Antecedentes

UN Women’s Regional Office for the Arab States (ROAS) has recently adopted its new Strategic Note (2022-25). Our vision is to achieve gender equality and the empowerment of all women and girls and the full enjoyment of their human rights in the Arab States, propelling economic prosperity and sustainable development for all. Our goal is to accelerate achievements for the largest possible numbers of women and girls in the region, including the most vulnerable, in the next 4 years. To accomplish this, we work with our partners and offices across 17 countries in the region to implement targeted programmes that support women’s economic empowerment, women’s leadership and participation, women, peace and security and humanitarian issues, as well as ending violence against women.

We are deepening our data and results management portfolio and have opened up an exciting new opportunity to help UN Women in the Arab States define, implement and inform its programming and policy support to its key stakeholders, both internal and external, through advancing the availability of focused gender data and explicit, contextualized programming and policy recommendations. 

Under the supervision of the Deputy Regional Director, the Data and Results Management Specialist, will lead this new and exciting portfolio, and work in a small team, working in support the Regional Office and UN Women’s country offices (COs). The Specialist will work closely with regional thematic advisors, the Regional Strategic Planning and Coordination Specialist and the Evaluation Specialist. 

Deberes y responsabilidades

Lead data, trends analysis, monitoring and results management within the regional office:

  • Plan, design and implementation of the UN-Women’s data, monitoring and results management strategy in alignment with the Regional Strategic Note and other regional substantive needs;
  • Building on the Regional offices Strategic Note baseline analysis, coordinate and maintain up to date thematic, trends and organizational analysis pertaining to Gender equality and Women's Empowerment, including in support of countries where the ROAS is a non-resident UN Agency;
  • Undertake empirical analysis, data mining and visualization to assist the Regional Office and Regional Senior Leadership Team, in developing reports and working papers on key topics related to gender and sustainable development for use in UNCT/HCTs and with partners, including Country Gender Equality Profiles;
  • Prepare and lead implementation of UN-Women’s Regional Office monitoring plan;
  • Lead in the conceptualizing and synthesizing of Regional Office Annual Results Report (internal and external), including results from CO’s as relevant to implementation of regional strategic outcomes defined in the Strategic Note and the regional knowledge dashboard.

Develop and maintain regional knowledge dashboard:

  • Further develop, manage, and update regional knowledge dashboard;
  • Coordinate and lead quality assurance for regional knowledge dashboard;
  • At least annually update knowledge dashboard and coordinate data collection, programmatic and policy inputs;
  • With policy/programme teams develop and maintain thematic, trends and organizational analysis pertaining to Gender equality and Women's Empowerment by country;
  • Produce periodic updates and briefs on regional/country development situation to be used by
  • stakeholders, COs and HQ;
  • Backstop, quality assurance and analysis of Country Gender Equality Profiles;
  • Maintain close contact with relevant RO units, CO’s and staff in UN Women HQ.

Establish and strengthen strategic partnerships with stakeholders, regional/international actors and development partners as related to gender data and knowledge:

  • Research bi-lateral /donor partner monitoring systems and expectations with UN Women’s guidelines and define solutions where alignment may be needed;
  • Advise and quality assure programme results frameworks prior to submission to RPAC, from a data /indicators measurement perspective;
  • Develop and expand strategic research and data partnerships, including with UN entities at regional and HQ level, government counterparts, research institutes, leading global thinkers on development, and civil society, among others;
  • As needed, support UN Women’s regional work with national data and statistical systems, facilitating engagement with national entities and data systems jointly with the statistical lead in the regional office;
  • Communicate and coordinate with existing partners and help form new partnerships with UN agencies, academia, the private sector, and governmental agencies to further the use of data science for development.

Establish and manage knowledge building and sharing for monitoring, data and results management:

  • Lead knowledge management and capacity development related to data and monitoring;
  • Provide technical advice, define and coordinate sound monitoring tools to programme/ project managers/ specialists in the region TO and COs) towards the measurement of impact;
  • Implement knowledge sharing practices, inspiring others within UN Women in the Arab States to contribute their expertise through internal and external platforms and tools and working closely with colleagues at the regional level to ensure usable knowledge is shared in the most impactful way;
  • Develop, implement and monitor regional capacity building initiatives related to the monitoring of projects and programmes, in collaboration with regional planning and evaluation teams in RO;
  • Coordinate proper and, where possible, complementary, monitoring of regional office and regional projects/programmes;
  • Develop RO and support implementation of RO/country office’s monitoring plans for strategic notes
  • Lead RMS monitoring (quality and timelines) for RO and Cos;
  • Cull results from Annual reports and donor reports for presentation of results achieved across the region.

Support any other task as may be assigned as related to data, research, monitoring and advancing UN Women’s investments in data and knowledge to advance the measurement of results of programmes and policies in the lives of women and girls.

Habilidades y experiencia requeridas

Education and certification:

  • Advanced university degree (Master’s degree or equivalent degree) in business or public administration, information management, statistics, sustainable development, social sciences, education or related area;
  • A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years progressively in providing strategic support to research and data analysis, monitoring, knowledge management or project/programme management in the context of development cooperation or related area is required;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Experience working in the Arab region is an asset.

Language Requirements:

  • Fluency in English and Arabic is required;
  • Knowledge of French is an asset.
