Antecedentes

Gender inequality is one of the obstacles to reducing loss of lives and livelihoods in disaster settings since it shapes the extent to which men, women, boys and girls are vulnerable to, experience and affected by disasters. Often, women and girls are disproportionately exposed to risk including sexual and gender-based violence (SGBV), increased loss of livelihoods, security, and even loss of lives, during and in the aftermath of disasters. This is mainly due to deeply entrenched gender based social norms, economic, religious and cultural constructs that often marginalize and exclude them. In most community structures, women occupy subordinate roles that compound their vulnerability and hinders their effective participation in socio-economic development. Such gender-based inequalities place women and girls at a greater risk to disasters and humanitarian crisis including limited access to early warning information, knowledge and information on humanitarian response, limited participation in preparedness planning, policy and decision-making processes.

Furthermore, crises radically affect social and cultural structures including a shift of the roles of women and men. Women may assume new and additional responsibilities as heads of households, while men may be required to do some domestic work due to separation from their families. Therefore, if humanitarian interventions are not planned with a gender lens, not only do the chances of doing greater harm and the risk of not addressing the real needs of specific populations increase, but the opportunity to support and promote gender equality during response and recovery stages can also be lost.

As an entity dedicated to gender equality, UN Women Ethiopia Country Office (ECO) works with key partners ranging from government, UN organisations, international and national NGOs, and civil society in development and humanitarian settings to enhance gender equality and empowerment of women in Ethiopia. In crisis settings, UN Women supports in the coordination of gender mainstreaming, evidence-based response, targeted programming and in building capacities of humanitarian stakeholders including governments and local actors to achieve their gender commitments.

To this end, UN Women ECO is recruiting a national consultant to strengthen in-country capacity on gender equality programming through gender mainstreaming in humanitarian action in Ethiopia. The consultant will develop a contextualised gender mainstreaming pocket guide for humanitarian responders in Ethiopia, develop and deliver a training curriculum on this contextualised pocket guide, and create information, education, and communication (IEC) materials with key messages on gender equality for humanitarian stakeholders and affected communities. UN Women will translate the training package and IEC materials into local languages.

The objective of this consultancy is to equip humanitarian responders with practical guidance on how and why to enhance gender mainstreaming in their programming, build capacity in this regard, and raise awareness on the importance of gender equality programming in humanitarian settings.

Deliverables

Under the direct supervision of the Gender in Humanitarian Action (GiHA) Programme Specialist at UN Women ECO, the consultant will develop practical gender mainstreaming tools for humanitarian responders in Ethiopia.

As such, main responsibilities and tasks for this consultancy will include:

  1. Develop a work plan for the consultancy
  2. Conduct a gender assessment in selected communities to identify key needs and preferences of crisis-affected men, women, boys, and girls considering their different intersectionalities. The data collected will guide the development of the Gender Mainstreaming Pocket Guide for Humanitarian Responders and the IEC materials.
  3. Conduct a desk review and key informant interviews with humanitarian stakeholders to understand existing gender mainstreaming needs and gaps. This information will feed into the development of the Gender Mainstreaming Pocket Guide for Humanitarian Responders and the IEC materials.
  4. Develop a contextualised Gender Mainstreaming Pocket Guide for Humanitarian Responders in Ethiopia that provides practical guidance (per cluster / sector) to enhance gender mainstreaming throughout the response.
  5. Develop contextualised IEC materials on gender equality for humanitarian stakeholders and affected communities.
  6. Develop a training plan with deliverables as well as agenda, presentations, and training manual on the gender mainstreaming pocket guide for humanitarian responders. This should be approved by the GiHA team at UN Women.
  7. Deliver three rounds of in-person / virtual training on the developed Gender Mainstreaming Pocket Guide for Humanitarian Responders in Ethiopia and its correct use.
  8. Develop a short training evaluation form for participants to complete.
  9. Provide participants with the training manual and materials so that they can roll-out the training to their colleagues and partners.
  10. Submit a training report to the UN Women ECO, including assessment of participants’ learning (such as through pre- and post-training assessments).

If needed, UN Women will provide translation support for the gender assessments and translation and design support for the IEC materials.

Education and certification

  • Master’s degree or equivalent in a related field;

Experience

  • Minimum 7 years of progressively experience of GiHA and gender mainstreaming in humanitarian programming.
  • Technical experience in GiHA and gender mainstreaming is required.
  • Experience in and knowledge of the humanitarian architecture and UN and IASC policies and guidance related but not limited to gender, PSEA, AAP, and Centrality of Protection is required.
  • Proven success in collecting data and analysis.
  • Proven experience in developing tools, manuals, and guidance notes on gender mainstreaming, GiHA, GBV, and protection.
  • Experience in designing and delivering adult learning is required.
  • Proven success in developing and facilitating capacity-building activities on gender mainstreaming is required.
  • Experience working in the UN System in humanitarian emergencies is an asset
  • Experience working in Ethiopia is an asset

Language Requirements

  • Fluency in English is required.
  • Knowledge of local languages is considered an asset.
