s capacities for leadership and planning (through the Community Environmental Action Planning process); building women’s capacities for dialogue and mediation; increasing the participation of women in peacebuilding mechanisms and processes. Strengthening of women movement in Blue Nile region cuts across the two components.

To ensure delivery of the above-mentioned components, UN Women needs to avail foundational information. This includes mapping of women led CSOs, and of GBV services provided as well as conducting capacity assessment of select CSOs at state level. Capacity assessment for GBV services and providers is necessary to design targeted activities to strengthen the GBV referral system. Given that the project employs institutional capacity building of CSOs as one of the strategies to strengthen the women movement, tailored training modules based on the capacity assessment are needed.

Objectives of the assignment

The strategic objective of the assignment is to contribute to strengthening women movement in Blue Nile Region to enhance accountability to gender equality and empowerment of women.

The consultancy’s specific objective is to provide a better understanding of the landscape of the women’s organizations, GBV referral system and services provided to survivors/victims of GBV in Blue Nile Region.

- Scope of work and tasks

Under the overall guidance of the head of programs and direct supervision of the Women, Peace and Security Program Officer, the consultant will be working closely with women movement and women’s organizations working in different areas (humanitarian, development, peace, GEWE, etc). The assignment will include organizations at *state, localities and communities’ levels, The consultant will be responsible for the following tasks:

- Task I: Conduct capacity assessment for women led organizations at state, localities and communities’ level that measures effectiveness, efficiency, relevancy, and sustainability in the following areas:

  1. Governance
  2.  Programs
  3. Strategic leadership
  4. Communication
  5. Monitoring and evaluation  
  6. Coordination
  7. Financial Management 
  8. External Relations
  9. Human Resources
  10. Partnerships Sustainability and resource mobilization

GBV Services Provided:

Conduct mapping of the services provided and existing referral system.

Conduct capacity assessment among GBV service providers to identify capacity gaps and strengths and include

  1. Knowledge and skills
  2. Experience
  3. Exposure to the updated GBV services
  4. Process and professionalism in handling of cases
  5. Conduct assessment of the services provided to GBV survivors/victims:

  7. Accessibility
  8. Adaptability of the service

 - Task 2:  Mapping of women organizations (At state, localities, and communities’ levels) in the BN Region:

Conduct desk review and analysis of the mappings already done in Blue Nile Region

The mapping should   focus on:

  1. The location of the headquarters.
  2. State level location
  3. The year the organization was founded
  4.  Whether the organization’s mission/mandate is mainly relief, multi-mandated, or mainly

Development/humanitarian/gender equality and empowerment of women/

  1. Programmatic focus (WPP, WPS…)  
  2. Size of the organization (elements to identify the size to be identified in the methodology).
  3. Programmatic focus 
  4.  Areas of interventions (state level, locality, community)
  5. Geographical coverage

-Task 3: Conduct a mapping of interventions conducted by women’s groups and organizations in social and economic rights, NRM and protection from GBV.

-Task 4develop materials to support the institutional capacity development of selected organizations:

  • Design tailored packages of training and institutional arrangements (es. regulations, internal control framework) to build the institutional capacity of the three selected women’s organizations at state level.
  • Design tailored training modules for service providers on GBV response, case management, referral system etc.

After 30 working days from signature of contract

 After 7 working days following the receipt of the draft with UN Women comments

Report on capacity assessment of women’s organizations at state, localities and communities’ levels analyzing capacity gaps and strengths of these organizations, and recommendations for development.

Document detailing specific development plan for the selected women’s originations to be targeted with institutional capacity development.

Document detailing a description and analysis of the mapping of the interventions conducted by women’s groups and organizations in social and economic rights, NRM and protection from GBV

Manual of tailored training packages on conceptual and institutional arrangements (es. regulations, internal control framework) to develop the institutional capacity of   selected women's organizations at state level.

Capacity assessment report for service providers and system including analysis of capacity gaps and strengths and a plan for development.

Capacity assessment report for women protection networks analyzing capacity gaps and strengths and setting a development plan.

Manual of tailored training package for service providers on (ex: GBV response, case management, referral system etc as per the findings of the capacity assessment. 

The final report must include detailed methodology used for undertaking the assignment, analysis and recommendations.

The reports can be in Arabic or in English language.

Upon receipt of the deliverables and prior to the payment of the installment the deliverables related reports and documents will be reviewed and approved by UN Women. The period of the review is one week after receipt. Final documents should reflect UN Women’s comments.

Habilidades y experiencia requeridas

- Education

  • Master or bachelor’s degree or equivalent (required education in gender, Political studies, Economics, Social Sciences, or related fields).

- Experience:

  • 5 years with master’s degree or 7 years with bachelor’s degree of professional experience in data collection and data analysis, and capacity development.
  • Experience in the field of Gender equality and/or women, peace, and security
  • Experience in working with civil society organizations, including for facilitation of consultations, trainings.
  • Experience of designing training manuals specifically in the field of gender equality and empowerment of women.
  • Experience in working with women movement is an asset.
  • Experience of conducting research on women movement and capacity assessments an asset.
